Applying Resolution 98 to provide guidance for piloting the construction of buildings on agricultural land.

Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Ho Hai proposed applying Resolution 98/2023/QH15 of the National Assembly on piloting some specific mechanisms and policies for the development of Ho Chi Minh City and providing guidance on the pilot implementation of constructing facilities serving agricultural production on agricultural land.

On September 13th, the Ho Chi Minh City People's Committee organized a program for city leaders to meet and dialogue with officials and members of the city's farmers' association in 2023.

The meeting was chaired by comrades: Phan Văn Mãi, Member of the Central Committee of the Party, Standing Deputy Secretary of the City Party Committee, Chairman of the People's Committee of Ho Chi Minh City; Nguyễn Hồ Hải, Deputy Secretary of the City Party Committee of Ho Chi Minh City; and Nguyễn Thanh Xuân, Chairman of the Ho Chi Minh City Farmers' Association.

In his directive speech, Deputy Secretary of the Ho Chi Minh City Party Committee Nguyen Ho Hai requested the leaders of the Ho Chi Minh City People's Committee and city departments and agencies to promptly implement the issues discussed and agreed upon during the dialogue to effectively and timely resolve the legitimate requests of farmers' association members and officials.

Regarding proposals and recommendations related to mechanisms and policies such as planning, construction, and policies supporting urban agricultural development, the Deputy Secretary of the Ho Chi Minh City Party Committee requested that the Party Committee of the Ho Chi Minh City People's Committee direct relevant departments and agencies to advise the People's Committee of Ho Chi Minh City to submit to the Ho Chi Minh City People's Council for approval the policies and guidelines supporting agricultural development.

This includes defining agricultural production zones and high-tech agricultural production areas within Ho Chi Minh City. It also outlines policies to encourage the restructuring of urban agriculture and specifies the content and policies supporting the linkage of agricultural production and consumption within Ho Chi Minh City.

At the same time, promptly approve programs and projects for developing rural tourism in the context of building new rural areas; disburse interest rate subsidies under policies encouraging the restructuring of urban agriculture in the city...

Currently, many areas are zoned as agricultural land, but people are unable to cultivate crops there. Meanwhile, in this situation, people could generate many times more value than they could from agricultural production.

Therefore, the Deputy Secretary of the Ho Chi Minh City Party Committee proposed applying Resolution 98/2023/QH15 of the National Assembly on piloting some specific mechanisms and policies for the development of Ho Chi Minh City, to guide the implementation of the pilot project for constructing facilities serving agricultural production on agricultural land.

The comrade also suggested that the Party Committee of the Ho Chi Minh City Farmers' Association lead the implementation of programs and projects chaired by the Ho Chi Minh City Farmers' Association, such as the project "Organizing trips for farmers to study, exchange experiences in production and promote goods, and market agricultural products abroad in the period 2023-2025".

At the same time, attention should be paid to building a Ho Chi Minh cultural space, honoring national cultural values... creating widespread dissemination within the system, and making breakthroughs in studying and following Ho Chi Minh's ideology, ethics, and style.

For Party committees at all levels, the Deputy Secretary of the Ho Chi Minh City Party Committee suggested strengthening direct dialogue with officials and farmer association members; and at the same time, developing specific solutions to improve the management and operation of the government to create social consensus. Along with that, effectively implement social supervision and criticism; and participate in the implementation of socio-economic development programs of the locality and Ho Chi Minh City.

Comrade Nguyen Ho Hai also shared his sympathy for the hardships faced by farmers and expressed his hope for more solutions so that urban farmers can make a living and prosper on their own land, from agricultural production to participation in the agricultural production chain.
