Come and finish the job
Ms. Nguyen Thi Nau (residing in Chuong Vich quarter, Phu Quoc special economic zone), left the Public Administration Service Center (PVHCC) of Phu Quoc special economic zone with a radiant face. Her application for a business investment certificate was received, processed quickly and scheduled to be returned in just one visit. Ms. Nau shared: “I was surprised that the procedure is now simple, quick and very enthusiastically guided. Before, I had to go to the city, wait in long lines, sometimes missing documents, had to return many times, wasting time and money. Now I only need to submit the application once, everything is explained clearly by the staff, and they support me wholeheartedly”.
Ms. Nau's story reflects a positive change in administrative reform, especially after more than 1 week of operating the 2-level local government model in An Giang province. In Phu Quoc special zone, in just the first 4 days (from July 1 to 4), the Public Service Center received 2,804 citizens coming to transact, an average of more than 700 people per day. The list of administrative procedures (AP) is clearly and publicly posted, helping people easily access, submit documents and receive results conveniently and transparently. Vice Chairman of Phu Quoc Special Zone People's Committee Nguyen Le Quoc Toan said: "The number of people coming to transact has nearly doubled compared to before. The special zone has arranged 7 more Public Service Centers in old communes and wards to serve people right in the area, limiting the need to travel far."
Not only Phu Quoc, after official operation, 102 communes, wards and special zones in the whole An Giang province have recorded positive signals. According to Director of the Department of Home Affairs Nguyen Nhu Anh, the propaganda about the 2-level local government model has been carried out synchronously and diversely, through loudspeakers, social news, television columns and online forms, helping people to promptly grasp changes in the apparatus, administrative procedures, as well as their rights. The team of cadres, civil servants and public employees are fully informed, creating high unity in implementing tasks.
The Provincial People's Committee has completed the arrangement and consolidation of the new government apparatus, with a total of 6,784 cadres, civil servants, public employees, and labor contract employees assigned tasks appropriate to their abilities and strengths. This assignment ensures no overlap, avoids waste of resources, and maximizes operational efficiency. The commune and ward-level Public Service Centers officially came into operation on July 1, with many places processing 100% of records on time, contributing to enhancing people's trust in the local government.
The list of 2,175 administrative procedures at the provincial and communal levels has been transparently published on the bulletin board and online public service portal. The hotline system operates 24/7 in some places, promptly supporting, answering and receiving feedback from people and businesses. In addition, many localities have installed free wifi at the PVHCC centers, equipped with QR codes for people to easily look up procedures, submit documents online, saving time and costs.
Secretary of the Hoa Thuan Commune Party Committee Tran Van Thanh shared: “The initial workload increased quite a lot due to the need to process more documents, but thanks to careful preparation, quick start to new work and high sense of responsibility of cadres and civil servants, all activities went quite smoothly, without delay or backlog. More importantly, people saw the change and were more satisfied when coming to contact work.”
Putting People at the Center of Service
Provincial Party Committee member and Director of the Department of Science and Technology Vo Minh Trung said that the Provincial People's Committee has synchronously deployed 5 important information platforms and systems, ensuring stable, continuous and uninterrupted operation. The internal network infrastructure at the People's Committees of communes, wards and special zones has been upgraded and expanded, ensuring a minimum speed of 100 Mbps and a dedicated data transmission line of 10 Mbps, serving the direction and operation, connecting online conferences from the province to the grassroots level.
By July 7, the province had completed updating the accounts of officials, civil servants, and public employees of 17/17 provincial departments, branches, and equivalents; 102 units of People's Committees of communes, wards, and special zones into the system, with a total of over 20,000 accounts. The rate of processing records before and on time reached 96.96%.
In addition, the integration and provision of 89.29% of the province's partial and full online public services (1,935 services) on the National Public Service Portal demonstrates An Giang's strong determination in digital transformation and modernization of public administration. The arrangement of technical staff to directly support communes helps resolve problems, guide people in using online public services, and create maximum convenience for people in remote areas to access new technology.
The provincial PVHCC Center has its headquarters in Rach Gia Ward and its second facility in Long Xuyen Ward. Currently, there are a total of 49 reception counters belonging to 15 departments, agencies and sectors, ensuring continuous and uninterrupted operation. Facilities are reviewed, adjusted and proposed for timely additions, ensuring that they meet long-term service requirements.
Alternate member of the Party Central Committee, Deputy Secretary of the Provincial Party Committee, Chairman of the An Giang Provincial People's Committee Ho Van Mung emphasized: “The most important thing is to serve the people better, faster and closer to the people. Handling administrative procedures must be truly quick and transparent, not making people and businesses wait for long. The new apparatus needs to maximize the sense of responsibility, ensure stability, continuity and no interruption in operations, thereby enhancing people's trust”.
After just over a week of operation, the 2-level local government model has proven its effectiveness thanks to thorough and synchronous preparation from the province to the grassroots level. From the satisfied smiles of people like Mrs. Nau to the telling numbers, An Giang is opening a new chapter: The government is closer to the people, more transparent, modern and serves the people better. This is the foundation for building a professional and effective administration, contributing to comprehensive socio -economic development in the new period.
