Public places allow individuals the freedom to come and go, engage in activities, and fulfill their personal needs in accordance with the rules, regulations, and functions of the public place. At the same time, because public places are not exclusively for one person but for many people, each individual is required to be mindful of maintaining peace, security, and order, and to behave politely and respectfully.
Ms. Hoang Thi Hanh (from Binh Phuoc ward, Dong Nai province) expressed: "Individuals with good manners tend to behave more tactfully towards relatives, friends, and colleagues in public. This isn't about being overly polite or lacking sincerity in expressing feelings and emotions, but rather about appropriately controlled behavior that doesn't exceed the bounds of courtesy and respect for the person they're interacting with and the surrounding environment. Most importantly, it helps them gradually abandon bad habits and cultivate positive energy, which is appropriate in their daily lives."
Whenever we participate in activities, entertainment, or fulfill other personal needs in public places such as: medical checkups, waiting for transportation, shopping, picking up children, etc., we often encounter scenes of people parking, buying and selling, eating and drinking that encroach on the road and sidewalks; picking flowers, breaking branches, and trampling on the grass in parks; letting pets run around without muzzles and defecating indiscriminately; and organizing noisy and offensive activities…
Lawyer Nguyen Thi Hong (Dong Nai Provincial Bar Association) stated: Individuals who behave inappropriately and violate rules and regulations in public places, as described above, may do so because they lack awareness or control over their behavior. Other reasons include limited legal awareness and education; lack of information about prohibited and restricted actions in public places; and ingrained habits. These are examples of inappropriate behavior in public places, but individuals can still adjust their behavior, especially after being reminded or warned.
According to lawyer Nguyen Thi Hong, behaving in a civilized, cultured, and law-abiding manner in public will help individuals gradually control and master their awareness, consciousness, and behavior before engaging in inappropriate or unsightly actions in both public and private spaces. Whether it's an "open" or "closed" public space, it always requires individuals to behave in a civilized, cultured, polite, and law-abiding manner.
