How to handle alcohol violations when not carrying enough money to pay the fine
The current fine for alcohol violations is quite high (up to 8 million VND for motorbikes and 40 million VND for cars). Therefore, if detected violating alcohol levels, people must first comply with the requirements of the authorities.
Regarding fines, people can pay after being issued a ticket (at the time of picking up the vehicle).
Regarding the form of fine payment, people can pay fines for alcohol concentration violations online.
The procedure for paying fines online is as follows:
Step 1. After the Traffic Police force draws up an administrative violation record for the violator, the record is entered into the violation handling software system. Based on the contents of the administrative violation record, the system will automatically issue a decision to impose an administrative penalty. This decision number is implemented according to Government regulations and will be the only number for the violator to access and look up information about his/her violation.
Step 2. The contents extracted from the administrative violation sanction decision posted on the National Public Service Portal include: Administrative violation sanction decision number; name of the agency issuing the administrative violation sanction decision; information of the violator (full name, driver's license number, phone number provided by the violator, fine amount); Treasury (bank) collecting the fine; violation; time of violation; location of violation; additional penalty (duration of driver's license revocation).
Step 3. Information about the Decision on administrative penalty provided by the Traffic Police Agency will be sent to the violator by the National Public Service Portal via text message (provided by the violator).
Step 4. The State Treasury (Bank) will connect to the National Public Service Portal to carry out the fine payment procedure for violators, and at the same time respond with information about the completion of the fine payment to the National Public Service Portal.
Step 5. The post office will connect with the National Public Service Portal to deliver documents temporarily held by the Traffic Police to the address registered by the violator for return after the decision on administrative penalty has been completed.
Step 6. Through the National Public Service Portal, violators can complete the payment of fines and register their address to receive documents held by the Traffic Police after completing the administrative penalty decision.
Step 7. The National Public Service Portal responds with information that the violator has completed paying the fine and registered an address to receive the documents that the Traffic Police Department is holding after completing the decision to handle administrative violations to the Traffic Police Department.
Step 8. The Traffic Police Department responds with information that the violator has completed paying the fine and registered an address to receive the documents that the Traffic Police Department is holding after completing the Decision on administrative penalty to the violation handling points of the local police.
Step 9. The Traffic Police Agency will send the temporarily held documents via postal service to the address registered by the violator through the National Public Service Portal for collection.
How much is the fine for alcohol concentration violation?
Pursuant to Articles 5 and 6 of Decree 100/2019 (amended and supplemented by Decree 123/2021), the penalty for alcohol concentration for motorbikes and cars will depend on the alcohol concentration measured per 100 milliliters of blood or 1 liter of breath. Specifically:
- Penalty for alcohol concentration on motorbikes
Fine from 2 - 3 million VND if alcohol concentration does not exceed 50 milligrams/100 milliliters of blood or does not exceed 0.25 milligrams/1 liter of breath. Additional penalty is revocation of driving license from 10 - 12 months.
Fine from 4 - 5 million VND if alcohol concentration exceeds 50 milligrams to 80 milligrams/100 milliliters of blood or exceeds 0.25 milligrams to 0.4 milligrams/1 liter of breath. Additional penalty is revocation of driving license from 16 - 18 months.
Fine from 6 - 8 million VND if alcohol concentration exceeds 80 milligrams/100 milliliters of blood or exceeds 0.4 milligrams/1 liter of breath. Additional penalty is revocation of driving license from 22 - 24 months.

Fine from 6 - 8 million VND if alcohol concentration does not exceed 50 milligrams/100 milliliters of blood or does not exceed 0.25 milligrams/1 liter of breath. Additional penalty is revocation of driving license from 10 - 12 months.
Fine from 16 to 18 million VND if alcohol concentration exceeds 50 milligrams to 80 milligrams/100 milliliters of blood or exceeds 0.25 milligrams to 0.4 milligrams/1 liter of breath. Additional penalty is revocation of driving license from 16 to 18 months.
Fine from 30 - 40 million VND if alcohol concentration exceeds 80 milligrams/100 milliliters of blood or exceeds 0.4 milligrams/1 liter of breath. Additional penalty is revocation of driving license from 22 - 24 months.
