Through inspection and review, Khanh Hoa Department of Agriculture and Environment determined that there are currently 7 discharge gates for domestic water and rainwater from residential areas, urban areas, markets and Vinh Truong fishing port to Quan Truong River and Tac River (Nha Trang City).

According to a recent report by the Department of Agriculture and Environment, there are 6 discharge gates to Quan Truong River. Specifically, the QN3 discharge gate east of Quan Truong River from the stormwater drainage line on Road No. 7 serves to drain rainwater for the Le Hong Phong II New Urban Area Project. However, to prevent local flooding for the residential area in alley No. 10 of Dong Nai Street, this discharge gate has been connected to a common drainage system, including rainwater and wastewater, causing environmental pollution. The X2 discharge gate on Vo Van Kiet - To Huu Street is the discharge gate for To Huu Street. However, due to the connection of the drainage line on Le Hong Phong Street and Dong Nai Street (which is a common wastewater collection route), domestic wastewater is discharged directly into Quan Truong River. The discharge gate at Phong Chau Bridge collects rainwater on Phong Chau Street and collects part of the residential area on Le Hong Phong Street, on both sides of Phong Chau Street. However, because households and businesses discharge domestic wastewater into the public drainage system, they have polluted the Quan Truong River.

The outlet near Vinh Truong fishing port area is responsible for collecting rainwater and wastewater from residential areas along Vo Thi Sau Street and discharging it into Quan Truong River. Because the drainage system of Vo Thi Sau Street, Vinh Truong Market Area, Vinh Truong Fishing Port does not have a well pumping station system, it causes pollution in the outlet area. The outlet along Nguyen Van Linh Street and Hon Ro Port is responsible for collecting rainwater and wastewater from Hon Ro 1 Resettlement Area (Phuoc Dong Commune). However, the drainage system of Hon Ro 1 Resettlement Area is designed as a rainwater drainage system, without a separate wastewater drainage design, so the households here and wastewater from Hon Ro Fishing Port area are directly connected to the drainage system and discharged into the river. The outlets along My Gia - An Khanh Urban Area collect all wastewater from residential areas of this urban area and the residential part of Cam Mountain, Vinh Chau, Thai Thong (Vinh Thai Commune) through 4 main sewers and discharge directly into Quan Truong River. In addition, there is also an outlet to the Tac River bridge (Dat Lanh residential area, Vinh Thai commune).

The leaders of the Department of Agriculture and Environment stated that currently, in the southern area of ​​Nha Trang City, wastewater generated from production, business, livestock and household activities is collected and sent to the Southern Central Wastewater Treatment Plant for treatment. However, there are still some areas that have not been thoroughly collected and treated, and are discharged directly, causing pollution to the Quan Truong and Tac rivers.

Early implementation of dredging and clearing of flow

Based on the above situation, the Department of Agriculture and Environment recommends that the Provincial People's Committee assign the Nha Trang City People's Committee to direct departments, offices and People's Committees of communes and wards along both sides of the river to regularly inspect and strictly handle cases of arbitrarily installing wastewater discharge pipes directly into the Quan Truong River; establish an interdisciplinary team to regularly and suddenly inspect to strictly handle acts of arbitrarily installing untreated wastewater discharge pipes directly into the Quan Truong River and the Tac River. Areas that already have wastewater collection pipes must be connected and collected to a centralized treatment plant for treatment, and residential sewers must not be connected to urban stormwater drainage pipes.

Currently, the urban areas west of Le Hong Phong have had their environmental impact assessment reports approved by the Provincial People's Committee and the Nha Trang City People's Committee has approved the connection of domestic wastewater to the Southern Central Wastewater Treatment Plant for treatment. Therefore, in the coming time, the Department of Agriculture and Environment will preside over and coordinate with the Nha Trang City People's Committee and related communes and wards to strengthen inspection and supervision; strictly handle any non-compliance with the approved environmental records.

Speaking to reporters, Mr. Tran Hoa Nam - Vice Chairman of the Provincial People's Committee said that the Provincial People's Committee has issued a document requesting the Nha Trang City People's Committee to urgently direct relevant units and localities to regularly inspect and strictly handle acts of installing untreated wastewater discharge pipes, discharging directly into Quan Truong and Tac rivers according to their authority or reporting to relevant agencies for handling in accordance with regulations. Assign the Provincial Development Project Management Board to urgently study and propose projects to thoroughly collect wastewater at discharge points and drainage lines with wastewater flowing into Quan Truong and Tac rivers to lead to the Southern Central Wastewater Treatment Plant for treatment; urgently propose a synchronous investment plan for dredging and constructing rivers and canals, especially early dredging of the riverbed and clearing the flow of Quan Truong river, ensuring environmental sanitation.

From August 20 to 23, 2024, Khanh Hoa Newspaper published a series of articles: "Returning purity to a river" (4 parts), reflecting on the fact that the Quan Truong River basin is gradually narrowing and becoming increasingly polluted, directly affecting people's lives, the landscape and environment... The series of articles received special attention from public opinion, especially people living in Nha Trang City. Immediately after that, the Provincial Party Committee and the Provincial People's Committee issued many drastic instructions to resolve the shortcomings as reported by Khanh Hoa Newspaper.
