Responding to the opinions of the delegates, Minister and Chairman of the Ethnic Committee Hau A Lenh said that, regarding the implementation of the Circulars, at the time the Government reported to the National Assembly's Supreme Supervisory Delegation in April 2023, a number of documents implementing the Prime Minister 's Official Dispatch 71 had not been completed.
To date, difficult and problematic documents, especially those of the Ethnic Committee and the Ministry of Information and Communications, have been resolved and issued. Other documents that need to be revised and supplemented with overlapping and conflicting issues have been resolved by the ministries and branches on the basis of law. The Ethnic Committee will add the results and progress of the implementation of the National Target Program to the second report sent to the National Assembly's Supervisory Delegation.
Regarding the delimitation of mountainous and highland areas, the Chairman of the Ethnic Committee expressed his agreement with the opinions of the delegates, this has been done since 1989, in addition to the delimitation by region, there is also the delimitation by development level. Currently, the National Assembly Standing Committee is assigning the Ethnic Committee to preside over and coordinate with the Ethnic Council to assess the delimitation of mountainous and highland areas, assess a number of other delimitation criteria, and it is necessary to conduct this assessment comprehensively to have new criteria. According to the schedule, the Ethnic Committee will report to the National Assembly Standing Committee on this content in September 2023.
The implementation of the National Target Program on Socio-Economic Development in Ethnic Minority and Mountainous Areas is still slow.
Speaking at the question-and-answer session, clarifying the content of the response of the Minister and Chairman of the Ethnic Committee, Deputy Prime Minister Tran Luu Quang said that the Minister and Chairman of the Ethnic Committee had responded directly, frankly, responsibly and fully to the opinions of the National Assembly deputies. Regarding the Socio-Economic Development Program for Ethnic Minorities and Mountainous Areas, the Deputy Prime Minister informed the National Assembly and people living in ethnic minority and mountainous areas because this Program and the remaining two National Target Programs were implemented slowly.
The Deputy Prime Minister said that according to data, by May 31, 2023, the capital for 2022 for this program only reached 58.49% of development investment capital, and the capital for 2023 only reached 17.01% of development investment capital. We only have 2.5 years left to implement phase 1 of this project, moreover, many ethnic minorities who benefit from this program are living in the border and fences of the country, and are enduring many difficulties to preserve every inch of the sacred land of the Fatherland.
The Deputy Prime Minister pointed out that there are some major problems in implementing the program. First of all, the number of issued documents is very large, the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas alone is integrated from 118 policies, 10 projects, 22 sub-projects, 55 components, under the management of 23 central ministries and branches, so there are still many overlaps and conflicts.
The Prime Minister has issued Official Dispatch No. 71, in more than 2 months, 18/18 ministries have had 59 documents responding, resolving 261/339 questions from agencies and localities. Regarding the remaining contents, the Government is preparing to amend Decree 27, issue and adjust a number of circulars. The amendment of Decree 27 is being urgently carried out, today the Government will assign the Ministry of Planning and Investment to synthesize and explain the Government's report, trying to issue it before June 15.
The reality at the local level also shows that localities cannot disburse much central capital, but can disburse a large proportion of local counterpart capital, which shows that the regulations are still complicated and difficult, so removing these regulations will create a positive impact. In the coming time, with the attention of National Assembly deputies, the Government will continue to promote the removal and completion of a solid legal basis so that the Program can be disbursed as required.
