Vietnam and Korea exchange experiences and cooperate in depth in the field of tax

Within the framework of the working visit of the Vietnamese Finance Minister's Delegation to Korea and the implementation of the bilateral cooperation agreement between the two tax agencies, on October 20, in Incheon, Deputy Director of the Tax Department Vu Manh Cuong led the Vietnamese delegation to attend a high-level bilateral meeting with the National Tax Service of Korea (NTS).

Speaking at the meeting, Deputy Director Vu Manh Cuong expressed his thanks to Mr. Han Chang Mok, Deputy Director General of the National Tax Service of Korea, and NTS officials for welcoming the Vietnamese delegation in a friendly, open and cooperative atmosphere. The Deputy Director affirmed that Korea is one of the important strategic partners of the Vietnamese Tax sector, especially in the fields of tax administration modernization, digital transformation and staff capacity building.

At the meeting, the two sides had in-depth exchanges and cooperation in many fields, jointly evaluated the results of cooperation in 2025 and discussed the implementation direction for 2026. The two agencies agreed to continue to maintain professional exchange activities, increase data sharing and expand cooperation in new fields, to improve tax management efficiency, promote digital transformation and improve the quality of service to taxpayers, and cooperate in training officials.

One of the contents that both sides are particularly interested in is the “Consulting project on redesigning business processes in tax management and designing information technology system architecture” funded by KOICA. The two sides specifically discussed the plan to organize the project kick-off conference, the coordination mechanism between the Vietnam Tax Department, KOICA and the National Tax Service of Korea, as well as the necessary preparations for technical content and implementation after completing administrative procedures.

In addition, the two sides also discussed strengthening comprehensive and substantive cooperation between Seoul Regional/Area Tax and Hanoi City Tax, Busan Regional Tax and Ho Chi Minh City Tax, towards building a cooperation model between regional taxes to share management experience and provide technical support more effectively.

Within the framework of the professional exchange, the Vietnam Tax Department shared experiences in innovating the organizational model towards streamlining, efficiency, specialization, suitable for the electronic tax management environment and the digital transformation orientation of the Tax sector. At the same time, the Vietnamese delegation also introduced tax management practices for cross-border e-commerce activities, emphasizing the desire to learn from Korea's experience in collecting, analyzing and sharing electronic transaction data, thereby improving management efficiency and preventing budget losses. The Vietnam Tax Department proposed that NTS support the organization of training courses for Vietnamese tax officials in e-commerce tax management in Seoul, Hanoi and online training courses.

The Korean side highly appreciated the efforts of the Vietnam Tax Department in creating a transparent and favorable investment environment for Korean enterprises operating in Vietnam, especially through the successful organization of the Tax - Customs Policy Dialogue Conference between the Vietnamese Ministry of Finance and the Korean business community in Hanoi on September 30, 2025. In addition, the Korean National Tax Service also shared its views on promoting the automatic exchange of tax information (AEOI) mechanism according to international standards, contributing to enhancing transparency and international cooperation in tax administration.

The contents discussed at the high-level meeting clearly demonstrated the determination of both agencies in strengthening and developing comprehensive cooperation, aiming at the goal of modernization, transparency and efficiency in tax management, in line with the development trend of modern public finance.

At the meeting, Deputy Director Vu Manh Cuong emphasized his desire to continue receiving comprehensive support from the Korean National Tax Service, especially in the fields of technical assistance, staff training, and experience sharing in e-commerce tax management, application of artificial intelligence (AI), big data analysis in tax compliance management, risk analysis and redesign of business processes.

On behalf of the National Tax Service of Korea, Mr. Han Chang Mok, Deputy Director General of NTS, expressed his delight at the increasingly deepening cooperation between the two tax agencies. He affirmed that NTS is always ready to share experiences, provide technical support and accompany the Vietnamese tax sector in the fields of tax management, digital transformation and training of high-quality human resources.

Mr. Han Chang Mok believes that the close cooperation between the tax sectors of Vietnam and Korea will continue to be strengthened and developed sustainably, contributing to improving the efficiency of tax management and promoting trade and investment between the two countries.

The high-level meeting ended in an atmosphere of solidarity, friendship and deep understanding, marking a new step forward in the bilateral cooperation between the Vietnam Tax Department and the National Tax Service of Korea, opening up many practical cooperation opportunities in the coming time.
