Vehicle inspection director sentenced to 4 years and 6 months in prison for accepting bribes

On November 24, Thuan Nam District People's Court opened the first-instance trial of the case of giving and receiving bribes at the Road Motor Vehicle Inspection Center 85-02D (abbreviated as Center 85-02D).

At the end of the trial, the first-instance panel of the People's Court of Thuan Nam District sentenced defendant Le Tu Tri (51 years old, former Director of Center 85-02D) to 4 years and 6 months in prison for accepting bribes; 5 defendants, all residing in Phu Yen province, including: Nguyen Van Tuan Dan (52 years old) to 3 years in prison; Duong Van Minh (47 years old) to 1 year in prison; Le Duc Dung (45 years old) to 9 months in prison; Truong Minh Nam (36 years old) to 6 months in prison and Pham Van Thanh (51 years old) to 2 years in prison, all for giving bribes.

6 defendants at trial

According to the indictment, Center 85-02D belongs to Khai Hung Trading and Service Joint Stock Company (called Khai Hung Company). On December 12, 2021, Le Tu Tri signed a contract with Khai Hung Company and was assigned to hold the position of Director of Center 85-02D.

Taking advantage of his assigned position, Tri agreed to receive money from vehicle owners to adjust the technical parameters (increase the load and height) of the vehicles, helping these vehicle owners to register their vehicles with height and load different from the original records without having to carry out the renovation process according to regulations.

Defendant Le Tu Tri confessed all his crimes.

Specifically, Tri used a computer installed with a wide area network information lookup program and road motor vehicle management software installed by the Vietnam Register at Center 85-02D to download vehicle information files from the Register's monitoring system. Then Tri used this software to edit technical parameters (load, height) and update new technical parameters of the vehicles to the system.

When the system records, Tri notifies vehicle owners to bring their vehicles for inspection according to the new revised technical specifications.

Using this trick, from January to July 2022, Le Tu Tri received a total of 186 million VND from 5 vehicle owners to modify the technical specifications of 27 semi-trailer vehicles. Of these, 16 vehicles were successfully inspected.

The indictment stated that Tri received 124 million VND from Nguyen Van Tuan Dan to increase the height of the cargo bed of 18 vehicles; received 30 million VND from Duong Van Minh to increase the load capacity of 5 vehicles; received 22 million VND from Duong Van Thanh to increase the height of the cargo bed of 2 vehicles; received 7 million VND from Le Duc Dung to increase the height of the cargo bed of 1 vehicle and received 3 million VND from Truong Minh Nam to increase the height of the cargo bed of 1 vehicle.

At the trial, the defendants confessed their crimes and asked for a lighter sentence. After considering the circumstances, the first-instance panel of the People's Court of Thuan Nam District sentenced the defendants to the above sentence.
