
Give gifts in the right way, in sufficient quantity, and on time.
According to the Resolution According to Resolution No. 418/NQ-CP, the beneficiaries of gifts include: those who rendered meritorious services to the revolution as stipulated in the Ordinance on preferential treatment for those who rendered meritorious services to the revolution; social welfare beneficiaries as stipulated in Government Decree No. 20/2021/ND-CP dated March 15, 2021; and social pensioners as stipulated in Government Decree No. 176/2025/ND-CP dated June 30, 2025; including orphans, those without guardians, or those in orphanages. The gift amount is 400,000 VND per person, in cash. The gift distribution must be completed no later than December 31, 2025. To ensure that the gifts are given to the correct recipients, in a timely manner, and in accordance with regulations, relevant departments, agencies, and localities should urgently review, compile statistics, and create lists of eligible beneficiaries. Communes and wards should actively disseminate information about the policy; Complete the procedure for directly depositing gifts into the account receiving monthly allowances or subsidies, or by directly paying them in cash.
Mr. Ton Ngoc Chuan, Deputy Secretary of the Party Committee and Chairman of the People's Committee of Dai Dong commune, said: "This policy has profound political and humanitarian significance. Therefore, the commune has developed a plan, clearly assigning responsibilities to each specialized department, each village, residential area, and socio-political organization in reviewing and compiling a list of over 2,000 people to receive gifts according to regulations, ensuring the gift distribution is completed as planned."
Ms. Khong Thi Theu, Deputy Head of the Culture and Social Affairs Department of Nguyen Du Commune, shared: "The commune has about 1,800 people who received gifts. To ensure that no one is left out or the wrong recipients are identified, the Department closely coordinated with relevant departments and sectors to review the list; and carried out the payment procedures to ensure that the process was convenient, timely, and in accordance with regulations."
On December 30, 2025, the Provincial People's Committee issued Decision No. 2358/QD-UBND on supplementing the budget for agencies, units, and communes/wards to implement the giving of gifts from the Party and State to celebrate the 14th National Congress of the Party and the Lunar New Year of the Horse in 2026. Accordingly, a total of over 95.8 billion VND was added to the budget for giving gifts from the Party and State to war invalids and martyrs (Phase 1), social welfare beneficiaries, social retirees, and other vulnerable groups. This includes over 43,800 war invalids and martyrs and nearly 195,700 social welfare beneficiaries, social retirees, and other vulnerable groups who received gifts.

The joy of receiving gifts
Amidst the festive atmosphere celebrating the 14th National Congress of the Party and the Lunar New Year of the Horse 2026, those eligible for gifts in Luong Bang commune who did not have bank accounts to receive the money went to the village cultural centers to receive the payments directly. Holding the gift he had just received, Mr. Hoang Van Chung, a war invalid, emotionally expressed: "Over the years, the Party committees and authorities at all levels have always shown concern and care for war invalids. This year, I am very happy to receive a gift of 400,000 VND. This concern shows great gratitude and encouragement for me to continue living happily, healthily, and usefully. I hope that in the new term, the Party will have more policies to care for and improve the material and spiritual lives of war invalids and vulnerable people."
Ms. Nguyen Thi Su from Thuong Tho village, Nguyen Du commune, was also very excited: "This year, I just received my social retirement allowance, and now I'm receiving gifts from the Party and the State. This is a source of encouragement that helps us to work hard and strive to improve our lives, contributing to building a more prosperous and beautiful homeland."

As a severely disabled person, Ms. Ly Thi Bat's family in Xuan Dao village, Dai Dong commune, faces many difficulties. Upon receiving the gifts from the Party and the State, Ms. Bat expressed: "I am deeply moved and feel warm-hearted. This gift holds immense significance for someone in difficult circumstances like me."
The gifts presented not only have material value but also demonstrate the profound concern of the Party and the State, conveying warm feelings and sharing, creating motivation for each war invalid and person in difficulty to strive to improve their lives in celebration of the country's important political event and welcome the new year 2026.
