The Nui Thanh Urban Drainage and Environmental Sanitation System Project has a total investment of more than 307 billion VND.

The Office of the People's Committee of Quang Nam province said that it has just sent a document reporting to Provincial Party Secretary Luong Nguyen Minh Triet on the content of press reports related to the Urban Drainage and Environmental Sanitation System Project in Nui Thanh, Quang Nam province.

According to the report, the above project has a total investment of 307,633 billion VND (equivalent to 12.8 million Euros), of which the loan capital from the Italian Government is 228,321 billion VND (equivalent to 9.5 million Euros).

The project includes the construction of a wastewater treatment plant with a capacity of 5,000 m3/day and night; a 17,774 m long wastewater collection pipeline system; a 7,500 m long stormwater drainage system and solid waste collection equipment...

From May 2005 to April 2018, the project was invested by Quang Nam Water Supply and Drainage Joint Stock Company; from April 2018 to present, the Quang Nam Provincial Construction Investment Project Management Board is the investor.

In 2019 and 2022, the Prime Minister issued two decisions to extend the project implementation period until the end of 2023.

The project is behind schedule because it follows the sponsor's procedures and processes, which takes a lot of time and is affected by epidemics and natural disasters.

Quang Nam Province Construction Investment Project Management Board said that it has actively implemented the project, and has so far completed 100% of the construction work, and has been highly appreciated by the Sponsor in the project implementation.

Specifically, Quang Nam was recognized as the province that implemented the project the fastest, especially disbursing 100% of the donor's preferential loans, without losing capital as committed.

Regarding the project's delay, the Quang Nam Provincial Construction Investment Project Management Board said that the project had to follow the procedures and processes of the Sponsor, so it took a lot of time. In addition, due to the impact of natural disasters and the COVID-19 pandemic, the project had to be suspended twice. In addition, at the time the project ended, the Law on Environmental Protection changed, leading to the need to add additional environmental procedures.

The report also stated: Although most of the reasons were objective, the Quang Nam Provincial Construction Investment Project Management Board would like to take responsibility for its role as the investor for not fully anticipating the difficulties and problems, and for not promptly reporting to the competent authority for consideration and decision once, instead of having to go through the procedures multiple times, wasting the time of the parties involved.

Quang Nam Province's Investment and Construction Project Management Board said that it would take 13 months to carry out tasks such as trial operation; inspection of project completion acceptance; handover of the project for use; and final settlement of completed projects.

The investor commits to completing the project before December 31, 2025 and proposes the Provincial People's Committee to approve an extension of the implementation period.

In the report, after studying the response documents of the Ministry of Planning and Investment, the Ministry of Finance and legal regulations, the Department of Planning and Investment said that the adjustment of the project implementation time is under the authority of the People's Committee of Quang Nam province. The Department requested the Provincial People's Committee to consider reporting to the Provincial Party Committee according to regulations, allowing the adjustment of the project implementation time to promote investment efficiency.

Previously, on November 6, 2024, the Office of the Quang Nam Provincial Party Committee conveyed the direction of the Provincial Party Secretary Luong Nguyen Minh Triet requesting the Provincial People's Committee to direct relevant agencies, units and localities to inspect and report on the press's feedback on the response of the Ministry of Planning and Investment that there was no basis to extend the implementation period of the Nui Thanh Urban Drainage and Environmental Sanitation System Project.

The Ministry of Planning and Investment responded to the proposal of Quang Nam province on adjusting the implementation time of the Nui Thanh Urban Drainage and Environmental Sanitation System Project.

The Ministry of Planning and Investment affirmed that, according to the decisions of competent authorities, the proposal to continue extending the implementation period of the Nui Thanh Urban Drainage and Environmental Sanitation System Project to 2025 is unfounded.

The Ministry of Planning and Investment requested Quang Nam province to direct the investor to organize the assessment and supervision of the project implementation, clarify the reasons for not completing the project on schedule, and the responsibilities of relevant agencies and units.

At the same time, consult the Ministry of Finance on regulations related to payment procedures and project completion, ensuring compliance with legal regulations.
