On the occasion of the State visit to Vietnam by General Secretary of the Central Committee of the Communist Party of China and President of the People's Republic of China Xi Jinping from April 14 to 15, 2025, the leaders of the two countries issued a Joint Statement on continuing to deepen the Comprehensive Strategic Cooperative Partnership and promoting the building of a Vietnam-China Community of Shared Future of Strategic Significance. 1. At the invitation of General Secretary of the Central Committee of the Communist Party of Vietnam To Lam, President of the Socialist Republic of Vietnam Luong Cuong, General Secretary of the Central Committee of the Communist Party of China, President of the People's Republic of China Xi Jinping paid a State visit to Vietnam from April 14 to 15, 2025.

During the visit, General Secretary and President Xi Jinping held talks with General Secretary To Lam, President Luong Cuong and met with Prime Minister Pham Minh Chinh and National Assembly Chairman Tran Thanh Man.

In a sincere and friendly atmosphere, the two sides informed each other of the situation of each Party and each country, exchanged in-depth opinions and reached important common perceptions on continuing to deepen the comprehensive strategic cooperative partnership, promoting the building of the Vietnam-China Community of Shared Future of strategic significance, as well as international and regional issues of mutual concern.

2. The two sides agreed to steadfastly promote the cause of Vietnam-China friendship.

The two sides believe that Vietnam and China are geographically adjacent, culturally close, have close people-to-people ties, similar regimes, and interrelated destinies. They are good neighbors, good friends, good comrades, and good partners. They are both socialist countries led by the Communist Party, and both strive for the happiness of the people and the prosperity of the country, and strive for the noble cause of peace and progress of mankind.

The two sides looked back at the development of the relationship between the two Parties and the two countries of Vietnam and China in the 75 years since the establishment of diplomatic relations. Vietnam was the first country in Southeast Asia to establish diplomatic relations with the People's Republic of China, and China was the first country in the world to recognize and establish diplomatic relations with the Democratic Republic of Vietnam, now the Socialist Republic of Vietnam.

No matter how the world situation changes, the two sides always fight side by side, support each other in the struggle for national independence and liberation, always learn from each other, and together move forward in search of a socialist path suitable to each country's situation and modernization with each country's unique characteristics.

The Party, State and People of Vietnam always appreciate and cherish the strong support and great assistance of the Party, State and People of China.

The two sides agreed that the traditional friendship of “the close Vietnam-China relationship, both comrades and brothers” personally built and painstakingly nurtured by President Ho Chi Minh, Chairman Mao Zedong and previous leaders, is increasingly strong and is a valuable asset of the people of the two countries, and needs to be well inherited, well protected and well promoted.

Entering a new era, with the strategic orientation of General Secretary Nguyen Phu Trong, General Secretary To Lam and General Secretary and President of China Xi Jinping along with the leaders of the two Parties and two countries, the Vietnam - China relationship has developed remarkably, especially since the announcement of building a Community of Shared Future with strategic significance in December 2023, the Vietnam - China relationship has entered a new phase with: Higher political trust, more substantive defense-security cooperation, deeper substantive cooperation, a more solid social foundation, closer multilateral coordination, better controlled and resolved disagreements; comprehensive strategic cooperation has achieved many great results, bringing practical benefits to the people of the two countries.

Faced with the changes of the world, the times, and history, China has consistently emphasized its policy of friendship with Vietnam, always considering Vietnam a priority in its neighborly diplomacy. Vietnam reaffirms that it always considers relations with China a consistent policy, an objective requirement, and a top priority in Vietnam's foreign policy of independence, self-reliance, multilateralization, and diversification. This is the strategic choice of both sides.

The two sides agreed that it is necessary to firmly support each other in maintaining strategic autonomy and autonomously choosing a development path suitable to the situation of their countries; persistently following the political orientation of the top leaders of the two Parties and two countries, considering the development of the other side as an opportunity for their own development, persistently perceiving and developing the Vietnam-China relationship from a strategic height and long-term vision, persistently following the motto of "friendly neighbors, comprehensive cooperation, long-term stability, looking towards the future", the spirit of "good neighbors, good friends, good comrades, good partners" and the overall goal of "6 more"; Taking the occasion of the 75th anniversary of the establishment of Vietnam-China diplomatic relations as an opportunity, we will continue to deepen the Comprehensive Strategic Cooperative Partnership, promote the building of a Vietnam-China Community of Shared Future of strategic significance, promote mutually beneficial cooperation between the two sides to develop with higher quality, deepen strategic coordination between the two countries, bring more practical benefits to the people of the two countries, make important contributions to the stable development of the region and the cause of peace and progress of mankind, and create a positive model for building a Community of Shared Future of mankind.

