Vinh Phuc Industrial Park Management Software is one of the typical initiatives in administrative procedure reform implemented by the Provincial Industrial Park Management Board since 2023. The software is provided completely free of charge to businesses, and is a support tool for businesses in the process of working with state management agencies.
The software connects and integrates with the electronic identification authentication platform of the National Public Service Portal (Vnconnect); ensures that businesses using software have been authenticated with electronic identification on the network environment; connects and exploits data from the National Database on Business Registration.
The software is also connected to the administrative procedure settlement information system of Vinh Phuc province to exchange information related to procedures such as granting work permits, re-issuing work permits, confirming foreign workers are not subject to work permits, registering labor regulations, etc.
The software allows state management agencies and enterprises to carry out many procedures in the digital environment. For state agencies, the software automatically creates a database after the application is licensed; updates information on projects when they are newly licensed, adjusted, suspended, terminated, etc. fully and promptly to the software's investment project database; provides information to enterprises on planning, clean land, investment procedures, etc.
Procedures in the field of labor and employment such as foreign worker management, submission of labor contracts, reporting of foreign workers entering the workplace, revocation of work permits, retrieval, request for information about foreign workers, etc. are also integrated in the software.
For businesses, the software allows updating the company charter, sending reports on the implementation of investment projects and many other tasks entirely on the software. State agencies do not need to require businesses to send periodic paper reports, all data is reported by software, can be monitored and statistically recorded online with absolute accuracy; saving a lot of time and effort for both state agencies and businesses.
In order to shorten the time and process of handling administrative procedures in the land sector, the provincial Department of Natural Resources and Environment has implemented an initiative to combine and combine 26 administrative procedures in the land sector under the jurisdiction of the Land Registration Office Branches of districts and cities into 13 administrative procedures.
On the basis of applying the interconnection mechanism to enhance the coordination of State agencies, avoid overload at the focal points for handling administrative procedures; diversify the handling methods, and provide more choices for people when they need to handle many administrative procedures on one file, the consolidation and combination of administrative procedures in the land sector has shown to be effective in shortening the time and process for handling administrative procedures.
Instead of having to carry out many separate steps and procedures, people can carry out tasks related to land registration through a number of combined administrative procedures, saving time and effort. Specifically, the number of procedures and steps to resolve procedures is reduced by 13 - 50%, and the time to resolve administrative procedures is reduced by 12% - 60%.
The settlement of consolidated and merged administrative procedures helps speed up the issuance and exchange of Land Use Right Certificates according to the results of new cadastral map measurements - VN 2000 coordinate system; aiming to unify the management of land plots on a cadastral map, synchronize cadastral data records, create favorable conditions in land management, and avoid risks for land users when transacting with previously issued Land Use Right Certificates that still have many errors.
In order to create a breakthrough in administrative reform, in recent years, the Provincial People's Committee has promoted propaganda, raised awareness and responsibility of cadres, civil servants and public employees in performing public duties; directed agencies, units and localities to research and promote appropriate innovative solutions to create a breakthrough in administrative reform of the province.
Agencies, units and localities have actively researched, applied and replicated many suitable and useful solutions and initiatives in practice; including many typical initiatives such as handling administrative procedures according to the 4-on-site model for 64 administrative procedures in the field of business registration under the Department of Finance; developing and applying new technological solutions in receiving and handling administrative procedures at the Provincial Public Administration Service Center; the "No Appointment Day" model at the one-stop department of the People's Committee of Bac Binh commune (Lap Thach)...
Models, initiatives, and good practices in administrative reform have been effective in saving costs and travel time for organizations and individuals; creating favorable conditions for organizations and individuals in the process of handling records and administrative procedures; thereby, contributing to improving the satisfaction of organizations and individuals with the services of State administrative agencies.
