VINH LONG: Vinh Long is streamlining its administrative apparatus, improving the quality of service to the people, and strongly shifting towards a constructive mindset, using work efficiency as the measure of performance for its officials.

After a year of operating the two-tiered local government model, Vinh Long has recorded many positive changes, from administrative reform and digital transformation to socio -economic development. However, pressure on personnel, digital infrastructure, and the need for innovative management thinking remain challenges for the new administrative apparatus.

These were the points raised at the conference summarizing one year of operation of the political system and the two-tiered local government model, organized by the Vinh Long Provincial Party Committee on May 29th. The conference was chaired by Mr. Tran Van Lau, Member of the Central Committee of the Party, Secretary of the Provincial Party Committee, and Head of the Provincial National Assembly Delegation.

Opening the conference, Mr. Lam Minh Dang, Deputy Secretary of the Provincial Party Committee, stated that the reorganization of administrative units and the operation of a two-tiered local government model is a major policy aimed at streamlining the apparatus, improving the effectiveness and efficiency of state management, and better serving the people and businesses.

After one year of implementation, the province has reduced hundreds of administrative units from the provincial to the grassroots level, including 424 public service units and 95 hamlets, wards, and neighborhoods. The reorganized apparatus is basically operating stably and smoothly; the delineation of authority between levels is becoming increasingly clear, promoting the initiative of the grassroots. Budget management and financial discipline have been strengthened; information technology infrastructure and document digitization are gradually being improved, contributing to promoting digital transformation in the operation of the political system.

People clearly feel the effects of the reforms.

One of the outstanding results after a year of implementing the new model is the significant improvement in the quality of administrative procedures at the local level.

According to Mr. Bui Minh Tuan, Secretary of the Party Committee and Chairman of the People's Council of An Hoi Ward, from July 1, 2025 to the present, the locality has received and processed 21,967 administrative procedure dossiers, achieving a 100% success rate. Of these, 21,953 dossiers were processed ahead of schedule or on time, reaching 99.9%; only 14 dossiers were overdue due to system errors, which have been rectified.

All administrative procedures within the jurisdiction are carried out at the Public Administrative Service Center; 100% of records are updated and synchronized on the electronic system.

Following the merger, An Hoi ward has over 53,476 residents, 1,815 business households, and 780 enterprises. The workload has increased significantly with the transfer of many tasks from the district level, but the handling of administrative procedures has been maintained smoothly, meeting the needs of serving the people and businesses.

The effectiveness of administrative reform is not only evident at the grassroots level, but also in specialized departments and agencies.

According to Mr. Lam Van Tan, Director of the Department of Agriculture and Environment of Vinh Long province, by May 28, 2026, the index of serving people and businesses in resolving administrative procedures of the Department reached 95.63 points, ranking first nationwide among 34 provinces and cities and first in the Mekong Delta region. This is a significant improvement compared to the end of October 2025.

Agriculture continues to play a pivotal role.

If the efficiency of serving the people is the measure of the quality of the system's operation, then economic growth is proof of the effectiveness of governance after restructuring.

According to the Department of Agriculture and Environment, Sector I is projected to grow by 3.02% in 2025 and by 2.9% in the first quarter of 2026, contributing 30-32.65% to the province's GRDP. This demonstrates that agriculture continues to play a pivotal role in the province's economy after the administrative restructuring process.

The province continues to maintain the stability of large-scale production areas while promoting the restructuring of the industry towards green, circular, and climate change-adaptive directions.

To date, the area of ​​organic and high-tech agricultural production has reached over 81,400 hectares; the area of ​​production according to VietGAP, GlobalGAP, and organic standards has reached over 40,900 hectares. The area of ​​organic coconut cultivation alone has reached nearly 36,000 hectares, continuing to be the largest organic coconut raw material region in the country.

In addition, the project to develop 1 million hectares of high-quality, low-emission rice is being implemented on over 8,300 hectares, of which over 5,000 hectares apply emission-reduction farming processes, contributing to increased production value and reduced environmental impact.

Don't let outdated thinking hinder progress.

Besides the achievements, the conference also frankly acknowledged the difficulties and obstacles that arose after the implementation of the two-tiered local government model.

According to feedback from the grassroots level, many localities have large populations, vast geographical areas, and rapidly increasing workloads, while the human resources have not been replenished proportionally. Some sectors such as land, resources, urban planning, and education still lack highly specialized personnel; digital infrastructure and equipment for digital transformation are not yet synchronized.

Regarding the Agriculture and Environment sector, Mr. Lam Van Tan stated that the unit currently lacks 151 civil servants compared to actual needs; some difficulties related to organizational structure, staffing, and job positions after the completion of district-level operations are still being addressed.

Concluding the conference, Provincial Party Secretary Tran Van Lau requested that the entire political system shift strongly from a management mindset to a constructive, service-oriented mindset; using practical effectiveness and people's satisfaction as a measure of the quality of the apparatus's operations.

He emphasized that, after the merger of localities, it is necessary to eliminate the old administrative boundary mindset, overcome parochialism, and strengthen unity and solidarity to work towards the common development goals of the province.

In particular, the Provincial Party Secretary requested a tightening of administrative discipline and order, and an emphasis on the responsibility of the head of each agency.

"It is necessary to clearly assign responsibilities, tasks, and timelines, and to have checks and supervision. The results of the work are the measure, the final product for evaluating the competence of officials and the level of task completion of the team," Mr. Tran Van Lau emphasized.
