Mobilizing 50 individual business households to destroy 25 tons of expired food

As of July 9, more than 50 individual business households in La Phu commune, Hanoi voluntarily handed over goods with a quantity of about 25 tons of candy, various foods (red apples, sausages, dried food...). Local authorities encourage people to continue to voluntarily hand over goods that do not comply with regulations for destruction according to regulations.

On July 9, Hanoi City Police said that the City Police coordinated with other functional forces to destroy 25 tons of expired cakes, candies, and various foods, including smuggled, counterfeit, fake, and poor-quality goods from production and business establishments in La Phu commune.

Resolutely implementing the direction of the Government and the Ministry of Public Security on combating and preventing smuggling, trade fraud, production and trade of counterfeit goods, infringement of intellectual property rights and food safety issues; the media has published articles about people in many localities dumping large quantities of goods and food of unknown origin, polluting the environment and causing public outrage. Among them, there is the La Phu commune area.

City police coordinated with functional forces to destroy 25 tons of cakes, candies, and various foods that were expired, smuggled, counterfeit, fake, and poor quality goods from production and business establishments in La Phu commune.

Immediately after receiving the report, the Economic Police Department, Hanoi City Police coordinated with Market Management Team No. 24 - Hanoi Market Management Department and La Phu Commune authorities (including the Commune People's Committee and Commune Police) to verify and clarify the information. The verification process determined: The landfill at the beginning of La Phu village is mainly domestic waste and waste from the production and trading of confectionery in La Phu commune's craft village dumped by people. The food dumped at the landfill is cakes, candies, nuts, dried fruits, jellies... that have expired since 2024.

Among them, there are printed goods produced in Vietnam and abroad. Through inspection, the Economic Police Department has determined that the Duc Phuong food processing business (address No. 11, Lane 167, La Phu Street, Chua Tong Village, La Phu Commune), owned by Nguyen Viet Dung (born in 1967), has dumped defective and damaged food produced by the facility into the above-mentioned landfill. The La Phu Commune Government has contracted with URENCO 10 Company, which is responsible for handling industrial waste and other types of general waste, to collect, transport, and treat the above-mentioned waste according to procedures and regulations.

On the morning of June 20, the interdisciplinary working group between the City Police, chaired by the Director of the Hanoi Police Department and the Department of Industry and Trade, conducted a working session at the location where people dumped food and candy as reported by the press (the garbage dump near the railway at the beginning of La Phu village); the street where people sell and trade candy, food, etc. in La Phu commune; conducted a field survey at 4 establishments producing and trading goods and food in the area; after the survey. The interdisciplinary working group worked with the District Party Committee and People's Committee of Hoai Duc district (old), the Party Committee and People's Committee of La Phu commune and met and discussed with nearly 500 representatives of enterprises and production and business households in La Phu commune (at the Multi-purpose Hall of La Phu Secondary School). This is a survey activity, grasping the actual situation in the area and listening to the opinions of people and businesses; not an inspection and handling activity.

Concluding the meeting, the Director of Hanoi City Police highly appreciated the results that production and business households in La Phu commune have achieved in the past time. However, through monitoring production and business activities in La Phu commune, there are still cases of trading in smuggled goods, fake goods, counterfeit goods, poor quality goods, goods of unknown origin... causing public outrage. These violations must be resolved immediately and not allowed to recur.

The Director of the City Police Department requested businesses and business households in La Phu commune to strictly comply with the provisions of the law; say no to tax evasion, smuggled goods, counterfeit goods, fake goods, poor quality goods; especially food, foodstuffs, and medicines because they directly affect the rights and health of consumers; at the same time, called on people to voluntarily hand over and destroy goods and foodstuffs that do not meet business conditions. In addition, in the coming time, the Police Department will coordinate with functional forces to strengthen inspection and handling of businesses and production and business households that violate the law, creating a fair, civilized, and legally competitive business environment, protecting the rights of consumers.

After the working session, the City Police coordinated with the La Phu Commune People's Committee to notify and mobilize organizations and individuals involved in production and business activities to voluntarily hand over expired goods, confectionery, food of all kinds (red apples, sausages, dried food...), unknown origin, smuggled goods at the headquarters of the La Phu Commune People's Committee, the time for voluntary handover is from (June 22 - July 1, 2025).
