On June 27, Hanoi City Police organized a fire fighting and rescue plan practice for 2025 at CHIHA Joint Stock Company, located at No. 1, Lane 146, La Phu Street, Chua Tong Village, La Phu Commune, Hoai Duc, Hanoi.
According to the hypothetical situation, at 9:00 a.m. on June 27, a fire broke out in the T1A warehouse area on the first floor of the facility. This area contained fibers, finished products and cardboard, with an area of about 200 square meters. The cause of the fire was that the owner of the facility hired 2 workers to weld and cut metal to renovate and upgrade the T1A warehouse area. Due to the subjectivity of not using fire safety measures such as assigning people to watch over and isolate finished products in the warehouse area, during the welding and cutting process, molten metal particles were shot out around, coming into contact with flammable materials such as fibers, fabrics, and paper, causing a fire.
When the fire broke out, the welders did not know how to use the tools and fire fighting equipment on site, so they could not stay calm, were confused, and ran away in fear. The fire quickly engulfed the entire T1A warehouse area and spread to surrounding areas.
When the fire was discovered, the owner and employees quickly cut off the power, shouted and used portable fire extinguishers to put out the fire, and called the Fire Prevention and Rescue Police, Hanoi City Police. However, because the combustible substances and large amounts of combustible substances were combustible, the fire quickly spread and the fire fighting efforts of the local forces and surrounding people were ineffective.
At the time of the fire, there were about 20 people inside the facility, including 12 people on the floors who quickly escaped, 8 people were trapped inside.
Upon receiving the news, the City Police quickly notified relevant units to deploy forces and vehicles to promptly coordinate with the local fire prevention and fighting force to organize fire fighting and rescue.
Upon arriving at the scene, the Fire Prevention and Rescue Police force quickly coordinated with the local Fire Prevention and Rescue Force to deploy search and rescue measures, prevent the fire from spreading, localize the location of the fire; quickly rescue people trapped on high places and bring them to safety, and mobilize all forces and means to completely extinguish the fire.
The drill also mobilized local forces in La Phu commune, including the commune police, commune People's Committee, military command, medical staff, as well as other forces to participate. Through the drill, the forces and people in La Phu commune had the opportunity to improve their knowledge of fire prevention and fighting and rescue when fires and explosions occurred in craft villages and industrial clusters with high risk of spreading fires, large fires, and difficult access.
