Minister of Planning and Investment Nguyen Chi Dung, Head of the Editorial Team of the Socio-Economic Subcommittee preparing for the 14th National Congress of the Party, has just chaired a meeting with the Standing Committee of the Editorial Team to give opinions on the draft Outline of the Report on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030, and the directions and tasks for socio-economic development in the 5-year period 2026-2030.

The draft Outline Report for consultation includes 3 parts: assessment of 5 years of implementing the 10-year Socio -Economic Development Strategy 2021-2030; directions and tasks for socio-economic development for 5 years 2026-2030; implementation organization.

Among them, the first part on the assessment of 5 years of implementing the 10-year Socio-Economic Development Strategy 2021-2030 is expected to include the following contents: Strategy implementation organization; results achieved; limitations and weaknesses; general assessment, causes and lessons learned.

Part two, the directions and tasks for socio-economic development in the 5-year period 2026-2030 are expected to include the following contents: forecast of context and situation; development perspectives; development goals; main tasks and solutions.

After listening to the opinions, discussions and sharing of the delegates, Minister Nguyen Chi Dung assessed that the draft basically adhered to the Strategy as well as the core issues of the past 5 years and the focused contents in the next 5 years.

Minister Nguyen Chi Dung requested the unit assigned to preside over the drafting to absorb the opinions and continue to complete the report outline to seek opinions from members of the Editorial Team of the Socio-Economic Subcommittee in preparation for the 14th National Congress of the Party; and report to competent authorities as prescribed.

Minister Nguyen Chi Dung pointed out that the 10-year socio-economic development strategy for 2021-2030 identifies three strategic breakthroughs: socialist-oriented market economic institutions; human resources and infrastructure.

Accordingly, it is necessary to continue to perfect and improve the quality of socialist-oriented market economic institutions; ensure completeness, synchronization, modernity, integration, focusing on the market of production factors, especially the market of land use rights, science and technology.

Therefore, the development of a draft outline for the assessment of the 5-year implementation of this Strategy needs to closely follow the identified breakthroughs; the assessment contents need to have evidence, data, and specific results. Along with that, closely follow the situation and practical context of the international and domestic; new trends; focus on analyzing and evaluating the results of the macroeconomic situation; perfecting and improving the quality of institutions; developing science and technology and innovation; developing human resources; education and training; industrialization, modernization, and economic restructuring; developing infrastructure; developing culture and society; managing and using resources, protecting the environment, responding to climate change; foreign affairs, international integration...

Regarding the draft orientations and tasks for socio-economic development in the 5-year period 2026-2030, Minister Nguyen Chi Dung suggested that in addition to pointing out outstanding results, it is necessary to focus on assessing existing shortcomings and limitations; and provide lessons learned. From there, determine specific orientations and tasks for the coming period through specific socio-economic and environmental indicators.

In particular, in addition to the identified fields, it is necessary to research trending industries and fields such as green growth, energy conversion; digital transformation; high technology.

The Prime Minister has established the Editorial Team of the Socio-Economic Subcommittee to prepare for the 14th National Congress of the Party according to Decision No. 228/QD-TTg dated March 12, 2024.

The Editorial Team consists of 63 people and Minister of Planning and Investment Nguyen Chi Dung is the Head of the Editorial Team; Deputy Minister of Planning and Investment Tran Quoc Phuong is the Deputy Head of the Editorial Team. The Standing Committee of the Editorial Team of the Sub-Committee consists of 18 people./.
