Chairman of Hanoi People's Committee: Create all favorable conditions for the development of the capital's private enterprises

On the afternoon of June 20, the Hanoi People's Committee organized a scientific workshop with the theme "Unlocking resources - Breakthrough in the development of the capital's private economy".

Comrade Tran Sy Thanh, Member of the Party Central Committee, Deputy Secretary of the City Party Committee, Chairman of the Hanoi People's Committee chaired the workshop.

Attending the workshop on the Central side were comrades: Nguyen Hong Son, Deputy Head of the Central Policy and Strategy Committee; Dr. Nguyen Dinh Cung, former Director of the Central Institute for Economic Management Research, and representatives of relevant units.

On the Hanoi side, the workshop was attended by Vice Chairman of the Hanoi People's Committee Nguyen Manh Quyen; Director of the Hanoi Institute for Socio-Economic Development Research Le Ngoc Anh and representatives of relevant units.

The private economy creates nearly 80% of new jobs each year.

In his opening speech, Chairman of the City People's Committee Tran Sy Thanh said that the workshop was organized to implement Resolution No. 68-NQ/TU of the Politburo on private economic development, Resolution No. 138/NQ-CP of the Government on the Action Plan to implement Resolution No. 68-NQ/TU and the Conclusion of the Prime Minister at the seminar with enterprises to effectively implement Resolution 68-NQ/TU of the Politburo on private economic development.

The scientific workshop with the theme "Unlocking resources - Breakthrough in private economic development" had the presence of nearly 100 delegates directly at the hall and a large number of delegates attending online from the bridge points of the People's Committees of districts, towns and cities in the city.

The Chairman of the City People's Committee emphasized that our country is facing an important opportunity to enter a new era of development - an era of aspirations, innovation, comprehensive integration, and determination to realize the goal of becoming a high-income developed country by 2045. This is a strong political and social commitment of the entire political system.

To achieve this goal, Resolution No. 68-NQ/TU issued by the Politburo has determined that “developing the private economy becomes the most important driving force of the national economy”. This is a major orientation, clearly affirming the position, role, mission and great expectations placed on the private economic sector in the new development stage of the country.

In recent years, Hanoi has made many efforts to create a favorable environment for the development of the private economic sector. Every year, the city regularly organizes dialogues between city leaders and local businesses to resolve and accompany businesses.

Along with that, many important policies have been implemented such as: Project to Support Science and Technology Innovation; Project to Support Enterprise Development; Creative Startup Project; Trade Promotion Program; Support for access to capital for small and medium enterprises through the Small and Medium Enterprise Development Fund...

In Hanoi, there are more than 155 thousand enterprises operating (the second largest locality in the country in terms of the number of enterprises), of which 97.2% are private enterprises. The growth rate and proportion of total social investment capital of the private economic sector have increased sharply over the years (an average increase of 7.3% and a proportion of 57.8%); contributing over 45% of the city's GRDP, creating nearly 80% of new jobs each year.

Chairman of the City People's Committee Tran Sy Thanh also admitted that although the private economic sector has made quite good progress, there are still many limitations, such as: Private enterprises are large in number but mainly small and micro-sized; technology and management levels are still limited; the ability to connect and cooperate in business is limited, competitiveness and the ability to participate in regional and global value chains are still weak.

Meanwhile, the capacity to withstand external "shocks" is still limited, bankruptcies and business suspensions are common... The private sector still faces difficulties in accessing development resources, especially capital and land resources; administrative procedures and support policies are sometimes not addressed promptly, causing obstacles to production and business activities.

Comrade Tran Sy Thanh said that in a recent speech at a working session with Hanoi city, General Secretary To Lam emphasized that: "Hanoi needs to create a science and technology ecosystem associated with innovation and promote private economic development - these are the central driving forces of growth in the coming period".

“In implementing this directive, Hanoi city determines that developing the private economy is not only a simple economic development task, but also a political requirement to realize the aspiration for national development,” comrade Tran Sy Thanh emphasized.

The Chairman of the City People's Committee said that, as a leading force, Hanoi needs to build a favorable environment for private enterprises, promote innovation, support startups, and form a team of brave entrepreneurs with an international integration mindset. In addition, the relationship between the government and enterprises needs to be re-created, shifting from a mechanism of asking and giving to accompaniment and creation.

According to the Chairman of the City People's Committee, the workshop aims to find solutions for Hanoi to unlock resources and create a breakthrough for the private economy in the new context. In that spirit, the Chairman of the City People's Committee suggested that delegates focus on discussing the following key contents.

Specifically, what content does Hanoi need to continue implementing to effectively implement Resolution 68-NQ/TU? What barriers are currently hindering the development of private enterprises? Specific solutions to unlock resources such as capital, land, human resources, institutions, and markets; what policies are necessary to form private enterprises and corporations with international competitiveness?

In particular, what outstanding mechanisms and policies are needed to promote the formation of a team of medium and large enterprises capable of regional and global integration? What solutions are there to accelerate the transformation from household businesses to enterprises?

Eliminate administrative barriers and the "ask - give" mechanism

The report introducing the workshop showed that, looking back over 40 years of renovation, Hanoi's economy in general and the private economic sector in particular have achieved many successes, making important contributions to the overall economic development of the country. Hanoi accounts for about 12.5% ​​of the national GDP and is home to many headquarters of large and small corporations and private companies.

