High determination of the entire political system
Resolution No. 154/NQ-CP dated May 31, 2025 of the Government sets the target of having over 1,000 km of coastal roads nationwide by 2025. Together with the whole country, Ninh Binh has implemented the Coastal Road Project Phase I with high determination, aiming to create a traffic axis connecting coastal areas, contributing to the effective exploitation of marine and coastal resources, promoting socio-economic development of coastal localities, creating new development space, an environment to promote tourism development, contributing to strengthening national defense, security and protecting national sovereignty .
According to information from the Ninh Binh Provincial Traffic Construction Investment Project Management Board, the unit assigned by the Provincial People's Committee to be the investor of the Coastal Road Project Phase I, the section passing through Ninh Binh province: The route has a total length of 3.25km, of which the 2.063km long section is invested in the foundation, designed according to the standards of a level III plain road, a design speed of 80km/h, and a roadbed cross-section of 12m. An important component of the project is the Day River overpass with a length of 1.2km, a cross-section of 12m, including 22 spans using a continuous beam structure using the balanced cantilever method, meeting the HL-93 load, a clearance of 85x15m for 3,000 DWT ships to pass - one of the most modern bridge construction technologies today.
Implementing the direction of the Prime Minister, the Provincial Party Committee, the Provincial People's Committee, the investor has supported and urged the contractor to regularly review the construction progress, mobilize additional machinery and equipment, organize construction in 3 shifts, 4 teams, during holidays and holidays and have necessary technical solutions to shorten the completion time, improve quality, put the projects into operation, ensuring a 3-month progress compared to the plan of December 2025.
Mr. Ninh Quang An, Deputy Director of Cuong Thinh Thi Construction Investment Group Joint Stock Company said: “We identify this as a key project of great significance to the socio-economic development of the province and the region, requiring construction work to not only ensure quality but also ensure aesthetic factors, so all engineers and workers work with the highest sense of responsibility. On extremely hot days, our brothers still stick to the construction site, both maintaining progress and ensuring absolute safety. We are proud to have contributed to creating modern, sustainable projects for our homeland.”
In the work of site clearance, with the spirit of responsibility, solidarity, unity, continuing to innovate leadership and direction methods in the direction of "clear people, clear work, clear results, clear time, clear responsibilities", the Provincial People's Committee has established a Working Group to directly support and resolve difficulties in site clearance work in localities.
With the support of specialized departments and branches, the project beneficiary communes, Nghia Lam and Kim Dong, have stepped up propaganda work, organized many dialogue conferences to listen to the people's thoughts and aspirations, explained in detail so that people could understand the significance of the project, and at the same time fully implemented the compensation, support and resettlement policies openly and transparently. Thanks to that, the site clearance work was completed quickly, without any hot spots or complaints. The people showed high consensus with the project implementation.
Mr. Nguyen Van Tao, a resident of Nghia Lam commune, said: “As soon as we heard that the province was building a coastal road and a bridge across the Day River, we wholeheartedly supported it. Although we had to give up our land for production, everyone understood that this was a project for the long-term benefit of our homeland. Today, seeing the spacious road and bridge, we are very happy and proud. This is a common achievement, a common joy for the whole community.”
Opening up new development space from the coastal route
Mr. Dang Huu Truong, Deputy Manager, representative of the investor shared: “In order to have a road that ensures quality, technique, aesthetics and shortens the construction time, along with the efforts of the investor, there is also the attention, coordination, drastic participation and responsibility of agencies, departments, branches and local authorities to support and help the investor to solve each stage, remove arising problems in the fastest time possible; especially the support and consensus of the community in the project's affected area, especially households within the scope of site clearance to implement the project; the high determination of consulting units, construction contractors with the motto "Quality - Progress - Safety - Efficiency". Therefore, the project up to this point has been completed ahead of schedule, ensuring quality and meeting aesthetic requirements.
As a son far from home, having the opportunity to return, Mr. Nguyen Van Cuong, from Kim Dong commune, now living in Dak Lak, was moved: "After more than 40 years away from home, today I returned to witness the modern bridge over the Day River, I see that my hometown has changed a lot. In the past, traveling was difficult, but now the new bridge not only facilitates transportation but also connects people's hearts. This is truly a great gift for the people in coastal areas."
The coastal road project phase I is not simply a traffic route, but also has strategic economic, social and political significance. The route not only contributes to completing the Northern coastal infrastructure, making Ninh Binh an important component of the national marine economy, but also creates conditions for the formation of industrial clusters, coastal tourist areas, improving transport capacity, rescue, and climate change response.
More importantly, the project has clearly affirmed the political determination of the Provincial Party Committee in the new term: to build a synchronous and modern infrastructure, creating a foundation for sustainable development.
After the merger, Ninh Binh province now has nearly 90km of coastline, and the marine economy is identified as a new pillar of the local economy. Along with the Coastal Road Project Phase I, the province is implementing a series of projects to complete the coastal transport infrastructure such as: Project to build a development axis connecting the Nam Dinh province's marine economic zone with the Cau Gie - Ninh Binh expressway, Project "Improving urban infrastructure to minimize the impact of climate change for 4 coastal provinces of the North Central region"...
With the attention and direction of the Government, ministries and central branches; and the efforts of the entire political system, Ninh Binh will soon complete the coastal traffic system, which is a solid foundation for implementing socio-economic development activities; protecting the sovereignty and islands of the Fatherland.
Today's coastal road not only opens up a new development space for Ninh Binh, but also leaves a beautiful impression in the hearts of the people about a project of faith, of aspiration to rise up, of the close bond between the Party and the People.
With the new momentum from this project, Ninh Binh entered the term of the 1st Provincial Party Congress with great confidence, determination and expectations, continuing to open up the roads to prosperity, making the homeland increasingly develop sustainably, civilized and rich.
