Working scene

At the meeting, the Standing Committee of the National Assembly 's Committee on Culture and Education assessed many positive results of the education sector in the 2023-2024 school year.

That is, paying attention to perfecting institutions and laws; organizing a review of 10 years of implementing Resolution No. 29-NQ/TW on fundamental and comprehensive innovation of education and training; advising the Politburo to issue Conclusion No. 91-KL/TW dated August 12, 2024 to continue implementing Resolution No. 29-NQ/TW; advising the Government and the Prime Minister to issue decrees, resolutions, projects, and plans on education and training development; issuing documents guiding and directing the implementation of assigned tasks and school year tasks of the sector. Elaborately preparing the draft Law on Teachers to submit to the National Assembly.

Regarding the implementation of Resolution No. 686/NQ-UBTVQH15 dated August 19, 2023 of the National Assembly Standing Committee, the Ministry of Education and Training has submitted to the Government for promulgation of the Resolution, the Ministry of Education and Training has issued a Plan to specify the assigned tasks and solutions, ensuring the roadmap, progress and quality of work. Accordingly, 12 units under the Ministry have been specifically assigned to take charge of implementing 25 groups of tasks; coordinate with relevant ministries and branches to implement 3 groups of tasks and assign the review, amendment and supplementation of 22 legal documents.

Deputy Minister Pham Ngoc Thuong presented the report of the Ministry of Education and Training at the meeting.

State management of education and training has been innovated, promoting autonomy and innovation in governance for educational institutions; implementing administrative reforms, applying information technology in management and teaching. Localities have proactively implemented decentralization, delegation of authority, enhanced responsibility, created motivation and initiative, and creativity of educational institutions in performing their tasks.

The network and scale of schools and classes continue to receive investment attention; the arrangement and reorganization of educational facilities, the merger of school locations, the streamlining of management units, and the planning of the network of preschool educational facilities in industrial parks and export processing zones are of interest. Some localities have invested in building public preschools in industrial parks; adding solid and semi-solid classrooms; and paying attention to investing in purchasing equipment and teaching aids to meet the requirements of implementing the Preschool Education Program and the 2018 General Education Program.

The rate of children attending school continued to increase, reaching 72.6% (an increase of 2.2% compared to the previous school year). Universal preschool education for 5-year-old children was consolidated and maintained; universal primary and secondary education was given attention by localities, gradually striving to reach higher standards. Mobilizing children of school age to attend primary school, especially children in difficult circumstances and children with disabilities. In the 2023-2024 school year, the rate of mobilizing students to attend primary school at the right age reached 99.7%; the rate of mobilizing students completing the Primary Education Program to attend secondary school reached 98.17%.

To build safe schools and prevent accidents and injuries in preschools, localities have proactively reviewed and assessed safety standards according to regulations.

The quality of general education, mass education and key education continues to be improved, Vietnamese students compete and win many high international awards; child care and education are focused on.

Autonomy in higher education is gradually becoming more substantial, associated with the implementation of accountability, publicity, and transparency of information according to regulations; the school governance system is given priority to be perfected.

Scientific, technological and innovative activities continue to be promoted. The number of higher education institutions, internationally recognized training programs and the number of international articles by domestic scientists are increasing.

Quality assurance conditions are increasingly being paid attention to by higher education institutions, the number of higher education institutions and training programs recognized and accredited has increased sharply. Continue to promote the training of high-quality human resources in high-tech fields, especially human resources for the semiconductor chip industry in Vietnam. Higher education institutions have proactively, positively and responsibly implemented many solutions to prepare well for the training of human resources for the semiconductor chip industry in Vietnam.

Promote digital transformation, apply information technology in management, direction and operation, and in teaching and learning activities. To date, the construction of 100% of the education sector's databases from preschool to general education has been completed.

The policy of socializing education has achieved remarkable results; some enterprises have built non-profit kindergartens in residential areas in industrial parks and export processing zones to serve workers' children; independent, private and non-public kindergartens have increased to meet the diverse needs of parents. Some localities have had their own policies to attract the development of non-public kindergartens.

In addition to mentioning the limitations and shortcomings of the education sector, a number of issues were also discussed by the Standing Committee of the National Assembly's Committee on Culture and Education, requesting the Ministry of Education and Training to clarify, related to teaching Vietnamese to overseas Vietnamese; the difference in choosing high school graduation exam combinations; gradually making English the second language in schools; building school culture; academic integrity; the issue of disbursement and investment in education; building the Law on Teachers; extra teaching and learning; admission to grade 10... Deputy Minister Pham Ngoc Thuong and representatives of departments and bureaus of the Ministry of Education and Training shared and clarified these issues.

Speaking at the meeting, Minister Nguyen Kim Son emphasized a number of major achievements of the education sector in the past year. These include summarizing 10 years of implementing Resolution No. 29-NQ/TW; developing the Education and Training Development Strategy to 2030, with a vision to 2045; developing a network plan for higher education and pedagogical institutions; planning a system of specialized educational institutions for people with disabilities and a system of centers to support the development of inclusive education...

According to the Minister, the results achieved have the important support and accompaniment of the National Assembly's Committee on Culture and Education.

Further clarifying a number of issues of interest to the Standing Committee of the National Assembly's Committee on Culture and Education, such as the roadmap for implementing Conclusion 91 of the Politburo; streamlining, career guidance, and admission to grade 10; disbursement; semiconductor human resource training tasks... The Minister also shared about the work and tasks of the education sector in the 2024-2025 school year and the following years.

“In 2025, there are still many tasks ahead, especially the implementation of Conclusion No. 91 of the Politburo, the implementation of the Education and Training Development Strategy to 2030, with a vision to 2045, the organization of the 2025 High School Graduation Exam, the summary of the first phase of the implementation of the 2018 General Education Program... There are still many tasks that the Ministry of Education and Training needs to coordinate with the Committee on Culture and Education,” said the Minister.

In his concluding remarks, Chairman of the National Assembly's Committee on Culture and Education Nguyen Dac Vinh emphasized that the meeting was held in the spirit of clarifying educational issues; there are immediate and long-term issues, together assessing, proposing solutions and implementation roadmaps.

Reviewing the positive results of the Education sector in the 2023-2024 school year, Mr. Nguyen Dac Vinh highly appreciated the efforts and results of the entire sector and thanked the relentless efforts of the staff, teachers and employees of the Education sector.

Regarding some tasks that need to be done in the coming time, Mr. Nguyen Dac Vinh suggested that the Ministry of Education and Training continue to review policies and strategies on education and training; continue to persistently implement fundamental and comprehensive innovation in education and training according to Conclusion No. 91 of the Politburo; recommend that the Government soon issue the Strategy for Education and Training Development to 2030, with a vision to 2045.

The Ministry of Education and Training continues to focus on state management of education and training, strengthen inspection and examination, aiming to resolve emerging and pressing issues. Along with that, it is necessary to continue to develop school culture; ensure fairness in education; continue to combat the disease of achievements, and implement the viewpoint of real learning, real exams, and real talent.

In the coming time, the National Assembly's Committee on Culture and Education will conduct specialized supervision on the development of high-quality human resources. Mr. Nguyen Dac Vinh suggested that the Ministry of Education and Training coordinate with the Committee on Culture and Education in supervision activities.
