
In 2023, Mr. Duong Van Thanh's family in Khuoi Tra village, Co Linh commune was able to borrow 100 million VND from the district's Social Policy Bank to invest in a model of breeding buffalo and cows. Thanks to a methodical approach, combining grass planting, proper barn care and farming experience, his family's herd has now grown to about 40 animals.
Similarly, Mr. Duong Van Truyen, Nam May village, Boc Bo commune also used the loan effectively. Mr. Truyen said: "In 2023, I borrowed 30 million VND from the program to support production and business households in difficult areas to raise breeding horses. After more than a year, the herd of horses has grown to 10. I have completed the debt repayment on time and am planning to expand the barn to continue developing. Thanks to the loan, my family's life is more stable, and my income has increased significantly". These are two of the typical households in production, striving to get rich in the locality.
Policy credit is identified as one of the pillars in the strategy of sustainable poverty reduction, new rural construction and social security in Pac Nam district. The credit network is increasingly expanded, covering every village and hamlet, helping people access capital conveniently, openly and transparently.

According to the Pac Nam District Social Policy Bank Transaction Office, as of May 31, 2025, the total outstanding policy credit balance in the area reached over 380 billion VND, with more than 2,400 poor households and other policy beneficiaries still having outstanding loans. Loan programs include: Loans for poor households, near-poor households, and newly escaped poverty households; loans for job creation; loans for clean water and rural environmental sanitation; loans to support workers working abroad under contracts... These programs have been opening up opportunities for timely access to capital for people, creating momentum for developing livelihoods and stabilizing their lives. Mr. Ha Van Tien, Director of the Pac Nam District Social Policy Bank Transaction Office, said: We always closely follow the direction of the Government and the Provincial People's Committee, closely coordinate with local authorities to implement appropriate credit programs, prioritizing poor households and ethnic minorities in disadvantaged communes. Ensuring capital reaches the right people and the right target is a key factor to help people feel secure in developing production, aiming to escape poverty sustainably.
The reality in Pac Nam shows that preferential loans are not only a means to help people invest in production, but also contribute to changing awareness, business thinking, and improving economic management capacity in each household. More and more people know how to make production plans, calculate reasonable investments and have the will to rise up, affirming their proactive role in developing the household economy./.
