Speaking to a Thanh Nien reporter on June 12th, Mr. Hoang Trung Cuong, Vice Chairman of the People's Committee of Cat Hai District ( Hai Phong City ), said that according to the plan, the repair of the embankment sections of the largest freshwater lake in Cat Ba - Tran Chau Lake - was to be completed before the April 30th and May 1st holidays. However, the plan could not be implemented because the relevant parties have not yet agreed on and allocated the necessary funds. Furthermore, Hai Phong Water Supply and Drainage Company Limited, the unit assigned to operate the freshwater lake, wants to utilize all the remaining freshwater in the lake to supply the people of Cat Hai island district (Hai Phong City).
The embankment of the Tran Chau freshwater reservoir on Cat Ba Island, Cat Hai district (Hai Phong city), has been eroding since August 2022 but has yet to be repaired.
According to Mr. Cuong, the water level in the reservoir has basically receded, and the District People's Committee and Hai Phong Water Supply Company Limited have agreed to jointly fund the repairs. The repairs will be implemented by the relevant parties in the next few days.
Tran Chau freshwater lake, located in Tran Chau commune, Cat Hai district, has a capacity of 295,000 m³ . It is the largest of the five reservoirs on the island, serving the essential needs of domestic water supply for the residents of Cat Ba island communes in Cat Hai district, as well as tourism businesses on the island.
The water level in Pearl Lake has now basically dried up.
On April 3, 2009, the Prime Minister signed a decision to construct three freshwater reservoir projects in three communes: Tran Chau, Xuan Dam, and Phu Long, and an irrigation system to supply freshwater to the people of Cat Hai island district, with a total investment of 752.482 billion VND. The implementation period was from 2010 to 2020.
In 2010, the People's Committee of Hai Phong City assigned the Department of Agriculture and Rural Development of Hai Phong City as the investor to implement the construction. However, due to difficulties in securing funding, four years later, the Tran Chau freshwater reservoir project, as well as the Xuan Dam and Phu Long reservoirs, are still under construction and have been temporarily halted.
By 2020, to solve the problem of freshwater scarcity for the island communes of Cat Ba and Cat Hai districts, as well as to attract tourists, the People's Committee of Hai Phong City allocated funds to complete freshwater reservoirs, including the Tran Chau reservoir.
Pearl Lake, a freshwater lake, is the largest and most important reservoir on Cat Ba Island. It was built with hundreds of billions of dong invested by the Government and capital from Hai Phong City, starting in 2010 and completed in 2021.
In February 2021, the Tran Chau reservoir project was completed and handed over to the People's Committee of Cat Hai District. Subsequently, the People's Committee of Cat Hai District handed it over to Hai Phong Water Supply Company Limited for operation and management.
More than a year later, 10 points along the embankment of Pearl Lake have collapsed. Hai Phong authorities believe that the prolonged heavy rain in August 2022 caused water from the surrounding limestone mountains to pour down like a waterfall, triggering the landslides.