However, like the private economic sector of the whole country in general, the private economic sector in Hanoi still faces many barriers in general policy mechanisms, so development has not achieved the expected results due to many different reasons.

To effectively implement Resolution No. 68-NQ/TU, Hanoi city needs to implement groups of institutional and administrative policies. Specifically, policies to promote a transparent and favorable business environment; policies on finance and credit; policies on land and infrastructure; policies on private enterprise development...

Speaking at the discussion, Dr. Nguyen Dinh Cung, former Director of the Central Institute for Economic Management, emphasized the important role of private economic development in the development of the capital. To do that, the city must first of all strongly improve the investment and business environment.

“We all agree that this solution is not costly but has a great effect on mobilizing investment capital for business development, especially private enterprises, and is expected the most by the business community. In particular, the focus of administrative procedure reform is to remove all barriers for businesses and people to innovate and freely do business in everything that is not prohibited by law,” emphasized Dr. Nguyen Dinh Cung.

In that spirit, Dr. Nguyen Dinh Cung proposed that the City People's Committee have a standing unit to receive feedback from businesses, the press, and people about administrative procedure barriers, waste of time and money, and obstacles to investment and business activities; at the same time, receive feedback about unfriendly working attitudes, causing trouble and waste in handling administrative procedures and other relationships with state agencies.

Dr. Nguyen Dinh Cung also recommended that the city minimize intervention and eliminate administrative barriers, the "ask - give" mechanism, and the "if you can't manage it, ban it" mindset. At the same time, the city should create all favorable conditions for handling administrative procedures; clearly assign, decentralize, and divide tasks between levels and branches of each agency and unit, and clearly define the responsibilities of the head in handling administrative procedures.

Mr. Dau Anh Tuan, Deputy General Secretary and Head of the Legal Department, Vietnam Chamber of Commerce and Industry (VCCI), proposed 4 groups of solutions that Hanoi needs to implement to develop the private economy. In particular, it is necessary to publicize information on unused land funds so that businesses can know and develop private business clusters in the districts. The city should consider establishing a Private Economic Development Fund to support promising businesses with high-tech development orientation.

From a business perspective, Mr. Nguyen Trung Chinh, Chairman of the Board of Directors of CMC Technology Corporation, said that the digital economy is expected to account for 40% of the city's GRDP in the next 20 years, in line with the orientation of Resolution 57-NQ/TU on breakthroughs in science and technology development, innovation and digital transformation.

Mr. Nguyen Trung Chinh said that to achieve that goal, Hanoi needs to consider digital transformation as the focus and pillar for development, helping to improve productivity, management efficiency and competitiveness for the private economic sector - the development pillar of the capital's economy.

In particular, Hanoi needs to build an "AI development strategy", integrated into the Capital's digital economic and digital society development strategy to 2030, with a vision to 2045; at the same time, it is necessary to develop a comprehensive innovation ecosystem, improve the capital's science and technology and innovation capacity.

Changing thinking about private economic development

Speaking at the workshop, Vice Chairman of the City People's Committee Nguyen Manh Quyen said that with an urgent, serious, scientific and democratic working atmosphere, the workshop recorded 11 enthusiastic and responsible opinions and discussions from the attending delegates.

Comrade Nguyen Manh Quyen also accepted the opinions and recommendations of experts and scientists speaking at the workshop with the hope of creating a breakthrough for the development of the capital's private economy. On that basis, the city will focus on implementing 10 key tasks in the coming time, such as: Improving the investment and business environment; focusing on accessing capital, premises and creating investment funds for enterprises and production and business households.

Next, the city will support research, development, and innovation and create space for businesses and people to participate in the market. At the same time, the city will mobilize private capital to invest in the public investment sector; strive to become a national financial center; promote digital transformation, innovation and contribute to promoting double-digit economic growth in the 2025-2030 term.

In his concluding remarks, Chairman of the City People's Committee Tran Sy Thanh said that in order to create a breakthrough in the development of the private economy, first of all, the heads of agencies and units need to change their thinking about the important position and role of the private economy in the overall national economy and the capital. From there, each relevant agency and unit should focus on removing difficulties and obstacles, creating all favorable conditions for the development of the capital's private enterprises, especially in terms of land access, administrative procedures, etc.

Comrade Tran Sy Thanh emphasized that in the context of the whole country implementing the revolution of streamlining the organizational apparatus and implementing the 2-level local government model, Hanoi city is promoting decentralization and delegation of authority to localities. Along with that, the city continues to build and promulgate mechanisms and policies to create the most favorable conditions for businesses to develop, especially those in the fields of science, technology and innovation.

The Chairman of the City People's Committee expressed his belief that, with the support of central agencies, the expert community, businesses and people of the capital, Hanoi's private economic sector will have strong development steps, contributing significantly to Hanoi's rapid and sustainable growth.

“Hanoi will overcome all challenges, strongly promote its potential, maintain its pioneering role and focus on becoming a center of innovation, finance, technology and culture, worthy of being the heart of the Fatherland, a typical image of a Vietnam that innovates, develops and successfully integrates in the new era,” emphasized comrade Tran Sy Thanh.
