The two Ministers agreed that the official upgrading of the relationship between the two countries to the level of comprehensive strategic partnership on September 10, 2023 is a historic milestone in bilateral relations, in which the pillar of economic and trade cooperation will continue to be an important driving force, playing a pioneering role in promoting common prosperity between the two countries.
The management agencies of the two countries in general, and between the Ministry of Industry and Trade of Vietnam (MOIT) and the US Department of Commerce (DOC) in particular, need to have more extensive cooperation activities to implement and realize the vision of the Senior Leaders, and establish development goals commensurate with the comprehensive strategic partnership for the upcoming journey.
Minister Nguyen Hong Dien affirmed Vietnam's desire to promote economic, trade and investment relations with the United States in a comprehensive and sustainable manner.
The Ministry of Industry and Trade, as Chair of the Vietnam Section of the Vietnam-US Trade and Investment Council (TIFA), pledges to continue to proactively coordinate and cooperate with US regulatory agencies to comprehensively address the concerns of both countries, thereby maintaining stable trade relations, aiming for a harmonious, sustainable, and mutually beneficial trade balance.
Discussing the situation of the Indo- Pacific Economic Framework (IPEF) discussions, Minister Nguyen Hong Dien affirmed that Vietnam has actively participated in the negotiation sessions, contributed many specific opinions and closely coordinated with other countries during the negotiation process of the IPEF Framework.
In addition, Minister Nguyen Hong Dien also expressed deep concern about the increasing frequency of trade defense investigations against Vietnamese exports to the US market, especially cases targeting Vietnam's industrial export products.
Minister Nguyen Hong Dien suggested that the DOC will carefully consider Vietnam's opinions in each specific case to ensure trade liberalization, fairness, objectivity, and transparency for trade activities of businesses of the two countries.
In her discussion, US Secretary of Commerce Gina Raimondo acknowledged that Vietnam had officially requested the DOC to initiate a circumstantial review (CCR) to consider recognizing Vietnam as a market economy within the framework of a specific case and said that there would be direct instructions to speed up the review process and soon recognize Vietnam as a market economy.

The two Ministers agreed that the two agencies need to continuously foster strategic trust, increase discussions, and deepen cooperation in core areas in the future such as energy, aviation, rare earths and critical minerals, human resource training, energy transition, digital economy, and green production; and at the same time, find ways to promote cooperation in the coming time to realize the commitments of the leaders of the two countries.
