On May 12, To Hap Town Police (Khanh Son District) discovered and recorded a case of soil exploitation and transportation in the area of Tran Binh Trong Street (Ta Luong Village, To Hap Town) to be used to level people's gardens. The exploitation of soil for leveling in this area is causing concerns about landslides, posing a danger to people passing by.
Recently, To Hap Town Police received a report from the people regarding illegal mining and transportation of minerals (soil) in the area of Tran Binh Trong Street. Through on-site inspection, at 3:00 p.m. on May 12, To Hap Town Police discovered and caught red-handed 2 excavators and 1 dump truck illegally mining and transporting soil. Of which, the excavator on the top of the hill had no driver and was turned off; the excavator on the asphalt road was driven by Lo Van Ty (in Ninh Thuong Commune, Ninh Hoa Town), was digging up soil right next to the road and loading it onto the dump truck; the dump truck with license plate 79C…85 was driven by Hoang Ngoc Tan (residing in Lap Dinh Village, Cam Hoa Commune, Cam Lam District) was transporting soil to an empty lot about 1km from the mining site to dump the soil to create a flat surface.

Through initial verification, the subjects confessed that they had been exploiting and transporting soil from this area to the garden for Mr. Tran Anh Hung (residing in Hap Phu Residential Group, To Hap Town) for 7 days; from the time of starting the exploitation and transportation until the discovery, 150 dump trucks (the type of truck with a 10m3 container) had been transported. Mr. Hung confessed that he had agreed to contract the leveling of the ground in his garden for a total amount of 180 million VND, and had advanced 40 million VND to the subjects.

According to the assessment of To Hap Town Police, the site of the land exploitation has a steep, vertical slope, close to the inter-village traffic road. The subjects have scooped and built a road right next to the top of the hill, with a very high risk of landslides, posing a danger to people passing by because it is close to Tran Binh Trong Street. Currently, the Town Police have advised the To Hap Town People's Committee to send people and set up a notice board of the area with a high risk of landslides at the scene of the incident to warn people passing by this area.
According to our investigation, the area where the subjects exploit and transport soil for leveling is next to the project to upgrade and expand Tran Binh Trong Street invested by the Khanh Son District Construction Project Management Board. The investor representative affirmed that the investor has instructed the construction contractors to absolutely not exploit or sell the soil for leveling from the project. The investor will work with the construction contractor to determine whether or not there is any exploitation of soil from the project area to sell to people for leveling.

Talking to us about this incident, Mr. Nguyen Quoc Dong - Vice Chairman of Khanh Son District People's Committee said: "Recently, Khanh Son District People's Committee has directed units and localities to focus on protecting unexploited minerals, especially within the scope of works and projects under construction and has strictly handled a number of violations. Particularly for the case of land exploitation and leveling in the area of Tran Binh Trong Street, the District People's Committee will direct the investor and To Hap Town People's Committee to specifically inspect and verify. If there is land exploitation within the project scope to resell to people for leveling, it will be strictly handled according to regulations".
