Speaking at the opening of the Conference, Comrade Pham Hong Truong - Secretary of the Party Committee, Chief of Office of the Provincial People's Committee emphasized that the Conference is an opportunity to objectively assess the results achieved in emulation and reward work in the period of 2020 - 2025; commend the achievements of outstanding collectives and individuals in the emulation movement in the period of 2020 - 2025. At the same time, draw lessons and propose directions, tasks, and solutions to organize emulation movements and reward work in the period of 2025 - 2030; in order to encourage strength, create motivation for enthusiastic, strong, and continuous emulation in the agency to strive and successfully complete assigned political tasks.
The report on the summary of the patriotic emulation movement and commendation work for the period of 2020 - 2025; the direction and tasks of emulation and commendation work for the period of 2025 - 2030 at the Conference showed that the emulation movements in the Office of the Provincial People's Committee are increasingly being implemented synchronously, comprehensively, and in depth with many practical solutions, closely following political tasks and being actively responded to by a large number of civil servants, public employees and workers with high determination, creating solidarity and cohesion between collectives and individuals, contributing significantly to the successful completion of assigned political tasks. Emulation and commendation work has truly become a driving force, contributing significantly to the successful completion of socio -economic development targets, ensuring national defense and security in the locality. Effectively implementing the emulation movements "The whole country joins hands to build new rural areas"; "The whole country joins hands to eliminate temporary and dilapidated houses in 2025"; “Promoting the development of synchronous and modern infrastructure; practicing thrift and fighting waste”; “For the poor - leaving no one behind”; “Cadres, civil servants and public employees compete to practice office culture”...
Every year, the Provincial People's Committee Office handles an average of more than 27,000 incoming documents from the Government , ministries, central and local branches; on that basis, it reviews and submits to the Chairman and Vice Chairmen of the Provincial People's Committee for signing and promulgation of more than 9,000 documents to promptly direct and operate the fields of socio-economics, national defense and security of the locality. Advises and directs to ensure the effective operation of the Provincial Public Administration Service Center according to regulations. Timely perfects the organization and apparatus of the Citizen Reception Committee. Every year, advises and organizes better service for more than 300 meetings and conferences of the Provincial People's Committee leaders, regular meetings of the Provincial People's Committee, meetings and working sessions of the Provincial People's Committee leaders with delegations of the Government , ministries and central branches; receives, arranges meals and accommodation for nearly 100 delegations visiting and working with the province; Well organized and safe more than 300 trips to serve the work requirements of the Standing Committee of the Provincial People's Committee, leaders of the Provincial People's Committee Office as well as the general work requirements of the agency.
Ensure the stable, secure and uninterrupted operation of the IT network 24/7; ensure the technical support for nearly 400 online meetings between the Government, ministries, branches and the province, nearly 200 online meetings between the province and districts and cities. During the period of 2020 - 2025, over 59,472 news, articles, photos, videos, and documents on the Party's policies and guidelines, the State's laws, the direction and operation of the leaders of the Provincial Party Committee, the People's Council, the Provincial People's Committee, the socio-economic situation, national defense and security of the locality were posted on the Provincial Information Portal/Office Information Portal.
Through the emulation movement, the Provincial People's Committee Office has promptly discovered collectives and individuals with outstanding and exemplary achievements. Many examples of good people, good deeds, and advanced models have been widely spread, contributing to creating a vibrant emulation atmosphere throughout the agency. In the past 5 years, with the efforts and achievements in performing tasks, the Provincial People's Committee Office has been awarded the Emulation Flag by the Prime Minister, 1 department collective has been honored to receive a Certificate of Merit from the Prime Minister (Special commendation); 7 departments, offices, and centers have been awarded the title of excellent labor collective; 1 individual has been awarded the First Class Labor Medal, 2 individuals have been awarded the Third Class Labor Medal, 12 individuals have been awarded Certificates of Merit by the Prime Minister; hundreds of collectives and individuals have been honored and awarded Certificates of Merit, Certificates of Merit, etc.
In the 2025 - 2030 term, the Provincial People's Committee Office sets the following goals: Strive to have 100% of departments, offices, and affiliated centers fulfill their tasks well or better every year; 100% of units achieve the title of "Advanced Labor Collective", of which 20% achieve the title of "Excellent Labor Collective"; Over 95% of civil servants, public employees, and workers are classified as "Completing tasks well" and achieving the title of "Advanced Labor" or better; 100% of Party cells complete their tasks well, of which 20% of Party cells are classified as "Completing tasks excellently"; Over 95% of Party members are classified as "Completing tasks well", of which 20% of Party members are classified as "Completing tasks excellently"; 100% of Party members do not show signs of degradation in ideology, politics, ethics, lifestyle, self-evolution, and self-transformation within the Party; Every year, the agency meets cultural, safety, security and order standards; over 95% of families of civil servants, public employees and workers in the agency achieve the title of cultural family.
In their speech at the Conference, delegates spoke about: Emulation to improve the quality of general advisory work, assisting and serving the Chairman and Vice Chairmen of the Provincial People's Committee in directing and operating socio-economic development, ensuring national defense and security in the province; Solutions to spread typical advanced values from the perspective of the Editor of Lai Chau Provincial Electronic Information Portal...
On this occasion, 7 individuals were awarded Certificates of Merit by the Prime Minister; 1 individual was awarded a Certificate of Merit by the Chairman of the Provincial People's Committee; 1 collective and 8 individuals were awarded Certificates of Merit by the Chief of Office of the Provincial People's Committee for their outstanding achievements in performing their duties.
The Conference also launched the Emulation Movement for the period 2025 - 2030 and responded to the determination to perform well the tasks in implementing the emulation movements; announced the list of delegates to attend the 6th Lai Chau Provincial Patriotic Emulation Congress in 2025, including 2 comrades.