3. The two sides reaffirmed the need to firmly support each other on the path to socialism in accordance with the situation of each country.

The Vietnamese side warmly congratulated China on successfully holding the Two National Sessions; congratulated China on its historic achievements and historic changes in its socio-economic development; supported China in comprehensively promoting the great cause of building a great power and national rejuvenation through Chinese-style modernization; believed that China's continued deepening of comprehensive reform, widening opening-up, and high-quality development would bring new opportunities for the modernization process of developing countries, including Vietnam.

The Vietnamese side wishes and believes that, under the steadfast leadership of the Central Committee of the Communist Party of China with Comrade Xi Jinping as the core, and guided by Xi Jinping Thought on Socialism with Chinese Characteristics for a New Era, the Party, Government and People of China will certainly complete the goals and tasks of the 14th Five-Year Plan with high quality, comprehensively build a modern socialist power, and successfully realize the second centenary goal.

The Chinese side warmly congratulated the 95th anniversary of the founding of the Communist Party of Vietnam, the 80th anniversary of the founding of the Socialist Republic of Vietnam; congratulated and highly appreciated the important achievements of Vietnam in nearly 40 years of renovation, nearly 15 years of implementing the "Platform for national construction in the transitional period to socialism" (supplemented and developed in 2011), promoting high economic growth in Vietnam, significantly improving people's lives, deeply integrating into world politics, global economy, human civilization, taking on many important international responsibilities, promoting an active role in many international organizations and multilateral forums.

The Chinese side wishes and believes that under the strong leadership of the Central Committee of the Communist Party of Vietnam headed by General Secretary To Lam, the Party, State and People of Vietnam will certainly successfully implement the goals and tasks set forth by the 13th National Congress of the Communist Party of Vietnam, prepare well and successfully organize the 14th National Congress in 2026, bring the country into a new era of development, and successfully build a socialist Vietnam with rich people, strong country, democracy, fairness and civilization.

China reaffirms its support for Vietnam's prosperous development, people's happiness, building a strong, independent and self-reliant economy, synchronously promoting the cause of innovation, industrialization, modernization, comprehensive international integration, developing open and friendly foreign relations, and promoting a more important role for peace, stability, development and prosperity of the region and the world.

4. The two sides determined that they needed to work together to raise strategic trust to a higher level.

The two sides reaffirmed that high-level orientations, especially strategic orientations of the top leaders of the two Parties and two countries, play an irreplaceable and important role in the stable and healthy development of Vietnam-China relations. They agreed to continue to strengthen high-level contacts between the two Parties and two countries through various forms such as mutual visits, sending special envoys, hotlines, sending letters, promptly exchanging opinions on the relations between the two Parties and two countries, major and important issues of mutual concern as well as the current international and regional situation, and firmly grasp the correct development direction of Vietnam-China relations.

The two sides agreed to continue to fully promote the special role of the Party channel, further strengthen the role of the exchange and cooperation mechanism between the two Parties, especially high-level meetings between the two Parties, theoretical seminars between the two Parties, etc.; improve the effectiveness of exchanges and cooperation between the respective agencies of the two Parties at the Central level, local party organizations of the two countries, especially the border provinces (regions); through the theoretical seminars between the two Parties, the plan for cooperation in training cadres, delegation exchanges through the Party channel, comprehensively implement theoretical exchanges and practical experiences in Party building and national governance, together deepen awareness of the Party's leadership, promote the socialist cause to develop strongly in the context of unprecedented changes in the world situation, contributing to Party building and socialism development of the two sides.

Further strengthen friendly exchanges and cooperation between the National Assembly of Vietnam and the National People's Congress of China, the Government of Vietnam and the Government of China, the Vietnam Fatherland Front and the Chinese People's Political Consultative Conference. Well organize the Inter-Parliamentary Cooperation Committee meeting between the National Assembly of Vietnam and the Chinese People's Political Consultative Conference, friendly exchanges between the Central Committee of the Vietnam Fatherland Front and the Chinese People's Political Consultative Conference and organizations of the Front and the Political Consultative Conference of border provinces.

Promote the overall coordinating role of the Vietnam-China Bilateral Cooperation Steering Committee, direct ministries, sectors and localities of the two countries to promote the building of the Vietnam-China Community of Shared Future. Deepen political security cooperation, establish a “3+3” strategic dialogue mechanism on diplomacy, defense and public security between Vietnam and China at the ministerial level and organize the first Ministerial-level Conference at an appropriate time.

