Van Don: Arrange and streamline the apparatus

Together with the whole province, Van Don district proactively reviewed and developed a project to reorganize the organization and apparatus to ensure efficiency, effectiveness, and efficiency in the spirit of the central and provincial directives. The following agencies and units quickly reorganized and stabilized their operations, without causing delays in resolving and handling common tasks.

Van Don district leaders presented the decision to merge the Propaganda Department and the District Party Committee's Mass Mobilization Department.

Following the direction of the central and provincial levels, from December 2024, the Standing Committee of Van Don District Party Committee directed relevant departments and offices to review and develop a Project to reorganize agencies and units in the district's political system in the spirit of streamlining, efficiency, effectiveness and efficiency. From there, a Project was developed to merge the District Party Committee's Propaganda Department with the District Party Committee's Mass Mobilization Department; establish the District People's Committee Party Committee and the District Party Agency Party Committee directly under the District Party Committee; reorganize and reorganize specialized agencies of the District People's Committee. With careful, methodical and scientific preparation, on February 5, 2025, the District Party Committee organized the announcement of the establishment of subordinate Party Committees and the merger of the District Party Committee's Propaganda Department and the District Party Committee's Mass Mobilization Department; perfect the leadership positions of these agencies and units.

Regarding the Project on rearranging and reorganizing specialized agencies of the District and Local People's Committees, the province is awaiting direction from the province after the National Assembly and the Provincial People's Council meet in February 2025. It is expected that after completing the rearrangement, the district Party bloc will reduce one focal unit at the department level; the district government bloc will reduce two focal units at the department level (Department of Labor, Invalids and Social Affairs, Department of Agriculture and Rural Development); reduce three grassroots Party cells under the District Party Committee; reduce three civil servants; and adjust and supplement regulations on the functions and state management tasks of seven specialized departments after the rearrangement.

To ensure smooth implementation of the arrangement, especially personnel work, many heads and managers of agencies have directly written voluntary applications for early retirement in accordance with Decree No. 178/ND-CP (dated December 31, 2024) of the Government.

These are cadres with high professional qualifications, experience, capacity, prestige, and strong political ethics. After the reorganization, the agencies and units quickly stabilized the situation, arranged and assigned officers and civil servants in each position to perform the newly assigned functions and tasks. Typically, the Propaganda and Mass Mobilization Department of the District Party Committee after the merger now has 7 officers and civil servants. The unit quickly stabilized, assigned and assigned work to each comrade in charge of fields and areas, in order to promote the combined strength, create a qualitative change in propaganda and mass mobilization work; enhance the effectiveness of Party building work in politics, and strengthen the close relationship between the Party and the people.

In addition to the agencies and units subject to rearrangement under the direction of the central and provincial governments, Van Don district continues to review other agencies and units with the same functions, and will move forward with the rearrangement and consolidation work, ensuring close connection with the revolution in streamlining the organizational apparatus, reducing staff, restructuring and improving the quality of the contingent of civil servants, public employees and laborers of the political system, ensuring the apparatus operates effectively and efficiently, creating consensus, support and high unity of the people towards the Party's major policies.
