Project on developing aquaculture at sea in Quang Yen town to 2030, vision to 2045 has a total area of 865 hectares. has been integrated into provincial planning according to Decision No. 80/QD-TTg dated February 11, 2023 of the Prime Minister and are all located within 3 nautical miles from the tidal line, under the authority of the locality. The entire marine farming area of the town is located on the sea area of the commune. Hoang Tan and Lien Hoa communes. Of which, Hoang Tan commune has the largest area with more than 833 hectares. Since mid-October, the specialized working group implementing the assignment of aquaculture sea areas in the area has been assigning field markers at sea to households.

Mr. Tran Van Ngát, an aquaculture farmer in village 2, Hoang Tan commune, Quang Yen town, said: After After many days of waiting, now with the attention of the locality, we have officially been assigned the field marker of the aquaculture area at sea at plot number 15, area 7 Gieng with an area of 6,000m2 . With the field marker at sea, we have urgently built rafts and deployed breeding stock to restore production after the storm, ensuring compliance with the planning issued by the state.

Based on the Project on developing aquaculture at sea in Quang Yen town to 2030, with a vision to 2045 and the attached 1/2,000 scale marine aquaculture planning map, the first phase of field boundary assignment to households was carried out by the specialized working group from October 23. In particular, the assigned subjects are organizations and individuals currently engaged in aquaculture with addresses and permanent residence in Quang Yen town with the assignment limit for an organization not exceeding 15 hectares, and for an individual not exceeding 0.6 hectares. On average, the specialized working group assigned to about 15 to 20 households per day and by October 30, the assignment of field boundary assignments at sea to 142 households had been completed. Thereby, it has created conditions for households in the area to confidently restore production after the storm and ensure aquaculture in accordance with the approved Project.

Mr. Pham Tuan Cuong, Deputy Head of the Department of Natural Resources and Environment of Quang Yen Town, said: Immediately after completing the first phase of handover to households, the department continued to advise the Town People's Committee to issue a decision to hand over the second phase of the license plates to 60 other households. It is expected that the handover will be carried out by November 11. At the same time, the Town will send a document asking for opinions from the provincial departments and branches on 100 other applications for license plates from households to soon issue the remaining decisions for households that are eligible for public posting and approval locally.
According to statistics, in Quang Yen town, there are a total of 400 households belonging to the livelihood groups assigned to the aquaculture area for a period of 10 years. The town strives to complete all of this by November 2024 so that people can rest assured to rebuild and restore production activities at sea.
