On May 5, according to the Nam Dinh Department of Health , Nam Dinh General Hospital accepted responsibility for the incident that occurred during the examination and emergency treatment of victim MTA (4 years old).
Initially, the hospital has suspended a number of medical staff for verification and clarification. The verification team is continuing to work with a number of related individuals to clarify the incident; review the emergency admission and treatment process for MTA in particular and the emergency, medical examination and treatment process in general; correct the spirit, communication attitude and medical ethics of medical staff; violations will be strictly handled according to regulations.
Along with that, Nam Dinh Department of Health directed the Director and Board of Directors of the Provincial General Hospital to immediately rectify the regular work; review the reception process, examination process, emergency and treatment of emergency patients according to regulations; propagate to improve the attitude, communication and behavior of medical staff; coordinate with the National Children's Hospital to review the emergency procedures and current professional regulations of the unit to detect existing problems and limitations in expertise (if any), promptly correct and overcome; seriously review the incident, consider the responsibility of individuals and on-duty teams; violations must be strictly handled according to regulations; coordinate with the media to provide honest and objective information about the incident for people to know.
According to the May 5 report of the Nam Dinh Provincial Department of Health, initially, the victim was examined at 4:03 p.m. on May 3 without any documents.
The victim was examined immediately (although he had not yet registered for examination and paid) and ordered paraclinical tests. Afterwards, the hospital staff instructed the person who brought the victim to the emergency room to register for administrative procedures.
During the examination, ordering of paraclinical tests and treatment, the person who brought the victim paid an advance payment of 500,000 VND. Hospital staff performed administrative procedures on the hospital management software system so that the victim did not have to pay an additional advance payment.
The medical staff discussed with each other to carry out administrative procedures for the victim as follows:
Medical staff 1 asked: "Admission due to non-payment or what?" Medical staff 2 replied: "Already paid 500."
Then, medical staff 1 said: "500 is not enough." During that exchange, the person who brought the victim (the person filming ) stood near the group of medical staff.
Previously, on May 3, the provincial Department of Health received information about the process of emergency examination of patients at Nam Dinh Provincial General Hospital on social networks, including the content "pay in full before going to emergency."
After receiving the information, the Department's leaders directly directed the Provincial General Hospital to review the hospital's procedures for medical examination, treatment, and emergency care of patients, especially the content related to people's feedback on social networks.
By the morning of May 4, the Nam Dinh Department of Health had directly worked with the Provincial General Hospital. After listening to the Hospital Board of Directors report on the process of examining and treating patients, viewing video extracts from the hospital's cameras and data on the hospital management software, the Board of Directors of the Nam Dinh Department of Health directed the Hospital to review the process of receiving and treating MTA's emergency, and directed to rectify the work of examining and treating patients.
Along with that, Nam Dinh Department of Health directed the Hospital to coordinate with the Internal Political Security Department and the Provincial Police to verify information about the incident; proactively coordinate with the National Children's Hospital to review the emergency procedures and current professional regulations of the unit to detect existing problems and limitations in expertise (if any), promptly correct and overcome them.
The Department of Health and the Provincial General Hospital also worked with the person who brought MTA to the hospital and recorded a video reflecting the incident to clarify some contents.
Previously, at 4:03 p.m. on May 3, the hospital received 4-year-old MTA, who had been in a traffic accident (brought in by two other people) in a conscious state, crying, pulse 140 times/minute, breathing 20 times/minute, pink mucous membranes, no bleeding wounds, abrasions in the left lower abdomen, and abrasions on the right elbow.
The victim was examined at the Orthopedic Emergency Clinic and the General Surgery Emergency Clinic, and was initially diagnosed with: Multiple trauma - closed chest and abdominal trauma due to a traffic accident.
The victim was assigned the following tests: abdominal CT-Scanner, chest CT-Scanner, chest X-ray, abdominal ultrasound, blood test.
After performing paraclinical tests, the victim was diagnosed with multiple injuries: closed chest trauma, closed abdominal trauma due to a traffic accident. The victim continued to receive emergency treatment, resuscitation, intravenous fluids, and pain relief.
At around 5:00 p.m. the same day, the victim's parents arrived, the emergency medical team discussed the victim's condition with the family, the family agreed with the hospital's treatment plan to transfer to a higher level. At 5:45 p.m. on May 3, MTA was transferred to the National Children's Hospital./.
