In order to help local people quickly restore and stabilize production, all levels and sectors in Van Don district have actively participated in the implementation. Up to now, Van Don district has assigned the sea area under the district's authority to 85% of households and individuals engaged in aquaculture in the area.
Van Don district has a total potential area for marine aquaculture of 23,821 hectares, of which the area within 3 nautical miles is 12,385 hectares, from 3 to 6 nautical miles is 8,360 hectares, and outside 6 nautical miles is 3,075 hectares. The area under the project for safe and sustainable marine fish farming is over 1,025 hectares (6% of the potential planning), and mollusk farming is over 5,773 hectares (25% of the potential planning area).
Currently, the total number of fish farming households in the 3-nautical mile sea area under the district-level management authority is 132 households. Of which, the authority and subjects assigned by the district level are 110 households, and 22 households from outside the district include: 2 households in the town, 7 households in Ha Long, and 13 households in Dong Xa. By the end of March 2025, Van Don district had decided to assign the sea area under the authority of the district People's Committee with an area within 3 nautical miles to 85 households and individuals in the sea area of Cai Rong town, Dong Xa commune, and Ban Sen commune, with a total area of 23.7 hectares. Each household and individual is assigned less than 1 hectare (depending on the farming area). The assignment period is 10 years from the date of signing and issuance of the decision and does not have to pay tax on the assigned sea area.
Mr. Ha Duc Du, village 8, Ha Long commune said: On March 25, 2025, the District People's Committee assigned me nearly 1 hectare of marine farming area in Hoi island, Ban Sen commune to raise fish in cages for a period of 10 years. Upon receiving the assigned marine area, I quickly built rafts and nets to raise fish. This time, I will raise grouper, red snapper and some other aquatic products. Allocating the sea to the people is a very correct policy, helping fishermen in the area feel secure in stabilizing production, developing the economy and contributing to the overall development of the locality.
In particular, implementing Document No. 4779/UBND-KTTC dated July 25, 2023 of the Provincial People's Committee on licensing, assigning KVB, and granting certificates of cage farming, Van Don District People's Committee has directed specialized departments, People's Committees of communes and towns to propagate and mobilize aquaculture households to participate in establishing enterprises and cooperatives to form concentrated aquaculture areas by region, by large-scale commodity farming objects according to the value chain. Currently, the district has a total of 96 cooperatives with 1,189 members and 8 more enterprises are proposing to study and establish aquaculture projects. Up to now, in the district, there are also a number of cooperatives with sufficient documents for licensing and assigning sea areas such as: Trung Nam Aquatic Cooperative; Van Don Trading Company Limited; Manh Duc Aquatic Trading and Service Cooperative; Trong Vinh Aquatic Trading and Service Cooperative, etc.
Along with that, in order to effectively arrange aquaculture areas, Van Don district has also coordinated, signed and confirmed the map of the license application, and assigned the sea area to qualified units and cooperatives. Specifically: Ha Long Pearl Joint Stock Company, the sea area belongs to Minh Chau commune, with an area of 68.86 hectares of water surface; Phu Thinh Van Don Cooperative, in Thang Loi commune, an area of 98 hectares; STP Group Joint Stock Company, at the location of Minh Chau 5 sea area, Minh Chau commune, an area of 96 hectares of water surface; Dao Ngoc Van Don Cooperative, at the location of Ban Sen and Dong Xa communes, with an area of 325 hectares; Hoang Phat Aquatic Products Cooperative, researching the Ban Sen area, with an area of 68 hectares;...
By the end of March 2025, the marine farming area in Van Don district was 3,577 hectares. Of which, oyster farming was estimated at about 2,800 hectares; oyster farming was about 525 hectares; geoduck farming was 173 hectares; various snails were about 80 hectares and 4,850 cages for various fish. Estimated aquatic product output reached: 9,070 tons, of which: 760 tons of fish in cages; 1,788 tons of geoduck; 680 tons of oysters; 3,511 tons of clams, geoduck, and geoduck; 2,060 tons of various snails; 260 tons of other seafood; 11 tons of freshwater fish.
In the coming time, to effectively implement the assignment of sea areas and achieve the set progress, Van Don district will request localities to confirm the sea areas for households and units for areas beyond 3 nautical miles. Coordinate with provincial departments and branches to develop a plan for assigning sea areas, complete environmental impact assessments to promptly report to the Provincial People's Committee to assign sea areas to households and units for peace of mind in production. In particular, the district also promotes urging households to fully implement procedures according to the provisions of law; not to transfer the right to use the assigned sea areas; not to lease or borrow the assigned sea areas; to fulfill commitments to ensure security and order, traffic safety, and waterways at sea; to protect and preserve the marine environment; to replace and install floating materials that meet standards according to regulations and to perform a number of other contents when requested by competent state agencies. Van Don District is determined to complete the assignment of sea areas to local aquaculture facilities in the fourth quarter of 2025, ensuring compliance with the provisions of the Fisheries Law. Thereby, strengthening the management and sustainable development of marine fisheries and contributing to the rapid and effective development of the district's key economic sector.
