Colonel Lam Dung Tien: Digital transformation is an irreversible development trend, but in the military environment, especially at the grassroots level, the successful implementation of digital transformation requires high political determination, close leadership of the Party Committee and the spirit of dedication and innovation of the staff. Division 316 does not consider digital transformation as a single activity, but a long-term strategy with a focus and key points, closely linked to the tasks of training, combat readiness, management and operation, and regular construction.
Since the beginning of the year, the Party Committee and the Division Command have identified digital transformation as a key political task, a continuous step, a breakthrough step and a new way of thinking. Based on the thorough understanding of Resolution No. 57-NQ/TW of the Politburo and Resolution No. 3488-NQ/QUTW of the Central Military Commission, the Division Party Committee has issued a specialized Resolution on leading the work of developing science, technology, innovation and digital transformation in the unit; established a Working Group to develop internal management and operation software headed by the Deputy Chief of Staff of the Division. At the same time, many specific action plans and programs have been developed and widely deployed throughout the unit. We identify digital transformation as a means to improve the quality and efficiency of performing military and defense tasks; an important condition for building a "lean, compact, strong" unit, meeting the requirements of tasks in the new situation.

Colonel Lam Dung Tien: In the past time, the Division has completed the construction and put into operation a number of application software, initially forming an internal digital ecosystem. A typical example is the general management software for the staff sector, helping to connect the fields of military personnel management, weapons, equipment, organization, payroll, defense land, etc. This software is built with an open architecture, clear user rights, ensuring safety, security, and creating convenience in command and control work. Just updating the number of troops in real time has helped reduce 60% of the time to process related documents. Or for example, the design and application of the software "Digital Political Study B16" can be connected on the internet and accessed via an application on a smartphone, including educational content, propaganda, testing, and online multiple-choice tests that do not require security. Documents, lesson plans, multiple choice questions, and lecture videos are all digitized, contributing to enriching content, innovating methods, and improving the effectiveness of political education at the unit.
In addition, other software such as: Emulation and reward management, ammunition and weapons management, military vehicle management, legal education dissemination system and Project 1371 implementation... are also promoting effectiveness in comprehensive management. Many units in the Military Region have visited, studied and proposed to replicate these models.

Colonel Lam Dung Tien: In the process of implementing digital transformation, the grassroots unit also encountered some difficulties such as awareness. At the beginning, many officers and soldiers were still hesitant to approach technology, considering digital transformation a secondary task. To overcome this, the Division organized "digital literacy" classes, introduced digital transformation content into Party cell activities, launched the "one person one digital initiative" emulation campaign, and assigned young officers to directly instruct soldiers with little access to technology. Up to now, 100% of professional officers and soldiers in the Division have been tested on digital foundation knowledge, achieving high results. In addition, the unit also has difficulties in human resources. Due to the characteristics of combat units, most digital officers hold concurrent positions, lacking people specializing in programming-security-data. We have proactively coordinated with Center 186 (Command 86), Information Technology Institute to organize many specialized training sessions; At the same time, send young and capable cadres to study at advanced institutions inside and outside the Army.
In addition, the infrastructure of some units does not have internal transmission lines, low-configuration computers, and unsynchronized operating systems. The Division is focusing on upgrading the LAN infrastructure, deploying anti-malware software TA-21 and MiAV, and issuing digital certificates to affiliated agencies. In the first 6 months of the year alone, we have organized information security checks for more than 1,600 equipment turns, and reviewed TSLqs network connections to all regimental and battalion headquarters.
There are difficulties, but with determination, consensus and a methodical approach, it can be affirmed that digital transformation at Division 316 has a clear position, gradually becoming a part of the management and leadership culture at the unit.
