The Provincial People's Committee has just issued Official Dispatch No. 161/UBND-NC to the Ministry of Home Affairs requesting permission to accept 12 members of the Pilot Project to select young intellectual volunteers to go to communes to participate in rural and mountainous development in the period 2013-2020 (referred to as the 500 Young Intellectuals Project) into commune-level civil servants without having to base on the existing staffing quota.

Accordingly, after implementing the Central Resolution on merging the two old provinces of Quang Tri and Quang Binh into the new Quang Tri province, arranging administrative units to build a 2-level local government organization model, by July 1, 2025, Quang Tri province only had 12 members of the Project 500 young intellectuals who had not been recruited as civil servants.

These team members are all young intellectual volunteers who were selected under the Prime Minister 's 500 Young Intellectuals Project in 2013 and have worked for many years in difficult areas such as mountainous, remote and isolated areas. During their work, they have demonstrated their abilities, fulfilled their tasks well, and made positive contributions to the local government.

Previously, out of 27 members of the 500 Young Intellectuals Project assigned to work in the former Quang Tri (12 people) and the former Quang Binh (15 people), 2 people resigned as desired. The former localities recruited 13 people into civil service, of which 10/11 people were from the former Quang Tri and 3/14 people were from the former Quang Binh.

After merging two provinces to form the new Quang Tri province and implementing the two-level local government model, the number of commune-level cadres and civil servants in the whole province reached 3,607 people, while the assigned staff quota was only 3,071 people, meaning a surplus of 536 people. This led to the lack of positions and staff quotas and the inability to supplement the staff to recruit the remaining 12 members of the Project 500 Young Intellectuals, even though they had worked for many years at the grassroots level.

On June 30, 2025, the Government issued Decree No. 170/2025/ND-CP regulating the recruitment and management of civil servants, which clearly states: Members of the 500 Young Intellectuals Project who signed labor contracts before July 1, 2025 will be considered and accepted into commune-level civil servants. However, in another provision, the decree also requires that the acceptance must be based on the proportion of civil servants, the assigned staffing quota and the requirements of the job position to be recruited. Because of the above regulation, although 12 members of the 500 Young Intellectuals Project were eligible for recruitment, they could not be assigned due to the staffing quota being exhausted.

According to the Provincial People's Committee, these are special cases, having contributed for many years in difficult areas. In order to encourage and motivate the process of contribution as well as avoid disadvantages and waste of trained resources and practical challenges of the members of the Project 500 Young Intellectuals who have not been recruited into the payroll, the Provincial People's Committee recommends that the Ministry of Home Affairs pay attention and allow the admission into the commune-level civil service for 12 members of the Project 500 Young Intellectuals without having to base on the ratio of civil servants who need to be arranged for jobs in the agency using civil servants, the assigned payroll quota and the requirements of the job positions to be recruited. And commit to implementing the payroll streamlining roadmap to ensure that after 5 years, as for the current surplus commune-level cadres and civil servants, they will be in accordance with regulations.

As reported by Quang Tri Newspaper, Radio and Television, the People's Committee of Quang Binh Province (old) has always paid attention to and given preferential policies to members of the Project 500 Young Intellectuals. However, in recent years, the locality has undergone many rounds of administrative unit rearrangements at the commune level, leading to difficulties in staffing. Since 2019, the province has reorganized administrative units and streamlined the apparatus three times, leading to a surplus of cadres and civil servants. Due to the lack of staffing, localities have not had a plan to arrange and recruit members of the Project 500 Young Intellectuals who have not been recruited into the staff.

After Decree No. 170/2025/ND-CP, dated June 30, 2025, regulating the recruitment, use and management of civil servants, took effect from July 1, 2025, the Department of Home Affairs urgently directed specialized departments to coordinate in developing a plan to recruit members of the Project 500 remaining young intellectuals in Quang Tri province who have not yet been recruited into the payroll to submit to the Provincial People's Committee.
