From July 1, the commune People's Committee Chairman is allowed to decide on land prices.

According to Decree 151/2025/ND-CP issued by the Government on June 12, from July 1, the Chairman of the People's Committee at the commune level has the right to decide on specific land prices (currently the Chairman of the People's Committee at the district or provincial level), as the basis for calculating compensation when recovering land.

At the same time, the Chairman of the People's Committee at the commune level is also allowed to record land prices in decisions on land allocation, land lease, permission to change land use purposes, extend land use, adjust land use duration, change land use form in cases where land prices in the land price list are applied to calculate land use fees and land rent. The Chairman of the People's Committee at the commune level is allowed to decide to establish a specific land price appraisal council at the commune level. This decentralization not only ensures conditions for the two-level government to operate effectively, but also contributes to the promulgation of specific land prices that are close to reality.
