According to new regulations from the Ministry of Education and Training , universities will not divide their quotas according to each admission method as in previous years. Instead, all admission scores will be converted to the same scale and considered from high to low, without distinguishing between high school graduation exam scores, school records or competency assessment exams.
This is an important change that candidates need to pay special attention to, because if they do not fully register the appropriate industry code and method code on the system, it can lead to losing opportunities even if they have enough points.

Ho Chi Minh City University of Economics announced that it will enroll 7,980 students for regular training programs in 2025 (an increase of 80 students compared to 2024). This year's enrollment has many new points: UEH implements 5 admission methods (1 method less than previous years) and 6 admission subject groups, focusing on students with good and excellent academic achievements, possessing English certificates or provincial/municipal excellent student awards.
Admission methods include: Direct admission according to regulations of the Ministry of Education and Training, quota of 2%; Admission of candidates who graduated from foreign high school programs and have international certificates, quota of 1%; Admission of candidates with good academic results, quota of 40%-50% (new); Admission based on the results of the Ho Chi Minh City National University's competency assessment exam (KSA, KSV), the results of the V-SAT exam (only applicable to KSV and organized by Can Tho University in 2025) combined with international English proficiency, quota of 10-20% (new); Admission based on the results of the high school graduation exam, remaining quota.
Ho Chi Minh City University of Technology is expanding its special program. In 2025, Ho Chi Minh City University of Technology will enroll a total of 5,550 students, implementing three main training program groups: Standard program, English-taught program, and special training programs.
Of which, the standard program accounts for the largest number with 3,605 targets; the English-taught program has 1,380 targets; the special training program group has 565 targets, meeting the diverse learning needs and international integration of candidates.
In 2025, the University of Technology will use two admission methods: direct admission and comprehensive admission. Accordingly, the direct admission method is applied according to the regulations of the Ministry of Education and Training, along with the University's own policies, accounting for about 1 - 5% of the quota. The majority of the quota, about 95 - 99%, is allocated to the comprehensive admission method - a comprehensive assessment method based on academic ability, personal capacity, social activities and academic records.
This year, Ho Chi Minh City Banking University enrolls 4,590 students. The school pays attention to academic qualifications and how to consider transcripts. The school uses 5 admission methods including: Direct admission and priority admission according to the regulations of the Ministry of Education and Training; Comprehensive admission of Ho Chi Minh City Banking University (Admission method based on academic results and high school achievements); Admission based on the results of the 2025 V-SAT computer-based university entrance exam; Admission based on the results of the 2025 high school graduation exam; Admission method based on high school transcripts and interviews.
Banking University's registration requirements also vary by year of graduation: Students graduating in 2025 must have good academic performance or higher; Students graduating before 2025 must have an average score of 6.5 or higher.

Ho Chi Minh City University of Medicine and Pharmacy this year increased the bonus points from international certificates. This year, the school recruited 2,576 students for 16 training majors. The school uses 4 admission methods: High school graduation exam scores; Combined international certificate exam scores (IELTS from 6.0 or higher, TOEFL iBT ≥ 80 or SAT ≥ 1,340); Direct admission according to regulations; Admission of candidates for university preparatory courses.
The big change this year is that international certificates will be added to the admission results, instead of just being used for preliminary selection. In addition, some majors such as Pharmacy, Nursing, Dentistry... will be recruited based on many combinations, candidates need to choose correctly when registering.
Ho Chi Minh City University of Education increases enrollment quotas, opens new majors. With a total of 5,195 enrollment quotas, Ho Chi Minh City University of Education increased enrollment quotas by nearly 900 compared to last year, and opened two new majors: Applied Mathematics and Educational Technology.
The school applies three methods: Direct admission of excellent students; Priority consideration for specialized students; Admission combining specialized capacity assessment test scores with academic transcript scores.
Notably, the main subject score is multiplied by a factor of 2 and the two secondary subject scores are the average of 6 semesters. The school no longer considers admission based solely on academic records as before.
In 2025, Ho Chi Minh City International University will enroll 2,000 students for 23 undergraduate training programs, including 1,610 students for majors with degrees granted by the International University and 390 students for joint programs with prestigious universities such as West of England (UK), Deakin (Australia), Macquarie (Australia)...
The school enrolls students according to 3 main methods, applied to all regular university training programs: Direct admission, priority admission; Admission based on the results of the Competency Assessment exam organized by Ho Chi Minh City National University in 2025; Admission based on the results of the 2025 high school graduation exam.
This year, International University continues to implement many attractive admission policies, especially the scholarship program for excellent national students or international award winners.
Accordingly, candidates who win the first prize in the national excellent student competition or the first, second and third prizes in the international competition will receive a full scholarship for all 4 years of study at the school. Candidates who win the second or third prizes in the national excellent student competition or the international encouragement prize will be granted a full scholarship for 1 to 3 years, depending on the award level.
In addition, candidates admitted by the regular admission method also have the opportunity to receive a full or partial admission scholarship, equivalent to 8% of the quota for each major if they achieve a high admission score (from 24 points or higher with the high school exam score, or from 930 points or higher with the Competency Assessment exam score).
Member schools of Ho Chi Minh City National University such as: University of Social Sciences and Humanities, University of Health Sciences, University of Information Technology, etc. all use the Ho Chi Minh City National University's competency assessment exam as the main method, and at the same time consider direct admission and early admission based on academic records, based on the results of the 2025 high school exam, international certificates and extracurricular activities. The schools do not divide the quota according to the method but convert the scores to the same scale for general admission, creating fairer conditions for all candidates.

Ms. Nguyen Thao Chi, Head of Communications and Event Management Department, Ho Chi Minh City University of Social Sciences and Humanities, said that in 2025, the school will enroll 3,899 students for 37 training majors. The school applies three enrollment methods:
Method 1: direct admission and priority admission, including many groups of subjects: candidates admitted directly according to the regulations of the Ministry of Education and Training; candidates given priority admission according to the regulations of Ho Chi Minh City National University; excellent students at the provincial/municipal level; candidates with outstanding achievements in social activities, arts, and sports; candidates graduating from foreign high school programs; candidates registering for international joint programs based on academic records combined with foreign language certificates.

Method 3: Admission based on 2025 high school graduation exam scores, with an expected entry threshold of 18 to 20 points depending on the major and combination.
Important notes for candidates and parents are: Carefully read the admission plan of each school to clearly understand the major, combination, method and scoring method; Do not be subjective with the major code, method code: Errors when filling in the system can cause you to lose opportunities even if you have enough points; International certificates are a big advantage: SAT, ACT, IELTS, TOEFL... are added points by many schools or used instead of exam scores; Do not skip the ability assessment exam: With thousands of quotas for this method, you should register for the exam early; Submit your application and adjust your wishes on time according to the regulations of the Ministry of Education and Training and the schools.
