Exchange rate developments in the domestic market
In the domestic market, according to TG&VN at 7:30 a.m. on August 23, the State Bank announced the central exchange rate of the Vietnamese Dong to the USD at 24,245 VND, down 1 VND.
The reference USD exchange rate at the State Bank of Vietnam is listed at: 23,400 VND - 25,450 VND.
USD exchange rates at commercial banks are as follows:
Vietcombank: 24,750 VND - 25,120 VND.
Vietinbank : 24,680 VND - 25,130 VND.
In the "black market", the USD price decreased by 60 VND compared to yesterday, down to 25,240 VND/USD (buy) and 25,320 VND/USD (sell). The contrasting developments between the two markets caused the difference in selling price of each USD to widen from 300 to 430 VND.
Thus, compared to the record high exchange rate of 26,030 VND/USD at the end of June, the greenback's price on the free market has now "flown" by 2.7%.

Exchange rate developments in the world market
The Dollar Index (DXY), which measures the USD against six major currencies (Euro, JPY, GBP, CAD, SEK, CHF), stopped at 101.52, up 0.41%.
The US dollar recovered from a 13-month low against the euro, ahead of a speech by Federal Reserve Chairman Jerome Powell today (August 23).
The US currency had earlier fallen on concerns about a weakening economy and expectations of an imminent Fed rate cut.
But the extent of the US economic weakness and whether the Fed will cut interest rates by 25 or 50 basis points at its September policy meeting remain questions.
The odds of a 50 basis point or more rate cut have increased, after the July jobs report showed less-than-expected job gains and an unexpected rise in the unemployment rate.
“The dollar has been under a lot of pressure recently and appears to have reached a point where it has been too bearish,” said Brad Bechtel, global head of FX at Jefferies in New York.
A massive unwinding of carry trades, in which traders borrow Japanese yen to buy US assets, contributed to market moves following the payrolls report.
Traders are now pricing in a 25% chance of a 50 basis point cut next month, down from 38% on Aug. 21 and a 75% chance of a 25 basis point cut, according to CME Group's FedWatch Tool.
Traders focused on comments from Chairman Powell at the Kansas City Fed's Jackson Hole, Wyoming symposium for further clues on the size of the expected September rate cut, while also assessing the likelihood of further cuts.
In contrast, the euro fell 0.36% to $1.111. The euro hit $1.11735 on August 21, its highest since July 2023.
Data released yesterday showed positive business activity in the euro zone.
Sterling hit a 13-month high against the greenback after a report showed UK business activity accelerated this month and cost pressures eased to their weakest in more than three years.
Accordingly, the British Pound increased by 0.02% to 1.3093 USD, after previously reaching 1.3130 USD.
The dollar rose 0.65 percent to 146.2 yen. Bank of Japan Governor Kazuo Ueda is scheduled to discuss the central bank's decision to raise interest rates last month in parliament today, August 23.
