How to enter and exit the highway legally?

What is a highway?

According to Clause 12, Article 3 of the Road Traffic Law 2008, a highway is a road reserved for motor vehicles, with a median strip dividing the road for vehicles to travel in two separate directions. It does not intersect at the same level with one or more other roads. It is fully equipped with service equipment, ensuring continuous and safe traffic, shortening travel time and only allowing vehicles to enter and exit at certain points.

How to enter and exit the highway correctly?

Article 26 of the 2008 Road Traffic Law stipulates that drivers and operators of specialized motorbikes on highways, in addition to complying with traffic rules prescribed in the 2008 Road Traffic Law, must also comply with the following regulations:

When entering the highway, you must signal and give way to vehicles already on the road. Only when it is safe can you merge into the lane on the outer edge. If there is an acceleration lane, you must drive in that lane before entering the highway lane.

When exiting the highway, you must gradually move to the right lane. If there is a deceleration lane, you must drive in that lane before leaving the highway.

Do not drive in the emergency lane or on the shoulder of the road.

Do not drive at speeds exceeding the maximum speed or below the minimum speed indicated on signs or painted on the road surface.

Drivers and operators of specialized motorbikes must keep a safe distance from each other as shown on the sign.

Vehicles may only be stopped or parked in designated areas; in case of being forced to stop or park in an inappropriate area, the driver must move the vehicle off the roadway. If this is not possible, the driver must signal to other drivers.

Pedestrians, rudimentary vehicles, motorbikes, motorcycles and tractors; specialized motorbikes with a design speed of less than 70 km/h are not allowed to enter the highway, except for people, vehicles and equipment serving the management and maintenance of the highway.

Penalties for violations committed by drivers of cars and vehicles similar to cars.

Point g, Clause 5, Point d, Clause 7, Point a, Clause 8, Article 5 of Decree 100/2019/ND-CP, amended and supplemented by Point d, Clause 3, Article 2 of Decree 123/2021/ND-CP) stipulates:

- Fines from VND 4,000,000 to VND 6,000,000 for the following acts: Failure to comply with regulations when entering or exiting the highway; Driving in the emergency lane or on the shoulder of the highway; Changing lanes in an unauthorized place or without signaling before driving on the highway; Failure to comply with regulations on safe distance for the vehicle ahead when driving on the highway.

- Fines from VND 10,000,000 to VND 12,000,000 for the following acts: Stopping or parking on the highway in an incorrect place; Not signaling to let other drivers know when forced to stop or park on the highway in an incorrect place; Making a U-turn on the highway.

- Fines from 16,000,000 VND to 18,000,000 VND for driving in the wrong direction on the highway, reversing on the highway, except for priority vehicles on urgent missions as prescribed.
