Having a job that matches your abilities, strengths and expertise with a stable income is the dream of many people, especially young workers. In recent years, with the strong integration and industrial development in the province, it has opened up many new job opportunities for workers, but at the same time it is also a challenge for young workers who cannot meet the increasingly strict requirements of the market.
In the province, there are currently 17 industrial parks that have been established and granted investment registration certificates; of which, 9 industrial parks and 13 industrial clusters have come into operation. As of May 15, 2025, the whole province has more than 17,000 registered enterprises, of which nearly 8,500 enterprises are operating regularly, maintaining more than 256.6 thousand employees, of which nearly 78.8 thousand are from other provinces, more than 173.5 thousand are from Vinh Phuc and more than 4,200 are foreigners. Notably, there are more than 144 thousand untrained workers, accounting for more than 56%; there are 112.5 thousand trained workers, accounting for 48.3% of the total workforce.
Currently, the province is continuing to build 3 industrial parks and 5 industrial parks are carrying out site clearance, with a total area of over 3,142.9 hectares. In addition, 24/32 industrial parks have been established with a total area of 512.56 hectares; from now until 2030, there will be 8 more industrial parks with a total area of 177.3 hectares. Currently, 16/32 industrial parks have been established and assigned to investors to build infrastructure, of which 11 industrial parks are operating, attracting more than 510 production and business establishments and creating new jobs for tens of thousands of workers/year.
Among the workers working at enterprises, workers from other provinces working in the area account for nearly 31% of the total number of workers in industrial parks and industrial clusters, an increase of more than 3,100 workers compared to 2023. It is forecasted that the demand for labor in industrial parks and industrial clusters will increase by 10 - 12 thousand people each year.
However, in reality, it is very difficult for some enterprises in industrial parks in the province to recruit workers, especially enterprises with foreign direct investment (FDI), enterprises operating in the fields of manufacturing precision mechanical components, electronics, garments, leather shoes, pharmaceutical production... (many enterprises lack 300 - 500 workers, some enterprises even lack thousands of female workers but cannot recruit).
In early 2025, 14 enterprises reported to the Provincial People's Committee that they had difficulties in recruiting workers, including 3 non-state enterprises, 11 foreign-invested enterprises, 6 electronics enterprises, 3 textile and garment enterprises, 2 packaging manufacturing enterprises, 1 enterprise manufacturing components for cars and motorbikes, 1 mechanical enterprise and 1 food processing enterprise.
The Provincial People's Committee has organized a dialogue, inviting businesses that are facing difficulties and problems in recruiting workers, to find the causes and discuss solutions together. According to representatives of businesses, the labor force currently working in businesses is both lacking and weak in expertise, and the quality is not guaranteed because most of the workers are female, of childbearing age, and take many days off during the year.
In addition, the level of skills is limited due to lack of retraining, the number of female workers is slow. Meanwhile, some enterprises cannot retain their workers, although these workers have been invested in training to improve their skills, but they quit their jobs to work at other enterprises in the province and neighboring provinces, even going to the South to register to find jobs with higher incomes...
Every year, our province has more than 10,000 people entering working age, of which about 4,000 - 5,000 students graduate from universities, colleges, and vocational schools (not including vocational school students), but the rate of students having jobs according to their training is very low, less than 30%.
Many students graduating from social sciences and humanities schools have difficulty finding jobs. Some students majoring in social sciences are contracted to teach or work at some public agencies and units with salaries ranging from 3.5 to 5 million VND/month. Due to not being able to cover living expenses, most of them quit their jobs to work as factory workers at enterprises with an average salary of 9 to 11 million VND/month.
The current difficulty in recruiting workers to work in enterprises in the province is largely due to the fact that workers are not technically trained and therefore cannot meet job requirements, especially in enterprises that require highly skilled workers such as electronic component manufacturing, precision mechanics, garment export...
Another reason is that businesses have a need to employ many female workers, the income level is often lower than the average compared to other industries and lower than in some neighboring provinces such as Bac Ninh, Bac Giang, Hanoi , Hai Duong, Hung Yen...
Some business owners do not want to employ older female workers who have worked for a long time but are slow, have to pay higher salaries, have to pay more social insurance, some businesses expand production so they have to move to a more distant facility, or transfer workers from one department to another with lower income, causing difficulties for workers and causing them to quit their jobs.
In order to create conditions for young people entering the working age to have jobs, in recent years, the province has had many policies and guidelines to remove labor difficulties for businesses in the province, support vocational training combined with cultural studies, and stream students after graduating from junior high school.
However, the number of junior high school and high school graduates who study culture combined with vocational training accounts for about 1/3 of the total number of graduates. In particular, recently, the Provincial People's Committee issued a Directive on human resource development in Vinh Phuc province for the period 2025-2030. To meet the job requirements of enterprises, in addition to the support and encouragement of the State and the province, each person must study on their own to improve their professional qualifications, skills, and industrial working style to have stable job opportunities and good income.
