Still a lot of trouble
In fact, in the early days of operating the two-level government of Quang Tri province, many difficulties arose, the biggest pressure being the problem of arranging accommodation and working positions for the staff and workers after the merger.
According to data from the Department of Home Affairs, out of 2,013 civil servants and employees of units affected by the reorganization and streamlining in the old Quang Tri province, 1,562 people moved to the new administrative center. The large number of civil servants and employees moving created certain pressures on the arrangement of accommodation, food, and work positions in the new provincial administrative center.
Specifically, there are 1,286 civil servants, public employees, and workers who need housing in Dong Hoi Ward. With 78 communes, wards, and special zones in the province, the need for housing and public housing is even greater when many administrative units are merged into a new commune.
Faced with that situation, Quang Tri province has initially urgently arranged and allocated 65 rooms for 102 officials under the management of the Provincial Party Committee Standing Committee at the Center for the Development of North Central Women; focusing on renovating 4 real estate facilities as accommodation for civil servants and public employees, including: Official housing managed by the Provincial Party Committee, Dong Hoi City Continuing Education Center, lecture halls of Quang Binh University and the old College of Economics. Currently, the renovation and repair of the above accommodation facilities are being urgently completed. Once completed, these locations will provide initial "residence" for over 1,000 civil servants and public employees.
Due to the difficulty in housing needs, many civil servants, public employees and workers from Quang Tri province who come to work at the new administrative center choose to rent a house. The case of Mr. and Mrs. Truong Tuan Thanh and Ms. Le Thi Ly is an example.
Mr. Thanh works at the Provincial Party Committee's Organization Board, Ms. Ly works at the Provincial Women's Union. The couple has two children, the second of whom is only 7 years old. When reorganizing and perfecting the apparatus, according to the requirements of the task, the whole family moved to Dong Hoi ward. In a strange land, in a foreign land, with many difficulties at first, Mr. Thanh and his wife chose to rent a house, asking relatives to come and take care of their young children, helping the couple feel secure and stable in their work.
From the mountainous commune of Thuong Trach, Vice Chairman of the Commune People's Committee Nguyen Van Dai said: After merging Tan Trach commune into Thuong Trach commune and reorganizing the staff, there was a great need for public housing and workplaces in the new commune because the staff mainly came from the plains. In that situation, the Party Committee and the Commune People's Committee flexibly arranged for this team to temporarily stay with the people, borrowing 5 teacher rooms of the old Bo Trach District Boarding School for Ethnic Minorities to provide 20 people with initial accommodation. However, in the long term, it is necessary to build public housing for the staff to "settle down".

All for the development of the homeland
The process of merging and streamlining the political system apparatus, the staff of civil servants, many of whom are key officials managed by the Provincial Party Committee Standing Committee and heads of departments, branches and sectors, voluntarily retired before the age according to Decree No. 178/2024/ND-CP, Decree No. 67/2025/ND-CP and Decree No. 154/2005/ND-CP to facilitate the arrangement when merging into the new Quang Tri province.

According to data from the Department of Home Affairs, as of early July 2025, 2,744 civil servants, public employees, and workers had applied for early retirement (378 cases belonging to the Party and Mass Organizations; 1,863 cases belonging to the Government; 18 cases belonging to associations) and 485 part-time workers at the commune level. The whole province has 31 key leaders at the provincial and district levels under the management of the Provincial Party Committee Standing Committee who applied for early retirement from July 1, 2025.
This is the "overcoming difficulties" in thinking and awareness to have courageous actions, in line with the development trend of the homeland and country, although in terms of overall staff planning and age, this team of staff still has a lot of time to contribute.
According to Mr. Truong Tuan Thanh, many cadres from the old Quang Tri who came to work at the new administrative center in Dong Hoi ward had similar circumstances to his family, even facing more difficulties. However, facing the requirements, tasks and new working positions, everyone maintained an optimistic spirit, not afraid of difficulties, hardships, ready to accept and complete all tasks because as Mr. Thanh thought, every revolution has initial difficulties, requiring efforts from each cadre and party member. After more than 15 days of operating the 2-level government apparatus of Quang Tri province, the work has gradually stabilized.
Teacher Hoang Duc Hoa, Principal of Bo Trach District Boarding School for Ethnic Minorities, shared: Although the facilities are still facing many difficulties and shortages, in the spirit of "mutual love and support", the school still tries to arrange to give part of the teachers' dormitory to the staff of Thuong Trach commune to temporarily stay. All for the common political task, helping the staff of Thuong Trach commune to soon stabilize and start their professional work.
Mr. Vo Xuan Long, Deputy Director of the Department of Home Affairs, said: “As an official from the old Quang Tri province, I think that in the beginning, the staff of the old province working at the new administrative center will encounter certain difficulties. Certainly, all the pressures of life and work positions of the staff will be quickly overcome thanks to the drastic participation of the Party committees, authorities, relevant departments and branches and from the efforts of each staff. That will help the two-level government apparatus of Quang Tri province operate stably, promote efficiency, contribute to building an administrative system that serves, creates, develops and is for the people”.
