To celebrate these big holidays, besides organizing commemorative activities, decorating, cleaning, and creating a green, clean, beautiful, and civilized space is a mandatory requirement.
In that context, on August 13, 2025, Prime Minister Pham Minh Chinh issued Official Dispatch No. 134/CD-TTg, launching a movement for the whole people to join hands to protect the environment and conduct general cleaning nationwide, aiming for a fresh look for urban areas, villages and public spaces on this important occasion.
Let's create a real movement together
The telegram sets out clear, specific and immediately implementable requirements: Launch a general cleaning movement, communicate to people to voluntarily maintain hygiene in their homes and alleys, arrange trash bins and collection points appropriately, organize timely collection, classification and treatment of trash, and at the same time strengthen inspection and strictly handle violations. The details and feasibility of the tasks help localities to easily implement, creating real results instead of a formal movement.
The notable point is that the Telegram mobilizes the combined strength of the entire political system and the community. The Youth Union, Women's Union, Veterans Association, and Farmers' Association are assigned the core role, both organizing and supervising in residential areas and public places. The Fatherland Front and its member organizations guide and replicate models such as "Green - clean - beautiful residential areas", "Civilized streets, no waste" so that the movement can spread widely and be maintained for a long time.
Along with that, localities are required to review and supplement infrastructure for environmental sanitation, from collection vehicles to the system of gathering points in crowded places such as markets, schools, bus stations, entertainment areas, and festival areas. Garbage collection and treatment must take place promptly, especially at tourist attractions, residential areas, streets, and beaches during the holidays, to ensure that urban and rural areas are clean and civilized.
The media plays an important role in creating a ripple effect. The telegram assigns the task to newspapers, television and mainstream media channels to increase the amount of time spent reflecting and introducing good models and effective methods, while frankly pointing out places that have not done well. This approach not only encourages localities to make more efforts, but also helps people see the direct impact of the movement on their daily lives.
In addition to the immediate goal of serving the anniversary, the telegram lays the foundation for a long-term direction by assigning the Ministry of Agriculture and Environment to prepare a draft Resolution of the Government on environmental protection. If issued and implemented, this will be the basis for the environmental sanitation movement to become a regular lifestyle, contributing to building the image of a civilized, modern, and environmentally friendly Vietnam.
Meaning of the Telegram
The telegram is meant as a "lever" for management, turning major holidays into a time to review, rectify and standardize environmental work from root to tip. On the implementation level, the document activates a "general mobilization" mechanism at the grassroots level: Chairmen of local People's Committees must mobilize the mass organization system to play a core role in organizing, guiding and supervising the movement right in residential areas and public spaces, changing behavior in places where the most garbage is generated.
Along with that is a very specific technical command: Review and arrange collection infrastructure (trash bins, collection points, vehicles), ensure timely collection - classification - treatment, while strengthening inspection and strictly handling littering behavior - that is, combining the "hard framework" (discipline, sanctions) with the "soft framework" (habits, lifestyle).
This is also a good opportunity for provinces and cities to carry out a large-scale "general cleaning" to deal with hot spots of waste, wastewater and degraded landscapes. This activity helps local authorities turn messy roads into civilized streets, abandoned lots into parks, and polluted canals into clean water.
Pollution, waste and unsightly landscapes are major problems in Vietnam, directly affecting public health, quality of life and national image. If taking advantage of the opportunity, localities can create bright, green, clean, beautiful and modern spaces that meet the needs of the people and leave a positive impression on tourists.
