The UN General Assembly is one of the six principal organs of the UN, alongside the Security Council, the Economic and Social Council, the Trusteeship Council, the International Court of Justice and the UN Secretariat; and is the most representative body in the UN system, with the participation of all members.
The UN General Assembly has broad authority in the political , security, economic, cultural and social fields; has the right to discuss and make resolutions and decisions on issues within the scope of the Charter or any issues within the competence of UN agencies, with the aim of promoting international cooperation on a global scale.
With the theme "Rebuilding trust, igniting global solidarity: Accelerating action on the 2030 Agenda and the Sustainable Development Goals towards peace, prosperity, progress and sustainability for all", delegates attending the 78th Session of the UN General Assembly will focus on discussing the most topical issues such as: climate change, sustainable development, pandemic prevention, nuclear disarmament...
According to UN officials, this session of the General Assembly is expected to mark a turning point on the path towards the completion of the 2030 Agenda and the urgent need to put the 17 Sustainable Development Goals (SDGs) back on track. Heads of state and government will meet to agree on the transition and acceleration towards the completion of these goals by 2030. According to a statement from the Ministry of Foreign Affairs, from September 17-26, Prime Minister Pham Minh Chinh will lead a high-ranking Vietnamese delegation to attend the high-level General Debate of the 78th Session of the UN General Assembly.
Continue to affirm Vietnam's position and prestige
With the end of the 77th session, Vietnam has successfully completed its term as Vice President of the General Assembly from September 2022 to September 2023. During its tenure as Vice President of the 77th session, Vietnam, together with a number of countries, proposed initiatives and solutions on many major issues of the United Nations such as: promoting international law, oceans and the law of the sea; water security; responsibility to protect and prevent crimes against humanity; equal access to justice. Vietnam also participated in the preparation for the high-level conference on disease prevention, universal health coverage, tuberculosis, reform of the UN General Assembly, the UN Secretary-General's report on the organization's activities, the International Court of Justice (ICJ) report, and the International Criminal Court (ICC) report, according to the Ministry of Foreign Affairs.
In addition, Vietnam chaired the UN General Assembly to discuss and pass a resolution requesting the ICJ to provide an advisory opinion on climate change, resolutions related to organizing high-level meetings on pandemic preparedness and response, universal health coverage, tuberculosis, and promoting the contents discussed at the UN Conference on Water. Vietnam also supported the President of the General Assembly in conducting the general work of the UN, including major high-level events and important meetings, as well as in coordinating and leading the discussion and negotiation process to build documents and processes that provide long-term strategic orientation for the UN in the following years. Vietnam is the country trusted by the President of the 77th UN General Assembly, assigned to chair and direct many meetings of the General Assembly.
The fact that Vietnam has completed its term as Vice President of the UN General Assembly with many practical contributions once again affirms Vietnam's position and prestige in the international arena, and at the same time shows the international community's well-deserved recognition of Vietnam's achievements and efforts in promoting the protection of human rights in all fields. This is a vivid and convincing proof to refute the distorted arguments, deliberately denying the progress and achievements of our country's economy, society and foreign affairs.
Factors for peace and stability in the region and the world
The United Nations is the world's largest multilateral organization with the mission of maintaining international peace and security, promoting friendly cooperation and development among countries around the world. Prime Minister Pham Minh Chinh's visit to the United States to attend the High-level General Debate of the 78th Session of the United Nations General Assembly took place on the occasion of the anniversary of Vietnam's accession to the United Nations. On September 20, 1977, Vietnam officially became the 149th member of the United Nations and since then, Vietnam has always been a reliable partner, an active member and has made many important contributions to the implementation of the UN's missions.
Over the past five decades, UN programs and projects have made important contributions to Vietnam's innovation and international integration, especially in the development of socio-economic infrastructure, education, health care, poverty reduction, environmental protection, and sharing of development experiences in many fields. With its positive contributions to the common efforts of the international community, Vietnam has been elected to many important UN organizations such as the Security Council (2008-2009, 2020-2021), the Economic and Social Council (1998-2000, 2016-2018), the Human Rights Council (2014-2016), the International Law Commission (2017-2021, 2023-2027), the Executive Board of the United Nations Development Programme (UNDP), etc.
