Priority given to investment in Dinh Ba-Cao Lanh expressway under PPP method

(Chinhphu.vn) - The Ministry of Construction has just reported to the Prime Minister the investment plan for the construction project of the Dinh Ba - Cao Lanh border gate section of the Hong Ngu - Tra Vinh expressway.

The expressway section from Dinh Ba - Cao Lanh border gate is about 68km long. The starting point is at Dinh Ba international border gate area, Dong Thap province, the ending point is at Cao Lanh intersection.

According to the preliminary investment plan, the expressway section from Dinh Ba - Cao Lanh border gate is about 68km long. The starting point is at Dinh Ba international border gate area, Dong Thap province. The end point is at Cao Lanh intersection, connecting with the Cao Lanh - An Huu expressway section.

The route will be invested to reach the scale of a class 100 expressway, with a design speed of 100km/h, including 4 expressway lanes, with 2 emergency lanes. Based on the reference to the prescribed investment capital rate and the investment capital level of some similar projects, the preliminary total investment of the expressway project from Dinh Ba - Cao Lanh border gate is about 21,856 billion VND.

Total investment over 21,000 billion VND

Of which, construction investment is about 14,347 billion VND; Compensation, support and resettlement costs are about 4,658 billion VND; Contingency costs are about 2,850 billion VND.

Regarding the project investment form, the Ministry of Construction said that based on the detailed research results, it will analyze and select the appropriate investment form according to the priority investment orientation according to the public-private partnership method.

This orientation is consistent with the direction of Prime Minister Pham Minh Chinh at the working session with the locality, assigning Dong Thap province to proactively coordinate with the Ministry of Transport (now the Ministry of Construction) and relevant agencies and units to have a plan to mobilize legal resources both at the central and local levels, both from the state budget and private capital (encouraging the public-private partnership investment method).

Regarding capital sources and capital balancing ability, the State budget capital portion will be appraised by the Ministry of Finance during the appraisal process of the project's pre-feasibility study report according to regulations, ensuring compliance with principles, criteria, and norms for allocating public investment capital from the State budget for the period 2026 - 2030.

Regarding the investment management agency and project implementation organization, based on the provisions of the Road Law and the Law on Road Traffic Order and Safety, the Ministry of Construction believes that priority should be given to assigning the People's Committee of Dong Thap province to manage the project investment. The Ministry of Construction will closely coordinate in the review process to submit to the Prime Minister to assign the People's Committee of Dong Thap province to manage the Dinh Ba - Cao Lanh border gate expressway section and be the project investment management agency.

Shorten the time of transporting goods from Dinh Ba international border gate to Ho Chi Minh City

In February 2025, the People's Committee of Dong Thap province proposed that the Government direct the Ministry of Planning and Investment to appraise the capital source and the ability to balance the central budget for the 2026-2030 period for the Dinh Ba - Cao Lanh expressway project. The locality also requested the Ministry of Transport (now the Ministry of Construction) to prepare a pre-feasibility study report as a basis for early implementation of the project.

The Dinh Ba - Cao Lanh Expressway is 68km long, from Dinh Ba border gate to Cao Lanh city, a component section of the Hong Ngu - Tra Vinh Expressway, which is planned to be 188km long. This is one of three horizontal axes of the Mekong Delta.

On the Hong Ngu - Tra Vinh route, Dong Thap and Tien Giang provinces are building the 27km Cao Lanh - An Huu expressway section; the remaining sections Dinh Ba - Cao Lanh and An Huu - Tra Vinh have not yet been invested in.

It is expected that if invested in and built, the Dinh Ba - Cao Lanh expressway will shorten the time and distance for transporting goods from Dinh Ba international border gate to Ho Chi Minh City and the Western provinces, especially goods directly to the seaport in Tra Vinh.

This route will also connect with vertical expressways such as the North-South Expressway in the West and the North-South Expressway in the East, promoting the effectiveness of investment in the construction of the Cao Lanh - An Huu section.
