Ukraine is about to receive a €3.2 billion 'lifeline' from the EU.

The European Union (EU) and Ukraine have finalized negotiations on a €3.2 billion budget support package, expected to be disbursed in mid-June, as part of a €90 billion financial package for Kyiv for the 2026-2027 period.

On May 20, European Economic Commissioner Valdis Dombrovskis confirmed the information, marking the first step in the large-scale financial program (MFA) worth 90 billion euros, which was approved by the EU in April 2026.

According to Mr. Dombrovskis, the two sides have agreed on a memorandum outlining the conditions for reforms that Ukraine must implement in exchange for financial assistance from the EU. The 3.2 billion euros are expected to be disbursed by mid-June 2026, provided that the Ukrainian parliament quickly ratifies the relevant agreement.

According to a plan approved after months of negotiations, a 90 billion euro aid package will be implemented between 2026 and 2027 to help Kyiv maintain state functions amid the ongoing conflict with Russia.

Sources from the EU indicate that approximately 60 billion euros of the total financial package will be used by Ukraine for defense spending. The remainder will be used for infrastructure reconstruction, maintaining budgetary operations, and supporting an economy under immense pressure due to the prolonged conflict.

Mr. Dombrovskis stated that EU support would come with requirements for reforms aimed at improving the efficiency of public spending, as well as adjusting anti-tax evasion regulations to meet bloc standards.

The EU and Kyiv are still discussing a number of technical terms related to further aid.

According to European officials, the 90 billion euro financial package is expected to meet about two-thirds of Ukraine's budget needs this year and next. The European Commissioner for Economic Affairs also called on G7 countries and international partners to continue sharing the burden of supporting Kyiv.

Under the current agreement, Ukraine will only begin repaying loans after receiving compensation from Russia for damages caused by the conflict.
