Highland Party Secretary devoted himself to the people

More than 10 years ago, Chang The Suu was assigned by Mu Cang Chai District Party Committee to work in Nam Khat commune as Secretary of the commune Party Committee. With the spirit of daring to think, daring to do, building internal solidarity, he stayed close to the grassroots day and night, eating, working, and living with the people, finding ways to develop the economy in the highlands.

Nam Khat, a particularly difficult highland commune of Mu Cang Chai district, Yen Bai province, is home to nearly 1,200 H'Mong ethnic households in eight villages. When starting to build new rural areas in 2011, the locality faced many difficulties such as: low starting point, poverty rate of more than 81%, average income per capita of only about 6 million VND/year, essential infrastructure is still lacking; while the initial direction and propaganda work was still confusing, awareness of a number of cadres and party members about the program was not adequate.

At meetings, Secretary Suu always encouraged cadres and party members to be exemplary and pioneers in introducing new plant and animal varieties into production. When a family implemented it effectively, they were responsible for mobilizing their relatives to do the same. Understanding the custom of the H'Mong people, who only follow it after seeing it with their own eyes, Mr. Suu launched an economic development emulation movement to 281 party members in the entire Party Committee, promoting the pioneering spirit of setting an example. From this movement, new plant and animal varieties were tested by party members and initially brought success.

Mr. Giang A Trau's family was encouraged by Secretary Chang The Suu to join the Nam Khat Commune Beekeeping Cooperative. Thanks to persistent learning and applying the right techniques, after seven consecutive years, the family's bee colonies have continuously grown, and Mr. Trau now has more than 70 honey bee colonies. Each year, his family harvests more than 1,000 liters of honey, with a selling price of about 200,000 VND/liter, creating a stable source of income for the family and contributing to the prestige and brand of the cooperative. Up to now, the honey products of the Nam Khat Commune Beekeeping Cooperative have been recognized as meeting the 3-star OCOP standard, creating a strong motivation for the members of the Cooperative to continue to make efforts and develop the beekeeping profession more sustainably.

Secretary Chang Thế Sửu determined that in order for hunger eradication and poverty reduction to be widely implemented, the whole community needs to join hands, in which H'Mong women play an important role. For a long time, Mr. Sửu has persistently stayed in the villages, skillfully propagating and raising awareness about autonomy and women's progress, helping them find their own way, understand policies and methods. From there, they have boldly demonstrated their capacity and bravery through mastering economic models, actively contributing to the construction of new rural areas. A typical example is Ms. Lý Thị Phếnh, in Pu Cang village, who used to only grow upland rice, so she was poor. Thanks to Mr. Sửu's guidance and the agricultural extension officers' guidance, she now owns a 2-hectare flower farm. From the rose bush, the family has money to send their children to school and buy many convenient items.

Promoting internal strength along with taking advantage of external resources, Secretary Chang The Suu and the collective leadership of the commune have attracted and called on businesses to invest locally in growing mushrooms, vegetables, and tomatoes, focusing on developing production linked to the value chain, associated with product consumption, contributing to increasing income. Along with that, Mr. Suu encouraged people to promote the application of scientific and technical advances and mechanization in agricultural production, converting 76 hectares of ineffective rice fields to growing roses and planting 30 hectares of vegetables, tubers, fruits, and mushrooms of all kinds, creating stable jobs for 450 people. Not only that, he also mobilized many households to convert small-scale farming methods to concentrated commodity farming with more than 120 models of raising buffaloes, cows, goats, and pigs; Effectively implemented two models of raising sturgeon and salmon in Lang Sang and La Khat villages, creating a stable income of 200-300 million VND/year. Over time, the commune has solidified 34/36.7 km of village roads, reaching 92.6% and 32 km of alleys and hamlets, ensuring convenience for people to travel; all households use electricity regularly and safely...

Secretary of Mu Cang Chai District Party Committee, Giang A Cau said: With the sense of responsibility and dedication of the Party Committee Secretary of Chang The Suu commune, the consensus of the Party members in Nam Khat commune Party Committee, the strength of solidarity has been aroused, turning the "impossible" into "possible". From a commune with the most difficult infrastructure and transportation in Mu Cang Chai district, in early 2025, Nam Khat became the first new rural commune of the district, with an average income per capita of 6 million VND in 2010 now increasing to 46.3 million VND. The poverty rate of the commune has decreased from 81.1% in 2010 to 5.4% now. This result belongs to the collective leadership of the commune, but in the role of the head of the Party Committee, comrade Chang The Suu is truly an exemplary cadre, devoted to the people of the highlands, daring to think, daring to do and being a servant of the people, loved by the people.