Continue to effectively implement the Agreement on further deepening cooperation in the new situation between the two countries' foreign ministries; maintain regular contacts between leaders of the two foreign ministries, including the Strategic Consultation at the Permanent Deputy Minister level, annual diplomatic consultation, enhance exchanges at the corresponding Department (Office) level, effectively implement the staff training plan, support and facilitate the improvement of headquarters and housing conditions of the two countries' diplomatic missions; support the Vietnamese Consulate General in Chongqing to officially come into operation in the first half of 2025.

The Vietnamese side affirms its firm adherence to the “one China” policy, recognizing that there is only one China in the world, that the Government of the People’s Republic of China is the sole legitimate government representing all of China, and that Taiwan is an inseparable part of Chinese territory. It supports the peaceful development of cross-strait relations and the great cause of China’s reunification, resolutely opposes any form of “Taiwan independence” separatist actions, and consistently supports the principle of non-interference in the internal affairs of other countries.

The Vietnamese side does not develop any state-level relations with Taiwan. The Vietnamese side believes that the issues of Hong Kong, Xinjiang, and Tibet are China's internal affairs and supports China in maintaining the stable development of Hong Kong, Xinjiang, and Tibet. The Chinese side expressed its appreciation for these stances of Vietnam and expressed its support for Vietnam in maintaining social stability, ensuring national security and development, and national unity.

5. The two sides reaffirmed the need to build a more substantive pillar of defense-security cooperation.

Defense and security cooperation is one of the pillars of the Vietnam-China relationship, contributing significantly to strengthening strategic trust between the two Parties and the two countries. The two sides agreed to strengthen cooperation mechanisms in defense, public security, security, the Supreme Court, the Supreme Procuracy, increase exchanges between the respective judicial agencies of the two countries, and promote the following key cooperation:

The two sides agreed to increase high-level and all-level exchanges between the two countries' armies; promote the role of mechanisms such as the Border Defense Friendship Exchange and the Defense Strategy Dialogue. Promote exchanges and cooperation between the two countries' armies in areas such as political work, personnel training, strategic research, and joint research; strengthen cooperation in the defense industry, joint exercises, training, and mutual visits by naval ships; continue to expand cooperation in areas such as medical logistics, United Nations peacekeeping, and non-traditional security.

Deepen border cooperation, strengthen coordination in border management, deploy joint border patrols on land, encourage border guards of the two countries to establish friendly relations, and enhance friendly exchanges in border areas. Promote the role of the joint patrol mechanism in the Gulf of Tonkin, effectively deploy joint patrol activities in the Gulf of Tonkin; deepen the exchange and cooperation mechanism between the navies and coast guards of the two countries.

The two sides agreed to increase high-level exchanges between law enforcement agencies of the two countries; promote the role of the mechanisms of the Ministerial Conference on Crime Prevention and Control, the Deputy Ministerial Strategic Security Dialogue, the Deputy Ministerial Dialogue on Political Security; effectively implement cooperation in the fields of security, intelligence, and counter-terrorism; accelerate the establishment of a hotline between the two countries' Public Security Ministers; and coordinate in preventing and combating cross-border crimes.

Deepen cooperation between the Vietnamese Ministry of Public Security and Chinese security and law enforcement agencies, and enhance cooperation in areas such as: counter-terrorism, telecommunications fraud, cyber security, economic crime, human trafficking, immigration management, and the pursuit of criminals who have fled abroad.

Strengthen information exchange and experience sharing in counter-intervention, counter-separatism, prevention and combat of “color revolution” and “peaceful evolution” by hostile forces; expand cooperation between the Vietnamese Ministry of Public Security and the Chinese Ministry of Emergency Management and Response.

Strengthen cooperation in the legal and judicial fields between the two countries, effectively implement the Memorandum of Understanding on Cooperation between the Ministry of Public Security of Vietnam and the Ministry of Justice of China and between the Ministries of Justice of the two countries, organize the first Conference between judicial administrative agencies of the provinces sharing the border between the two countries this year, continuously improve the judicial support mechanism, and enhance learning and exchange of experiences in building a socialist rule of law state.

6. The two sides agreed to consider China's development of new quality production forces and Vietnam's development of new production forces as opportunities to build a more comprehensive and extensive cooperation structure.

Accelerate the connection of development strategies between the two countries, effectively implement the Cooperation Plan connecting the “Two Corridors, One Belt” Framework with the “Belt and Road” Initiative; prioritize accelerating infrastructure connection between the two countries in terms of railways, highways, and border gate infrastructure.