According to Foreign Minister Bui Thanh Son, Vietnam has achieved many important development achievements, which have been highly appreciated by the UN and the international community. According to UN Deputy Secretary-General Amina Mohammed, Vietnam has made positive contributions to the common work of the UN, and at the same time, highly appreciated Vietnam's responsible participation in the UN peacekeeping force, effective implementation of the SDG goals and efforts to fulfill commitments to combat climate change, and promote development cooperation for the common benefit of the community.
Sharing this view, President of the 76th UN General Assembly Abdulla Shahid and UNDP Director-General Achim Steiner emphasized that Vietnam is one of the UN's model countries, making many important contributions to strengthening multilateralism and participating in the work of the UN, especially actively promoting the implementation of global commitments such as implementing the SDGs and responding to climate change, bringing many valuable practical experiences to the UN and the international community.
During his visit to Hanoi in August 2022, UN Assistant Secretary-General and Special Adviser to the Secretary-General on Climate Action Selwin Hart said that he witnessed Vietnam's seriousness and efforts in implementing the commitments made at COP 26. Vietnam also demonstrated its role as a responsible member of the UN Human Rights Council for the 2014-2016 term. During the 3 years of carrying out its mission, Vietnam has launched many initiatives supported by international friends, including promoting the rights of vulnerable groups and combating climate change, which were agreed upon by more than 100 countries.
UN High Commissioner for Human Rights Michelle Bachelet highly appreciated the economic and social achievements, creating a foundation for improving the lives and ensuring the rights of the Vietnamese people in recent times, especially during the pandemic and post-pandemic recovery. She agreed with Vietnam's priorities on gender equality, anti-discrimination, and protection of vulnerable groups from the impacts of climate change. It is the constant efforts to promote agendas to protect disadvantaged groups at the UN, as well as prioritizing the promotion of gender equality, women's empowerment and protection of vulnerable groups, and combating violence and gender discrimination when implementing the socio-economic development strategy that have helped Vietnam accumulate enough quantity, creating the driving force for Vietnam to be elected as a member of the UN Human Rights Council for the 2023-2025 term.
UN Secretary-General Antonio Guterres once assessed that Vietnam is an important factor contributing to peace and stability in the region and the world. Last year, the UN Secretary-General paid an official visit to Vietnam on the occasion of the 45th anniversary of Vietnam-UN cooperation, after Vietnam successfully completed its term as a non-permanent member of the Security Council for the 2020-2021 term and was elected as a member of the Human Rights Council for the 2023-2025 term.
The visit demonstrates the UN's appreciation of cooperation with Vietnam, Vietnam's role at the UN and multilateral forums, and recognition of Vietnam's important achievements in innovation and development as well as its position as an active and responsible member, effectively contributing to the activities of the UN and the international community.
Also during this visit, UN Secretary-General Antonio Guterres highly appreciated Vietnam's early warning system in disaster risk reduction as well as weather and hydrological forecasting. "I am very happy that Vietnam's forecasting products not only serve the people in the country but also share with meteorological agencies of countries in the region and the world. Obviously, in the context of climate change, we cannot live without forecasting, especially early forecasting... I hope that in the future, when my grandchildren come to Vietnam, they will see this as a green, dynamic region with developing economic activities and prosperous life," said the UN Secretary-General.
The October 2022 visit of UN Secretary-General Antonio Guterres is the fourth visit of a UN Secretary-General to Vietnam (previously, the visits of Mr. Boutros Ghali in 1993, Mr. Kofi Annan in May 2006 and Mr. Ban Ki-moon in May 2015).
Welcoming the UN Secretary General on an official visit, Vietnam continues to affirm its foreign policy of independence, self-reliance, multilateralization, diversification, proactiveness and activeness in comprehensive, deep and effective international integration. This is a step to continue implementing the foreign policy of the 13th National Party Congress and Directive 25 of the Secretariat on promoting and elevating multilateral diplomacy, promoting Vietnam's role in multilateral mechanisms, especially at the UN.
