The Quang Ninh Police Force was originally a reconnaissance team established at Bac Ma Pagoda, the Fourth Military Zone Center of Dong Trieu (also known as Tran Hung Dao Military Zone) to prepare for the General Uprising to seize power in August 1945. Born with the establishment of the revolutionary government, growing up in practical combat under the leadership of the Party, with the protection and support of the masses, the police force overcame the shortage of weapons, facilities, small numbers, and inexperience in the early days, bravely, steadfastly, and intelligently, fighting to win many victories on the military , national defense, and security fronts in the enemy's rear, contributing significantly to the success of the great August Revolution.

Through the ups and downs of history with changes in economic and social life, the Quang Ninh Police force still retains its passionate revolutionary "fire". Regardless of the historical period, the difficulties and challenges it faces, the Quang Ninh Police always upholds the tradition of solidarity, cohesion, and comprehensive innovation, both directly fighting and effectively advising the Party Committees and authorities at all levels in directing the work of ensuring security and order. At the same time, it focuses on leading and directing the implementation of many key and breakthrough solutions to build a truly clean, strong, disciplined, elite, and modern Quang Ninh Police.

Colonel Vu Thanh Tung, Deputy Director of the Provincial Police, affirmed: Continuing to promote tradition, the Quang Ninh Police force constantly trains itself to be steadfast in political will, tightens discipline, strictly implements the 6 teachings of Uncle Ho to the People's Public Security, joins hands and overcomes all challenges; closely and effectively coordinates with all levels and sectors, closely attaches to the people, determined to build a clean and strong force, ready to receive and complete all assigned tasks. The Party Committee and the Director of the Provincial Police Department have paid attention to directing, developing and issuing hundreds of resolutions, programs and plans to build a truly clean, strong, elite, modern police force, closely connected with the people, meeting the requirements and tasks in the new situation. In particular, synchronously deploying solutions on personnel organization, especially mobilizing and arranging to increase staff for the police in communes and towns; perfecting the titles and positions for the missing focal points.

Closely following Resolution No. 12-NQ/TW of the Politburo "On promoting the building of a truly clean, strong, elite, modern public security force to meet the requirements and tasks in the new situation" and Resolution No. 12-NQ/DUCA of the Central Public Security Party Committee " On continuing to promote the building of commune and town police to meet the requirements and tasks in the new situation", The Standing Committee of the Party Committee and the leaders of the Provincial Police Department have unanimously developed and issued Resolution No. 40-NQ/DUCA on the arrangement and transfer of cadres with the motto "Lower-level police officers are a source of supplement for the higher-level police, the higher-level police are the driving force for the development of the lower-level police". The Resolution clearly stipulates the standards and criteria for the transfer and transfer of cadres from the commune-level police to the district-level and provincial-level police and vice versa. Up to now, the Provincial Police Department has arranged more than 2,000 regular police officers in communes, wards and towns in the province. Each police officer always upholds the spirit of "When the people need it, when the people are in need, there is the police", staying close to the area, grasping the household, grasping the person, promoting the role of the core force at the grassroots level in the work of building the movement of the whole people to protect the security of the Fatherland. Thanks to that, the security and order situation, especially at the grassroots level, has had clear changes, serving well the socio-economic development tasks of the locality, being recognized by the Party Committee and government and highly appreciated by the people.

Party committees and heads of police units and localities have also promoted solutions to improve the capacity and fighting strength of party organizations; strengthened political and ideological education and political theory to become a regular practice, aiming to train the qualities and revolutionary ethics of officers and soldiers. Training and fostering cadres in appropriate forms to meet the framework of standards and criteria for arranging cadres. To improve the qualifications of the police force at the commune and town levels, from 2023 to present, the Provincial Police have organized 3 professional training courses (according to the program issued by the Ministry of Public Security) for 314 police officers at the commune and town levels; 18 professional training courses related to topics for more than 2,060 police officers at the commune and town levels. Currently, the proportion of police officers with college or university degrees or higher accounts for over 75% of the total payroll . Agencies and units tighten internal security work, promptly detect and handle violations by officers and soldiers and resolve signs of disunity; thereby maintaining internal stability, the rate of violations requiring disciplinary action accounts for 0.36% of the total number of soldiers.

In order to encourage and promote police officers to fulfill their political tasks well, the Party Committee and leaders of the Provincial Police Department directed to innovate and concretize the content of the emulation movement for national security in accordance with the requirements and tasks of each unit and local police . From 2023 to present, the Provincial Police have directed the launch of 10 political activities, 7 peak emulation movements... creating a vibrant competitive atmosphere within the force.

With the positive results achieved, the Quang Ninh Public Security force continues to promote its glorious tradition, affirming its position and prestige as a pillar and core force protecting national security, ensuring social order and safety; and as a "shield" protecting the people, protecting the Party and the State.
