On December 18, 2023, the State Bank of Vietnam issued Decision No. 2345/QD-NHNN on implementing safety and security solutions in online payments and bank card payments (Decision No. 2345). Accordingly, from July 1, 2024, customers will need to authenticate biometrics by face when transferring money online via digital banking with a value of over VND 10 million/transaction or over VND 20 million/day.
As a business household that regularly transacts online, as soon as she grasped the information, Ms. Dao Thi Tue, in Lac Hong commune (Van Lam) proactively updated her facial biometrics on the banking apps where she has an online payment account. Ms. Tue shared: On the morning of July 1, I accessed the bank's app on my phone and followed the instructions. After just a few minutes, I completed updating facial biometrics for both accounts I own at Sacombank and Agribank . After the update, all my transactions went smoothly and there was an additional authentication step that made me feel more secure.
Unlike Ms. Tue, many people who have tried to update their facial biometrics on their phones have failed. To ensure that online payment transactions are not interrupted after July 1, banks have implemented many solutions to support and guide customers to update their facial biometrics. In addition to information on the app and the bank's homepage, banks have also arranged means and human resources to support and guide customers directly at all transaction points nationwide.
Military Commercial Joint Stock Bank, Hung Yen Branch (MB Hung Yen), currently has about 400 thousand customers, of which 35 - 40% of online money transfer transactions are over 10 million VND/time. To ensure the interests of customers, MB Hung Yen has arranged officers and employees to support individual customers at all branches and transaction offices. Support time is on all days of the week, from Monday to Friday, support is from 8 am to 9 pm and on Saturday and Sunday, support is from 8 am to 5 pm. In addition to on-site forces, the unit arranges additional forces from other departments, and at the same time divides customers to limit congestion at transaction points as well as ensure the best support for customers. Mr. Hoang Ngoc Tuyen, Service Director of MB Hung Yen said: In the first days of July, many customers came directly to the transaction counter to ask for support and instructions on updating facial biometrics. Here, the staff will check the customer's identification documents and smartphone. In most cases, customers cannot update themselves due to reasons such as: Older phones do not support near-field communication technology (NFC), account information does not match the information on the chip-embedded CCCD, or customers have not performed the operation correctly.
At the transaction points of Agribank, Hung Yen branch, these days, there are also quite a lot of people coming to ask for support and instructions on updating facial biometrics. To support customers, the unit has focused on arranging human resources and means to be ready to directly support customers quickly and promptly. At all transaction points of the bank, transaction officers are assigned and arranged to support customers. Mr. Nguyen Van Dat, Le Loi ward (Hung Yen city) shared: When I learned that I had to update facial biometrics according to regulations, I proactively did it at home but was unsuccessful. Therefore, I went directly to the transaction counter of Agribank for support and instructions. Here, the staff enthusiastically guided and assisted me in completing the facial biometric update, and at the same time guided me through the operations of transferring money online using facial biometrics. I find that updating facial biometrics is very necessary to prevent fraud and account hijacking.
In the early days when Decision No. 2345 took effect, the number of customers coming to the bank's transaction counters was quite large for support and guidance. With the initiative to arrange scientifically and flexibly, banks have successfully supported most eligible customers such as: CCCD cards with chips, phones with NFC support, customer information in the account matching the information on the CCCD card with chips... However, currently, some scammers rely on the psychology of impatience, fear of going to bank transaction offices because of concerns about crowds and wasting people's time, creating fake links and information to scam with tricks such as: Establishing an online facial biometrics support group; sharing support links, instructions for updating facial biometrics... Faced with the above situation, banks recommend: People need to be more vigilant, do not access these websites or links because currently, updating facial biometrics is only done on bank apps. If you have difficulty performing online facial biometrics at home, you need to go to the bank's transaction counter for support and guidance, which only takes a few minutes.
Implementing facial biometrics in online transactions according to Decision No. 2345 is necessary and is widely agreed and supported by customers. Facial biometrics is an additional barrier to protect customers' accounts. With facial biometrics, account appropriation and illegal account use by scammers and criminals will be limited. However, to protect their assets in the digital environment, each person needs to be vigilant, absolutely do not provide account information, OTP codes to strangers...
