The Vung Ang - Bung Expressway Project, part of the Eastern North-South Expressway Project, started construction in January 2023 with a total investment of more than VND 12,500 billion. The Vung Ang - Bung project is more than 55km long, of which the section through Ha Tinh is 13km long and the section through Quang Binh province is 42km long. After being opened, it will connect with the Ham Nghi - Vung Ang Expressway at the intersection of Ky Tan commune, Ky Anh district (Ha Tinh) and the Bung - Van Ninh Expressway in Cu Nam commune, Bo Trach district (Quang Binh), which are component projects of the North-South Expressway that have been technically opened to traffic and officially put into operation since April 30.

The Vung Ang - Bung project is divided into 2 construction packages, of which, construction package XL01 is undertaken by Son Hai Group - Vietnam Construction and Import-Export Joint Stock Corporation - Joint Stock Company 484 - Construction Joint Stock Company 369 - Hoa Binh Joint Stock Company 479. Construction package XL02 is undertaken by Phuong Thanh Transport Investment and Construction Joint Stock Company - Lizen Joint Stock Company.
Regarding the possibility of technical traffic opening on June 30 as the Ministry of Construction had set, the Steering Committee of the Vung Ang - Bung Expressway Component Project admitted that the goal of technical traffic opening on June 30 as initially planned is impossible to achieve as up to now, there are still some items on the route that have not been completed. Even the project site at the section passing through Quang Binh province has not been 100% handed over. Therefore, information from Project Management Board 6 (Ministry of Construction) said that the Prime Minister has agreed to postpone the traffic opening date to August 19.
Compared to the North-South Expressway component projects in the East, the construction of the Vung Ang - Bung Expressway encountered many difficulties because this route passes through many complex and rugged terrains such as hills, mountains, lakes, valleys with 33 viaducts and 1 mountain tunnel with a length of nearly 1,000m, along with hundreds of civil underpasses and many overpasses. As the longest viaduct item on the route, bridge No. 1 is located in Ky Hoa commune, Ky Anh town (Ha Tinh), connecting 2 hills, spanning a valley with a basin terrain with a length of 942m. Started in February 2023, up to now, although the construction unit, Hoa Binh 479 Joint Stock Company, has made efforts to overcome difficulties, working "3 shifts, 4 crews", across the roads, but so far only 19/22 bridge spans have been installed, the output progress has reached about 94%. In the coming time, the contractor will continue to make efforts to connect the remaining 3 spans of the bridge, while focusing on completing the railing system and paving the bridge deck with asphalt concrete, with the remaining construction volume still quite large.
Similarly, the Deo But tunnel is the only road tunnel on the 107.28 km long highway through Ha Tinh province. The tunnel is nearly 1,000m long, the northern tunnel entrance is in Ky Lac commune, Ky Anh district and the southern tunnel entrance is in Ky Hoa commune, Ky Anh town. The tunnel is one of the critical progress items of the Vung Ang - Bung highway. The project has a total investment of more than 1,000 billion VND, designed with 2 tunnels, the left tunnel is 716m long, the right tunnel is 840m long, each tunnel is 15m wide, 8m high, the construction unit is Son Hai Group Company Limited. After nearly 2 years of implementation, the contractor has completed the road surface, mechanical and electrical systems, fire prevention and fighting, and tunnel lining paint. The left tunnel has also poured 600m of concrete for the tunnel lining, and is reinforcing the roof at the southern tunnel entrance to strive to open the tunnel this June.
A representative of Son Hai Group Company Limited said that according to the approved investment phase, the current phase only invests in the complete construction of 1 tunnel on the right, operating with 2 lanes in opposite directions, with a design speed of 80 km/h. The left tunnel only digs, reinforces the tunnel, completes the tunnel shell to protect the structure and makes a temporary road surface to be used as a rescue and escape tunnel, has not invested in surface drainage, electromechanical systems, and has not served the exploitation. These days, the investor is deploying the trial operation of the lighting system installed in the right tunnel of Deo But tunnel. According to information from Project Management Board 6 (Ministry of Construction), up to this point, the construction output of the entire Vung Ang - Bung expressway component project has reached over 94% of the construction value, slower than the set plan. There are still some unfinished items on the route. In addition to bridge number 1, some items that have not met the set schedule include the road surface, railings and safety fences.
Regarding the land clearance problems in Quang Binh province, the leader of the Department of Construction of this province said that up to now, Quang Binh province has handed over 100% of the main route to serve the construction of the North-South Expressway Project in the East. However, along the route, there are still 31 households in Quang Trach district and Ba Don town that have not been handed over, affecting the construction of protective fences and service roads. In addition, there are still some locations where the project fence and service roads through Quang Trach district have not been constructed. In order for the project to be completed on schedule, Quang Binh province is coordinating with the investor and construction unit to resolve the issue thoroughly, striving to complete the project on schedule.
Previously, to ensure the progress of the North-South Expressway project through the province, the Quang Binh Department of Construction also actively coordinated with the investor, construction unit and localities to complete the resolution of problems related to underpasses, drainage systems and technical infrastructure systems on the route.
It is expected that by August 19, the Ministry of Construction will complete the opening of the main route of 6 North-South expressway component projects, with a total length of 208 km. Including: Vung Ang - Bung expressway; Van Ninh - Cam Lo expressway; the remaining 13 km of the Van Phong - Nha Trang expressway; some sections of the Quang Ngai - Hoai Nhon project (10/88 km); Hoai Nhon - Quy Nhon (45/70 km); Quy Nhon - Chi Thanh (20/62 km) and the opening of the Hoa Lien - Tuy Loan expressway. The remaining projects are being implemented with efforts, basically following the completion plan by the end of this year. As of June 2025, the country has 2,268 km of expressways under construction.
