Unlike foreign languages, when it becomes a second language, English will be a tool for teaching other subjects.
This requires comprehensive reform of the curriculum, teaching materials, methods and especially pedagogical capacity in English.
The long-term solution is to develop a workforce of young Vietnamese teachers who are good at foreign languages and have received thorough pedagogical training, combined with a strict quality assurance system and an academic environment that encourages the use of English.