The two sides will promote the role of the Vietnam-China Joint Committee on Railway Cooperation, effectively implement the Agreement between the Government of Vietnam and the Government of China on cooperation in implementing standard gauge railway projects connecting Vietnam and China, and promote cross-border standard gauge railway connections between Vietnam and China. China is willing to work with Vietnam to study and implement cooperation in technology and human resource training.

The two sides highly appreciated China's approval of the Technical Assistance (TA) to establish a Feasibility Study (F/S) for the Lao Cai - Hanoi - Hai Phong standard gauge railway and agreed to promptly implement the F/S, strive to start construction soon; speed up the study of the Lao Cai-Hekou railway section plan, creating a basis for early implementation of the plan. Welcoming the signing of the Aid Letter for planning the two Dong Dang - Hanoi and Mong Cai - Ha Long - Hai Phong standard gauge railways.

Strengthening cooperation in road construction techniques; highly appreciating the groundbreaking of the road bridge across the Red River in the Bat Xat (Vietnam) - Ba Sai (China) area, promoting the groundbreaking of cross-border traffic works at the Thanh Thuy (Vietnam) - Thien Bao (China) international border gate.

The two sides will continue to promote the role of the Vietnam-China Land Border Gate Management Cooperation Committee, accelerate the construction of smart border gates at customs clearance points and specialized roads for transporting goods in the area of ​​landmarks 1088/2-1089 and the area of ​​landmarks 119-1120 of the Huu Nghi (Vietnam) - Huu Nghi Quan (China) international border gate, consider replicating it at other qualified border gates, including Mong Cai - Dong Hung border gate; and upgrade "soft connections" on smart customs.

Support the enhancement of cooperation in road, air and railway transport; continue to implement the amendment of the Border Railway Agreement; develop Vietnam-China international railway transit, restore international passenger transit, open more cross-border railway transport trips between Vietnam and China; facilitate inspection, quarantine and import and export of goods at railway border gates.

On the basis of compliance with the rules governing take-off and landing times of the two sides, create conditions for the extension and addition of take-off and landing times for airlines of the two countries to exploit each other's markets, and encourage airlines of the two countries to restore and open more flights according to market demand. Welcome Vietnamese aviation companies to put Chinese commercial aircraft into operation in various forms, and support further strengthening of cooperation in the field of commercial aircraft manufactured in China.

Strengthening strategic connectivity between the two economies, connecting regional development strategies between the two countries such as the Guangdong - Hong Kong - Macau Greater Bay Area, the Yangtze River Delta, and expanding the Economic Corridor route in the Two Corridors, One Belt area to Chongqing.

The two sides encourage and support enterprises with capacity, reputation and advanced technology to invest in the other country, creating a fair and favorable business environment for enterprises. They welcome enterprises of the two countries to cooperate in researching and applying 5G technology. They will strengthen cooperation in emerging fields such as artificial intelligence, clean energy, green development, and digital economy.

Promote the role of the Working Group on the model of building a Vietnam-China cross-border economic cooperation zone, actively research and pilot the implementation of the model of a cross-border economic cooperation zone, jointly build a safe and stable industrial chain and supply chain. The two sides agreed to deepen the exchange of experiences in reforming and managing state-owned enterprises, and deploy cooperation in human resource training.

Promote the effective role of the Working Group on Financial-Monetary Cooperation between the two countries, enhance information exchange and share experience in policy management and reforms in the financial-monetary sector, effectively implement bilateral retail payment cooperation via QR codes, study the expansion of payment scope in local currencies; improve capacity to prevent financial risks.

Research and implement cooperation in the key mineral sector in accordance with the laws and industrial policies of each country. Accelerate the implementation of projects on the Vietnam Academy of Traditional Medicine, Campus 2, the maintenance and repair of the Vietnam-China Friendship Palace and other cooperation projects in the field of people's livelihood.

The two sides agreed to promote the role of the Regional Comprehensive Economic Partnership (RCEP) and the ASEAN-China Free Trade Agreement (ACFTA) to promote balanced development of bilateral trade. Promote the role of the Trade Facilitation Working Group and the E-commerce Cooperation Working Group, continue to exploit bilateral trade potential, promote enterprises of the two countries to implement e-commerce cooperation; through dialogue and consultation, satisfactorily resolve trade disagreements, further expand cooperation space for enterprises of the two sides.

The two sides welcomed the signing of the Protocol on products exported from Vietnam to China such as chili, passion fruit, raw bird's nest, clean bird's nest, and rice bran. China is actively implementing official licensing procedures for Vietnamese agricultural products such as citrus fruits and oriental medicinal herbs of plant origin. Vietnam will accelerate the import of sturgeon from China.

