In the first 6 months of 2025, the industrial production value in the province is estimated at 13,727.1 billion VND, reaching 49.6% of the plan; the agricultural, forestry and fishery production value is estimated at 5,127.4 billion VND, reaching 43.1% of the plan; the export value of goods is estimated at 93.1 million USD, reaching 53.2% of the plan. Developing commodity aquaculture, the output is estimated at 6,175 tons, reaching 43.5% of the plan. Concentrated afforestation is estimated at 9,300 hectares, equal to 95.9% of the plan; the output of exploited planted forest wood is 620,000m3, reaching 51.7% of the plan.
Regarding the disbursement of public investment capital, from January 1, 2025 to June 17, 2025, the total disbursed capital reached VND 1,807.47/5,143.92 billion, equivalent to 35% of the plan. The progress of disbursement of state budget capital for 3 national target programs reached VND 394.15/1,803.55 billion, reaching 21.85% of the plan.
Comrade Nguyen Van Son, Chairman of the People's Committee of Tuyen Quang province, emphasized that the People's Committee of the province identified 2025 as a breakthrough year to complete the implementation of the Resolution of the 17th Provincial Party Congress and the 5-year socio-economic development plan for 2021-2025. The province has identified, forecasted and analyzed the situation and development conditions of the province to set a target of striving for a double-digit growth of 10.5% in 2025. In the first 6 months of the year, the province's economy achieved many important results.
The production value of industry and construction, agriculture, forestry, fishery, and export value of goods all increased significantly compared to the same period in 2024. Tourism stimulus activities, cultural events, and traditional festivals were organized vigorously, attracting nearly 2 million tourists, reaching 65% of the plan; total revenue from tourists is estimated at 2,858 billion VND, reaching nearly 60% of the plan. The program to eliminate temporary and dilapidated houses was vigorously implemented by the province. By June 20, 2025, the whole province had mobilized 377,288 billion VND to build and complete and put into use 6,908/6,928 houses, reaching 99.71% of the plan.
To date, the province has 88 communes meeting new rural standards, 20 communes meeting advanced new rural standards and 8 communes meeting model new rural standards. In the first 6 months of the year alone, the province has recognized 16 more communes meeting new rural standards, 3 communes meeting advanced new rural standards and 4 communes meeting model new rural standards.
Speaking at the session, comrade Ha Thi Nga, member of the Party Central Committee, Secretary of the Provincial Party Committee, Head of the National Assembly Delegation of Tuyen Quang province, praised the efforts and achievements of the entire political system, including the important role of the Provincial People's Council in implementing the socio-economic development tasks in the first 6 months of 2025; at the same time, requested the Provincial People's Council delegates to continue promoting democracy, intelligence, and responsibility to voters, focusing on deeply analyzing the implementation of targets, and proposing feasible solutions to complete the tasks in the last 6 months of the year in the context of Tuyen Quang expanding in space and scale.
He emphasized the need to enhance the supervisory role, especially in organizing the implementation of resolutions, arranging administrative units, grasping the thoughts of cadres, civil servants and people; innovating working methods, being close to the people, closely following the grassroots, promptly reflecting the legitimate aspirations of the people.
Secretary of the Tuyen Quang Provincial Party Committee Ha Thi Nga suggested that the Standing Committee of the Provincial People's Council closely coordinate with the Standing Committee of the Ha Giang Provincial People's Council to complete the resolution system to ensure the effective organization and operation of the two-level local government model after the rearrangement. Prepare well the conditions for organizing the first session of the Provincial People's Council right after the National Assembly Standing Committee issues a decision appointing personnel to hold the positions of the new Tuyen Quang Provincial People's Council Standing Committee to take effect.
Immediately after completing the consolidation of provincial administrative units, it is necessary to urgently consolidate the new Provincial People's Council to consider and issue resolutions within its authority in accordance with legal regulations and instructions from the Central Government. At the same time, focus on reviewing, amending, supplementing or replacing resolutions to ensure consistency in institutions and policies in the new province; promptly decide on important and urgent issues related to socio-economic development, budget, national defense and security of the whole province.
He emphasized that all levels and sectors should promote a sense of responsibility, creativity, and determination to overcome difficulties. Focus on disseminating policies and guidelines for socio-economic development, organizing a two-level local government system; prepare well for Party Congresses at all levels and complete documents to submit to the Tuyen Quang Provincial Party Congress (after the merger of the two provinces) for the 2025-2030 term.
At the same time, the provincial People's Council delegates need to strengthen their grasp of the realities at the grassroots level, especially the tasks related to the merger of administrative units at all levels and the construction of a two-level local government model to promptly reflect difficulties and propose solutions to overcome them, contributing to the successful implementation of the province's development goals in the new period.
At the meeting, delegates discussed and voted to pass important resolutions contributing to socio-economic development, ensuring national defense and security in the province in the last 6 months of 2025.
Speaking at the closing session, Comrade Le Thi Kim Dung, Standing Deputy Secretary of the Provincial Party Committee, Chairman of the People's Council of Tuyen Quang province, highly appreciated the drastic and flexible direction of the Provincial People's Committee, the efforts of all levels, sectors and localities in implementing the targets and tasks of socio-economic development, ensuring national defense and security in the first 6 months of 2025. Especially, in the context of implementing the task of reorganizing the apparatus, preparing to implement the two-level local government model and at the same time implementing the tasks of socio-economic development, ensuring national defense and security.
In the coming time, when the two-level local government officially operates, the workload of the provincial and communal levels will increase and the scope of management will expand. Immediately after the announcement ceremony of the Central and Provincial Resolutions on the consolidation of provincial administrative units and the arrangement of communal levels on June 30, 2025, the new Provincial People's Council must hold its first session on July 1, 2025 in accordance with regulations. Therefore, preparations for the session need to be carried out early, ensuring full content, documents and management according to instructions.
He suggested that the Provincial People's Committee direct departments and branches to review and adjust the socio-economic development plan, ensuring national defense and security in 2025 in accordance with the new model. The merger of administrative units is not only to streamline the apparatus, but must become a driving force for development and improve people's lives. People's Councils at all levels need to continue to promote the spirit of solidarity, intelligence and responsibility to successfully complete assigned tasks.
