Implementing Plan No. 27/KH-UBND of the Provincial People's Committee on legal dissemination and education in 2025 and related documents, the Provincial Council for Legal Dissemination and Education has developed a plan to disseminate new legal regulations and policies associated with the process of arranging and perfecting the organization of local government according to the 2-level model. This is an important preparatory step to ensure that the transformation of the state apparatus takes place synchronously, effectively and smoothly. According to the plan, the communication content focuses on legal regulations and Government decrees related to decentralization, assignment of state management authority and settlement of administrative procedures in each field such as: Investment registration, land, business, household registration, issuance of land use right certificates, etc. At the same time, it propagates changes that people need to pay attention to when performing administrative procedures.

The forms of propaganda will be organized flexibly, suitable for each target group. In particular, cadres, civil servants and public employees are informed through training courses, conferences, guidance documents, and specialized documents to ensure a firm grasp of the content and proper implementation of regulations. For people and businesses, propaganda work is widely deployed at the grassroots level, prioritizing the application of modern media such as: Infographics, instructional videos , QR codes, social networks zalo, tiktok, along with loudspeaker systems, mobile propaganda teams. From there, legal information is conveyed vividly, easily accessible, and implemented in practice. The communication plan is deployed in 2 phases before and after the 2-level government apparatus comes into operation.

After listening to the opinions of departments and branches, Mr. Vuong Ngoc Ha, Vice Chairman of the Provincial People's Committee emphasized: Organizing communication of new policies to serve the task of arranging and perfecting the 2-level local government is an important and urgent requirement, aiming to ensure the right to access information, creating convenience for people and businesses in implementing administrative procedures after the transformation of the apparatus model. He requested that departments and branches proactively review and clearly classify groups of administrative procedures, specifically determine which procedures are decentralized to the commune level, which procedures are transferred to the provincial level, ensuring that there is no disruption or congestion in the settlement process. In particular, it is necessary to focus on areas that people and businesses often encounter to build a system of short, easy-to-understand questions and answers. The compiled propaganda documents are concise, clear, using many diverse and rich forms to bring information to all levels of people quickly, fully, accurately and effectively.