The two sides agreed to strengthen customs cooperation, expand exports of products with strengths of both sides, effectively implement the Mutual Recognition Plan on “AEO” and “One-stop shop” cooperation. The Chinese side welcomed the Vietnamese side to organize trade promotion activities, promote and advertise Vietnamese goods brands in China, and is ready to continue to facilitate the early establishment of more Vietnamese Trade Promotion Offices in Haikou (Hainan) and other relevant localities. The two sides agreed to coordinate to improve customs clearance efficiency at border gates, openings, and border market pairs, reducing customs clearance pressure.

Continue to promote the role of the Vietnam-China Joint Committee on Agricultural Cooperation and the Joint Committee on Fisheries Cooperation in the Gulf of Tonkin, promoting substantive cooperation in areas such as high-tech agriculture, including cultivation and deep processing of agricultural products, ensuring food security, and comprehensive disease control.

The two sides agreed to soon discuss and sign the Agreement on Fisheries Cooperation in the Gulf of Tonkin; to cooperate in releasing fish and protecting aquatic resources in the Gulf of Tonkin; to effectively implement the Agreement on establishing a hotline for unexpected incidents in fishing activities at sea between Vietnam and China and the Agreement on Cooperation in Search and Rescue at Sea.

Strengthen cooperation in environmental pollution treatment, especially air pollution treatment in urban areas; strengthen cooperation in natural disaster prevention, control and mitigation, climate change response, water resources and meteorology, exchange of flood season hydrological information, and strengthen cooperation in integrated water resources management.

Strive to make science and technology cooperation a new highlight in bilateral cooperation, research and deploy cooperation in areas such as AI, semiconductors, nuclear energy, etc. Effectively implement the Vietnam-China Science and Technology Cooperation Agreement, continue to promote the role of the Joint Committee for Science and Technology Cooperation, deepen the connection of policies on science, technology and innovation, deploy joint research on healthcare, medicine, disaster prevention and mitigation, clean energy, and green agriculture.

Strengthen human resource cooperation in technology, promote cooperation in technology transfer and innovative startups. Encourage cooperation projects in research, technology development and human resource exchange between research institutions and enterprises of the two sides. Strengthen cooperation in the fields of regulatory management and nuclear safety standardization; research and develop cooperation in nuclear power development; continue to effectively implement the Intellectual Property Cooperation Agreement between the two sides, consider implementing cooperation activities to study the possibility of mutual protection of geographical indications. Continue to implement exchanges and cooperation in the fields of medicine, health care, prevention and control of infectious diseases, and traditional medicine.

7. The two sides need to work together to strengthen the social foundation of the Vietnam-China Community of Shared Future.

The two sides reaffirmed that it is necessary to consider the occasion of the 75th anniversary of the establishment of diplomatic relations and the Vietnam-China Humanitarian Exchange Year 2025 as an opportunity to effectively implement a series of humanistic exchange activities that connect people, are profound and practical, and contribute to consolidating the social foundation. Fully exploit the "red resources" in exchanges between the two Parties. The Chinese side invited Vietnamese youth to China to implement the "red journey to study and research" program, enhancing mutual understanding and people-to-people friendship, especially between the young generations of the two countries.

The two sides emphasized that the propaganda agencies of the two Parties need to strengthen propaganda and education on the traditional friendship between the two Parties and the two countries and the comprehensive strategic cooperation between Vietnam and China. Strengthen cooperation between press, news, publishing, radio and television agencies. The two sides agreed to effectively implement the Memorandum of Understanding on cooperation between the two countries' competent agencies on digital media, continue to promote cooperation in translation and publication of excellent audiovisual works of the two countries. In-depth implementation of the project to translate classic works of Vietnam and China.

Support localities of the two countries, especially border provinces (areas), to implement cooperation exchanges, highly appreciate the achievements of mechanisms such as the Spring Meeting between Secretaries of Quang Ninh, Lang Son, Cao Bang, Ha Giang provinces and Guangxi Secretary; Annual Conference between Secretaries of Lao Cai, Ha Giang, Dien Bien, Lai Chau provinces and Yunnan Secretary.

Strengthen exchanges between mass organizations such as trade unions, women's organizations, youth organizations, and between localities with friendly relations. Continue to organize well branded activities such as the Vietnam-China Youth Friendship Meeting, the Vietnam-China People's Forum, and the Border People's Festival.

The two sides will practically implement the Plan for implementing cultural and tourism cooperation for the period of 2023 - 2027 between the agencies in charge of culture and tourism of the two countries, and encourage cultural organizations and art troupes of the two countries to exchange and cooperate. Vietnam supports the operation of the Chinese Cultural Center in Hanoi. China welcomes Vietnam to soon establish a Cultural Center in Beijing.
