Accordingly, the principle of organizing the trial operation: Combine the organization of the trial operation with the preparation of headquarters, facilities, working conditions; legal documents (especially working regulations, decisions on establishing affiliated agencies and units, receiving, appointing, assigning cadres, civil servants, public employees...) to promptly issue as soon as the (new) commune level officially comes into operation on July 1. Organizing the trial operation of the new commune-level agencies and units ensures that it does not affect the service activities for people and businesses.
According to the plan, the Party apparatus at the commune level will have 15-17 positions including: Standing Party Committee, office, Party building committee, inspection committee and political center; in communes and wards with political centers, there will be no more than 20 positions.
The government sector has 32 civil servant positions (not including the positions of public service units in sectors and fields under the People's Committees at the commune level). Of which, the People's Council at the commune level has a legal committee, a socio -economic committee; the People's Committee at the commune level has an office, an economic, cultural and social department and a public administration service center.
For commune-level administrative units with a population of over 16,000 people: Communes and wards in mountainous and highland areas will be assigned one additional civil servant position for every 1,000 people increase; other communes and wards will be assigned one additional civil servant position for every 2,000 people increase. However, each commune must not have more than 50 civil servants and each ward must not have more than 70 civil servants.
The Vietnam Fatherland Front will have 8-10 positions including: Chairman, 5 vice chairmen who are also chairmen of the Veterans Association, Women's Union, Youth Union, Farmers' Union, Trade Union and professional civil servants.
In the initial phase, the number of staff may be higher, ensuring that after 5 years of implementation, it will comply with regulations.
Officials assigned to participate in the new commune and ward party executive committees (after the appointment decision is made) and provincial, district and commune-level civil servants and public employees expected to be transferred to the new communes will participate in the trial operation.
During the trial operation period, Party, State, Fatherland Front and commune-level organizations will hold meetings to approve decisions on appointing cadres. At the same time, they will orient the work of arranging personnel, thoroughly grasp and assign tasks to civil servants.
The Provincial Party Standing Committee directly supervises the implementation of the pilot operation plan in Bao An ward and the new Vinh Hai commune.
At the same time, establish a Provincial Party Committee Supervision Team to implement the plan, assign members of the Provincial Party Committee Standing Committee to monitor the work of reorganizing the apparatus in conjunction with implementing the two-level government model and preparing for party congresses at all levels towards the 14th National Congress of the Party.
Organize trial operations of Party agencies, State agencies, the Fatherland Front and commune-level organizations to study, learn from experience, promptly make reasonable and smooth adjustments, ensuring synchronization for the activities of communes and wards (new) when officially put into operation, as well as serving the activities of the province (new).
