The People's Committee of Bac Ha district (Lao Cai) has just announced the conclusion of the Chairman of the District People's Committee at the meeting to consider emulation and rewards for the 2024-2025 period, phase 2, for collectives and individuals inthe education sector.
Accordingly, this district transferred to the People's Committees of new communes (expected to operate from July 1) the recognition of the title "Advanced Labor Collective" for one school, "Basic Emulation Fighter" for 5 teachers and the title "Advanced Labor" for 835 people.
Although they were rewarded again, about 300 teachers had their commendation level lowered, only receiving the title "Advanced Worker" instead of "Basic Emulation Fighter" or a certificate of merit as previously proposed by the District Department of Education and Training.
At the end of May, the Department of Education and Training of Bac Ha district sent a proposal to award the title of advanced worker, grassroots emulation fighter, certificates of merit, and other emulation flags to nearly 1,390 teachers and 40 schools, the highest being a certificate of merit from the Prime Minister .
On June 5, the District Emulation and Reward Council met and found that only over 490 teachers met the criteria. The remaining 923/1,439 individuals and groups proposed for rewards in the 2024-2025 school year were not eligible, with the reason being that they did not participate in social and charity work initiated by agencies, units, and localities.
These conditions are based on the district's regulations in Article 6 (not considering rewards or submitting to higher levels for rewards) of Decision No. 14-2024 of Lao Cai Provincial People's Committee regulating emulation and rewards in the province. Therefore, the Bac Ha district emulation and rewards council agreed not to consider rewards or submit to higher levels for rewards for 923 teachers and schools.
The incident quickly attracted public attention and was considered unfair and not close to the reality of the schools.
