The exhibition of Vietnam’s cultural heritage of seas and islands, which has just ended in Phan Thiet city, is a visual and vivid way to promote the seas and islands to many people, including farmers and fishermen. With valuable images and documents, the message has been conveyed to raise awareness of protecting the country’s sacred sea sovereignty , especially to fishermen who work day and night at sea.
Within this related framework, recently, the Command of Coast Guard Region 3 (in Vung Tau city) has sent working delegations to Binh Thuan to propagate seas and islands, disseminate legal education to a large number of farmers and fishermen in districts and towns in our province: La Gi, Ham Tan, Ham Thuan Nam, Phu Quy, Tanh Linh, Duc Linh to support people in raising awareness of protecting sea and island sovereignty.
Through that, the Command of Coast Guard Region 3 informed about the situation of the sea and islands, the location, role, and importance of the sea and islands; the 1982 International Convention on the Law of the Sea, the 2012 Law of the Sea of Vietnam; the Law on the Vietnam Coast Guard; focused on propagating the situation of security, order, and safety in Vietnam's seas and the East Sea in recent times. At the same time, it stated the viewpoints, policies, and countermeasures of the Party and the State in solving issues at sea, helping fishermen and owners of means of transport operating at sea to properly implement the Party's policies and guidelines, the State's laws and policies; strictly comply with the exploitation and capture of aquatic products in sea areas under Vietnam's sovereignty; and not go to foreign waters to fish and capture aquatic products.
According to the representative of the Coast Guard Region 3 Command, when fishermen go fishing, they need to organize themselves according to the model of groups and production teams at sea. They should not go to the waters of other countries for illegal fishing. When fishing in waters bordering foreign waters, they need to keep a safe distance to avoid cases where the influence of ocean currents and bad weather causes the ship to drift to the waters of other countries. Fishermen's fishing vessels need to be equipped with satellite connection devices (Movimar), and must be turned on regularly so that the authorities can control the location of the fishing grounds in which the ship is fishing, so that the authorities can promptly detect and warn to avoid violating the waters of other countries and other dangerous issues. In addition to this device, the ship must be fully equipped with other maritime equipment, ensuring communication, and having full documents and operating licenses.
Along with that, in the past time, the program "Coast Guard accompanies fishermen" has been held 6 times for the people and fishermen of Binh Thuan province, strengthening the connection between officers and soldiers of the Coast Guard Region 3 Command and the people in the province. The program has contributed to the patriotism of officers, people, fishermen, and students, love for the homeland's sea and islands; at the same time, raising awareness of protecting sovereignty, ensuring security and safety of the sea and islands of the Fatherland; presenting thousands of national flags to fishermen. The representative of the Coast Guard Region 3 Command said that the program "Coast Guard accompanies fishermen" was implemented by the unit in coordination with localities in provinces and cities such as: Binh Thuan, Vung Tau city, Long Dien district, Ba Ria - Vung Tau province; Ba Tri district, Ben Tre province; Tuy Hoa city, Phu Yen province.
