Van Don: Reorganizing and streamlining the administrative apparatus.

Along with the rest of the province, Van Don district proactively reviewed and developed a plan to reorganize its structure and apparatus to ensure it is streamlined, efficient, effective, and effective, in accordance with the directives of the central and provincial authorities. Following the reorganization, the agencies and units quickly stabilized their operations, avoiding delays in handling and resolving common issues.

Following the directives of the central and provincial authorities, from December 2024, the Standing Committee of the Van Don District Party Committee directed relevant departments and agencies to review and develop a plan for restructuring the district's political system, focusing on efficiency, effectiveness, and effectiveness. This included developing a plan to merge the District Party Committee's Propaganda Department with the District Party Committee's Mass Mobilization Department; establishing the District People's Committee Party Committee and the District Party Agency Party Committee under the District Party Committee; and reorganizing the specialized agencies of the District People's Committee. With thorough, systematic, and scientific preparation, on February 5, 2025, the District Party Committee announced the establishment of the subordinate Party committees and the merger of the Propaganda Department and the Mass Mobilization Department; and consolidating the leadership positions of these agencies and units.

Regarding the plan for restructuring and reorganizing the specialized agencies of the District People's Committee, the locality is awaiting guidance from the province after the National Assembly and the Provincial People's Council meet in February 2025. It is expected that after the restructuring is completed, the district's Party block will reduce one departmental-level unit; the district government block will reduce two departmental-level units (Department of Labor, War Invalids and Social Affairs, Department of Agriculture and Rural Development); three grassroots Party branches under the District Party Committee will be reduced; three civil servants will be reduced; and the regulations on the functions and tasks of state management of seven specialized departments will be adjusted and supplemented after the restructuring.

To ensure smooth implementation of the restructuring, especially in personnel matters, many heads and managers of agencies have directly submitted voluntary applications for early retirement in accordance with the spirit of Government Decree No. 178/ND-CP (dated December 31, 2024).

Mr. Ngo Si Nguyen, Head of the District Party Committee's Organization Department, said: During the restructuring process, three officials, including heads and deputy heads of agencies and units subject to merger, and one grassroots Party committee secretary, voluntarily submitted applications for early retirement. These are highly qualified, experienced, capable, reputable, and politically sound officials. Due to practical requirements, these officials submitted applications for early retirement to facilitate the restructuring and organization of personnel, creating opportunities for younger officials to continue their careers...

Following the restructuring, agencies and units quickly stabilized the situation, assigning and arranging cadres, civil servants, and public employees to their respective positions to perform their newly assigned functions and tasks. For example, the Propaganda and Mass Mobilization Department of the District Party Committee, after the merger, currently has 7 cadres and civil servants. The unit quickly stabilized, assigning tasks to each comrade in charge of different areas and localities, aiming to leverage combined strength, create a qualitative change in propaganda and mass mobilization work; enhance the effectiveness of Party building in terms of politics, and strengthen the close relationship between the Party and the people.

Besides the agencies and units subject to restructuring according to the directives of the central and provincial authorities, Van Don district continues to review other agencies and units with similar functions, moving towards restructuring and consolidation to ensure close alignment with the revolution in streamlining organizational structures, reducing staffing levels, restructuring and improving the quality of cadres, civil servants, and workers in the political system, ensuring the effective and efficient operation of the apparatus, and creating high consensus, support, and unity among the people for the Party's major policies.
